2 CONTESTANT ELIGIBILITY - PROVINCIAL SKILLS MANITOBA HAIRSTYLING 2013 CONTEST # 29 Contestants for the Provincial Hairstyling Skills Manitoba Competition are as described in the following categories: Hairstyling - Beginner Level - One Contestant per School - Guaranteed *Each school is guaranteed one contestant. Schools may send two contestants names, clearly identified as a first choice, or include second name as their second choice. Second Choice contestants will be registered only if space allows for more contestants. Schools will be notified if a second applicant can participate once registration is complete. Competition is capped at 20 competitors as of A beginner level is any student of any age or grade level, who is enrolled in any Hairstyling program, regardless of Public or Private Status. The student must have accrued between 1 and 467 hours of the complete 1400 hour program on the day of the competition, be a Canadian citizen or hold Canadian citizenship. These contestants must reside in Manitoba. Hairstyling - Secondary Level - One Contestant Per School - Guaranteed *Each school is guaranteed one contestant. Schools may send two contestants names, clearly identified as a first choice, or include second name as their second choice. Second Choice contestants will be registered only if space allows for more contestants. Schools will be notified if a second applicant can participate once registration is complete. Competition is capped at 15 competitors as of A secondary student is less than 22 years of age on December 31, of the Competition year, has not completed (grade 12), and is currently enrolled and taking academic courses. The student must have between 1 and 1399 hours of the complete 1400 hour program on the day of the competition, be a Canadian citizen or hold Canadian citizenship. These contestants must reside in Manitoba. Hairstyling - Post Secondary Level One contestant per school guaranteed *Each school is guaranteed one contestant. Schools may send two contestants names, clearly identified as a first choice, or include second name as their second choice. Second Choice contestants will be registered only if space allows for more contestants. Schools will be notified if a second applicant can participate once registration is complete. These contestants compete against apprentices. Competition is capped at 10 competitors as of A post secondary student is a graduate with a (grade 12), diploma and is currently enrolled in a Hairstyling program at a recognized training institution. The student must have between 1 and 1399 hours of the complete 1400 hour program on the day of the competition, be a Canadian citizen or hold Canadian citizenship. These contestants must reside in Manitoba. Apprentices: One contestant per salon- guaranteed Registration is limited to the first ten applications for apprentices. *Each salon is guaranteed one contestant. Salons may send two contestants names, clearly identified as a first choice, or include second name as their second choice. Second Choice contestants will be registered only if space allows for more contestants. Salons will be notified if a second applicant can participate once registration is complete. An Apprentice is a current, registered hairstylist apprentice in good standing with Competitiveness, Training and Trade Apprenticeship Branch and can be of any age. This contestant must have between 1 hour and 2,999 hours in the two year apprenticeship on the day of the competition and be a Canadian citizen or hold Canadian citizenship. These contestants must reside in Manitoba. Apprentices must present their pocket card or wall document the day of the competition. Apprentices compete against Post-Secondary students. 2
3 IMPORTANT INFORMATION -for all competitors Any student who is over 21 years of age, currently enrolled in an academic course(s), such as G.E.D., while also completing a Hairstyling Program, must register in the post-secondary category. Any student who is enrolled in a recognized Hairstyling Program under the status of a mature student must enroll as a post-secondary contestant. No head sets, walkmans, cell phones or portable CD players allowed. No technical support such as sketches, pictures, drawings, notes, etc. Health and Safety Industry Standards must be followed throughout the competition. All competitors shall allow the Skills Manitoba organization the right to take and publish the winners names and photos of individual competitors and/or their work. No competitor shall begin work until the scrutineer(s) announce that the competitors may begin. No competitor shall continue to work on their mannequin s hair, after the competition time has ended. An additional 5 minutes at the end of each competition will be designated to drape, accessorize and place mannequin for judging, this 5 minutes includes cleaning. Competitors must be ready for inspection by scrutineers 15 minutes prior to the start of each competition. Contestants will be notified of remaining time allotments in the following time frames: o Final 30, 15, 10, 5, 3 and 1 minute countdowns. There must be a minimum of four (4) pre-registered competitors for each category. 4 PROVINCIAL COMPETITION SCOPES BEGINNER LEVEL 467 Hours and Under Date: Thursday, April 11, 2013 Duration of Contests: Beginner Level 1 hour & 45 minutes CATEGORIES OF CONTESTS: The following scopes and projects are provided for all competitors who enter as a beginner. PURPOSE OF THE CHALLENGE: To enable industry as well as observers to view the level of skills taught within the public, secondary, post-secondary schools programs and to encourage interaction between the various sectors in industry. This relationship will ensure the skills gained by new hairstylists at all levels of training are geared to the demands of the beauty industry. SKILLS AND KNOWLEDGE TO BE TESTED: The level of this competition will allow the new stylists to demonstrate their technical skills and creative ability in the following test: 1. Bridal Updo on female mannequin. No written test will be administered. The theoretical knowledge will be relevant in the performance of the practical tests. CAREER RELATED SKILLS EXHIBITED: 1. Hairstyling, brushing, placing, dressing, balance and design. 