4 THE LEVY AND FUNDING
5 DUAL SYSTEM - LEVY AND NON LEVY PAYING EMPLOYERS Employers with a pay-bill under 3million (non-levy paying) Employers with a pay-bill over 3million (levy paying) Will co-invest with the government on 1:9 ratio for the delivery of apprenticeships. There are a variety of extra support options and incentives Pay an apprenticeships levy via PAYE and HMRC funds go into the Digital Apprenticeship Service account. With 10% additional top-up from government. Once funds are used up, will co-invest with government on same 1:9 ration as non levy paying employers
6 APPRENTICESHIP FUNDING OVERVIEW Levy paying employers will pay 100% of the costs of an apprenticeship to providers, out of their digital account. Non-levy paying employers will contribute 10% of the cost of an apprenticeship and the government will contribute 90% of the cost, in a co-investment arrangement. Employers with less that 50 (49 or less), employees will pay no contribution if they take on a 16-18yr old apprentice, or year olds who were formerly in care or who have an Education and Health Care plan. These are fully funded by the government. Government will contribute 2000 towards the costs of all apprenticeships for the employer, 1000 for the provider. This funding is claimed as follows 50% after 90 days. The remaining 50% after 365 days.
7 HOW THE FUNDING IS CHANGING There are new funding arrangements that give employers a basis for negotiations with providers. 11 MATHS AND ENGLISH Funding is available for apprentices who have not previously attained a GCSE grade A*- C, and will support; GCSE English Language or maths Functional Skills English or maths In exceptional circumstances SFA will fund approved stepping stone qualifications to support progression to GCSE or Functional Skills. Maths and English are funded directly to the provider, not out of the employer levy. Maths and English quals above a level 2 if employers want their apprentice to take these qualifications as part of their learning, the employer will have to pay.

20 END POINT ASSESSMENT Hair Professional Hairdressing Detailed explanation of the end point assessment The end point assessment stage will provide a snap shot holistic assessment of the learner s practical skills, similar to an industry trade test. The learner will demonstrate he/she can complete a range of services on a number of models to industry standards and within commercial timings. The learner s consultation skills, communication skills, safe working practices, professionalism, values and behaviours will be integrated into the end point assessment. Route 1: Hairdressing end point assessment The learner will be assessed carrying out consultation for all services completed during the assessment. The learner must shampoo and condition hair as part of at least one service of the end assessment, this maybe more as appropriate. The end point assessment test the skills knowledge and behaviours set out in the standard 1. Practical assessment 2. Oral questioning by the Independent Assessment Examiner while the learner carries out the following services
21 END POINT ASSESSMENT Hair Professional Hairdressing Reference to the Standard Service Specific requirements Cut hair using a range of techniques to create a variety of looks One creative restyle and finish using a minimum of three cutting techniques The creative restyle should be finished to complement the style. If this includes a blow dry using a round brush this can be counted as one of the two style and finish looks listed below Style and finish hair using a range of techniques to create a variety of looks Colour and lighten hair using a range of techniques Two finished looks using a minimum of four techniques: A blow dry A hair up style Two colour and/or lightened hair services using a minimum of two products: One woven highlights One other colouring technique One above and one below shoulder look One setting technique 80% of the hair should be taken up Three dressing techniques The blow dry must include the use of a round brush A minimum of a T section of the head A change in depth and tone, and one other colouring technique The assessment will require the learner to work on a minimum of two models. The learner is responsible for providing suitable models for the end point assessment, and the employer or training provider should support where necessary. The models can be familiar to the learner. The end point assessment will take a maximum of six hoursexcluding breaks.

29 PROPOSED LEVEL 3 DRAFT SENIOR HAIR PROFESSIONAL Senior Hair Professional ( level 3 ½ ) o Route 1 Combined Services o Route 2 Cutting and Styling o Route 3 Chemical Services On programme assessment is carried out by achieving a qualification, the Diploma for Senior Hair Professionals, which consists of the units shown below: The learner will typically have been on the apprenticeship programme for 12 months before being entered for the end point assessment. The minimum duration for the apprenticeship programme is 12 months.
