5 DEAS 341: 2012 Foreword Development of the East African Standards has been necessitated by the need for harmonizing requirements governing quality of products and services in the East African Community. It is envisaged that through harmonized standardization, trade barriers that are encountered when goods and services are exchanged within the Community will be removed. In order to achieve this objective, the Community established an East African Standards Committee mandated to develop and issue East African Standards. The Committee is composed of representatives of the National Standards Bodies in Partner States, together with the representatives from the private sectors and consumer organizations. Draft East African Standards are circulated to stakeholders through the National Standards Bodies in the Partner States. The comments received are discussed and incorporated before finalization of standards, in accordance with the procedures of the Community. East African Standards are subject to review, to keep pace with technological advances. 6 DRAFT EAST AFRICAN STANDARD DEAS 341:2012 Nail polish removers Specifications 1 Scope This Draft East African Standard specifies the requirements and methods of test for nail polishes used for cosmetic purposes 2 Normative references DEAS 346 Labelling of cosmetics General requirements DEAS 377-2, Cosmetics List of substances which must not form part of. the composition of any cosmetic product. DEAS 377-3, Cosmetics List of substances. which cosmetics must not contain except subject to the restrictions and conditions laid down. 3 Requirements 3.1 General requirements All ingredients used shall conform to DEAS and DEAS in addition to the requirements therein The remover shall be effective in removing all traces of the nail polish The remover shall have no undesirable or harmful effects on the nails and cuticle e.g cracking or drying. 3.2 Specific requirements The nail polish remover shall also conform to the requirements given in Table 1 when tested according to the methods prescribed therein. 7 4 Packaging The product shall be packed in suitable well-sealed containers that shall protect the contents and shall not cause any contamination or react with the product. 5 Marking and labelling The containers shall be securely closed and in addition to the labelling requirements of DEAS 346. The labelling shall be in either English, Kiswahili or French or in combination as agreed between the manufacturer and supplier. The following information shall be indelibly and legibly marked on the container: a) product name; b) net contents; c) Manufacturer s name, physical address, and trade mark (if any) and name and physical address of the distributor/supplier if any d) batch number in code or otherwise; e) the date of manufacture in the form mm/yyyy, f) best before date in the form mm/yyyy ; and g) Country of origin h) instructions for use; i) All ingredients shall be declared in descending order of predominance. The INCI label names (previously CTFA names) shall be used. NOTE 1 INCI stands for International Nomenclature Cosmetic Ingredient NOTE 2 CTFA stands for Cosmetic, Toiletry and Fragrance Association. 6 Sampling Representative unopened samples shall be drawn for test from the market, factory or anywhere else following the procedures of random selection. The samples shall be declared as conforming to the specification if they satisfy all the specified requirements. 2 EAC 2012 All rights reserved

8 Annex A (normative) Determination of solvent content A.1 Outline of the method The components of the solvent used in the nail polish remover are separated and determined by gas chromatography. A.2 Apparatus Gas chromatograph equipped with columns prepared with DC-200 silicone grease and carbowax 20 M A.3 Procedure A.3.1 Disperse 3g of the sample in 8ml of iso-octane. Filter in a closed system, and keep the solution in a tube closed with a serum cap for analysis. A.3.2 A.3.3 A.3.4 Set up the system as shown in Table A.1. Inject 5 µl aliquots of standard solution into the column. Calibrate the integrator. Inject 5 µl aliquots of the sample-solution into the column. 10 Annex B (informative) Determination of non-volatile matter B.1 Apparatus B.1.1 B.1.2 Flat glass petri dish 8 cm diameter Thermostatically controlled oven B.2 Procedure Weigh accurately 1.0 g ± 0.2 g of the polish in the petri dish and place it in an oven at 105 C ± 2 C for one hour. Cool to room temperature and weigh the dish. Repeat the process to bring to constant mass.