2. Creative Cosmetology/Ornamentation 3. Use of Colour and Harmony EQUIPMENT, TOOLS, SUPPLIES, CLOTHING: Competitors are expected to wear clean and comfortable work attire as would be worn by staff working in a modern hair salon as well as any protective clothing if needed. Contestants must provide their own working tools examples include: water bottle, towels, cape, combs, brushes, clips, styling products and safety equipment. Contestants must bring his/her preferred types of products with all product labels fully covered. Participants must provide make-up, jewelry, draping and hair ornamentation for mannequin. One mannequin head support (with extensions or tripod). Contestants cannot borrow supplies from others. EQUIPMENT SUPPLIED BY THE PROVINCIAL COMMITTEE: Each contestant will be provided with a table and mirror. No electricity is used for this competition. MANNEQUINS WILL NOT BE PROVIDED BY THE ORGANIZATION: Contestants must supply one female mannequin ready to be styled. SCORING The contestants with the highest points will be the winner, the second highest mark will be placed second and the third highest mark will be placed third. Demerits may be given for any rule infractions. Each provincial competition will be judged on the 30 point International Judging System. Each competition will begin with the scrutineers visually and/or physically inspecting all mannequins. In case of a tie, judges will be called back to the competition floor to break the tie. Any infraction or violation of the competition rules will result in point penalties or disqualification. Hairpiece placements and styling EQUIPMENT, TOOLS, SUPPLIES, CLOTHING Competitors are expected to wear clean and comfortable work attire as would be worn by staff working in a modern hair salon as well as any protective clothing if needed. Participants must provide make-up, jewelry, draping and hair ornamentation for mannequins. One mannequin head support (with extensions or tripod). Contestants cannot borrow supplies from others. Hair dryer must not require more than 1600 watts. EQUIPMENT SUPPLIED BY THE PROVINCIAL COMMITTEE Each contestant will be provided with a table, mirror and single electrical outlet. Competitors will use only one electrical outlet. The use of more than one outlet on an extension cord or power bar is not allowed. MANNEQUINS WILL NOT BE PROVIDED BY THE ORGANIZATION Contestants must supply two competition mannequins: one female mannequin UNCUT and one male mannequin UNCUT with black hair and no facial hair. To ensure compliance with the rules and regulations, all mannequin heads will be examined at the start of the competition by scrutineers for each competition category to determine any infractions or violations of the rules. SCORING The contestants with the highest combined points from the two tests will be the winner, the second highest mark will be placed second and the third highest mark will be placed third. 6 HAIRSTYLING 2013 BEGINNER LEVEL (467 School Hours or Less) Bridal Updo 9:15 11:00 a.m. Scrutineer Inspection and Reading of the Scopes 8:45-9:15 a.m. The contestant will create a bridal updo which best displays their artistic ability and would be suitable for a Traditional bride. The contestant will: Create an updo with a visible, upward movement in the nape Use a mannequin with pre-coloured hair if desired Have a minimum of 8 inches of hair length in the crown area Brush all hair down at the start of the competition, hair may be pre-set Not use any electrical implements, (includes no battery or butane operated tools) Not cover any critical work with ornamentation (judges will only evaluate visible work) Not allow ornamentation to cover more than 25% of the head Not use any hairpieces, nor use any ornamentation that may be made of natural, synthetic or hair-like pieces Apply makeup prior to competition Use any professional styling products except coloured sprays Drape and attach jewelry during competition or drape and attach jewelry using the additional 5 minutes to pose mannequin Not borrow or share equipment with other competitors DEMERIT OUTLINE: Maximum demerits Five (5) Minimum demerits One (1) No. of Demerit points Hair style out of category 3 Non respect of stop 1 Use of electrical implements (includes no battery or butane operated tools) 1 Hair pieces contrary to rules 2 Ornaments contrary to rules 1 Coaching from audience during competition 5 Late comer in start of competition 5 Use of coloured spray 1 Failure to brush ALL the hair down 1 Borrowed or shared equipment with other competitors 1 Products not covered. 1 per product to max. 3 demerits Judging criteria will include intricacy, difficulty, cleanliness, suitability, balance, colour, ornamentation and creativity. 7 HAIRSTYLING 2013 SECONDARY LEVEL Part One Ladies Cut and Style with Hair by Night Pieces 9:15-11:30 a.m. (Part two of this competition will be performed by the same contestant on a second mannequin) Scrutineer Inspection and Reading of the Scopes 8:45-9:15 a.m. The contestant will perform a ladies design haircut and style on a previously coloured, completely UNCUT mannequin. Using 1 to 3 hairpieces, the finished style will be wearable for an evening/cocktail function. The contestant will: Wet, cut, blow-dry and style hair without the use of flatirons or curling irons Add 1 but no more than 3 hairpieces (pre-set) Use hairpieces that are pre-coloured, pre-set, & finished, (ready for placement) Not use ornaments made from hair or hair-like fibers Use ornaments, that combined with hair pieces, do not cover more than 50% of the head Apply makeup prior to or during competition Drape and attach jewelry during competition or drape and attach jewelry using the additional 5 minutes to pose mannequin no color sprays, gels or mousses are allowed Remove a minimum of 2 of hair throughout the interior and exterior of the design, during the competition Not borrow or share equipment with other competitors DEMERIT OUTLINE: Maximum demerits Five (5) Minimum demerits One (1) No. of Demerit points Hair style out of category 3 Colour out of category 2 Haircutting FIVE HEAD SECTIONS = Front/top, right and left sides, crown, and nape areas 5 No change of length as rules require Pre-neckline tapering and cleaning Removing shaft density not length Hair not wet throughout, prior to start 1 Non respect of stop 1 Use of excess power and outlets 1 Hair pieces contrary to rules 2 Ornaments contrary to rules 1 Hair extensions contrary to rules 2 Coaching from audience during competition 5 Late comer in start of competition 5 [Must forfeit time and demerit points; disqualified in major competitions] Borrowed or shared equipment with other competitors 1 Used flatirons or curling irons 1 per tool Products not covered 1 per product to a max. of 3 demerits Judging criteria will include intricacy, difficulty, cleanliness, suitability, balance, colour, ornamentation and creativity. The hair will be styled with a blow-dryer. The contestant will: Perform all work on an UNCUT male mannequin, black in hair colour and not containing any form of facial hair. This includes no beards, moustaches or sideburns.
