Page 3 Bill of Rights and Veterans Day - Front And Center Perth Amboy 11/11/14 PERTH AMBOY - It was apropos that the Bill of Rights was celebrated along with Veterans Day on 11/11/14. Over 1200 viewed the actual document, the Bill of Rights which was on display at Perth Amboy City Hall. The last time this important document was viewed was 25 years ago during the Bill of Rights Bicentennial Celebration. The weather cooperated with warm temperatures and clear skies which made for a perfect day of celebration. On this page and Page 11 are more photos from the Perth Amboy Bill of Rights and Veterans Day and Woodbridge Veterans Day Celebrations. South Amboy Business Meeting 11/5/14 SOUTH AMBOY - One of the items discussed at the meeting pertained to street opening permits vs. zoning applications. At previous meetings, residents had complained that they were paying fees for work that was not done on their property. Business Administrator Camille Tooker said, The City Attorney was asked to clear up the ordinance pertaining to work done by residents on their property. Some residents were given out Zoning applications by mistake which did not pertain to the work that was done. If the residents did not touch the curtain or apron in front of their property a zoning permit was not needed. They will get the difference of the overpayment of the incorrect applications that they filled out. Another resolution was approving emergency appropriation for Employee Group Health. B. A. Camille Tooker said, The C.F.O. said the emergency appropriation of $136,000 to the Employee Group Health was because of the hiring of new employees. Complaints about sewer and water payments discrepancies by two residents were explained and resolved. One complaint was from an owner at 271 First St. In September 2013 Middlesex Water replaced the meters and shortly thereafter the remote for the meters broke and they were unable to obtain any readings. The problem was fixed, but when it was repaired, the meter gave a reading for all nine months of usage per apartment instead of one quarter. A spreadsheet was provided by the resident. They believed there was an incorrect reading by Middlesex Water Company. Because of this discrepancy and the proof provided by the resident, they would get credit on their next bill. The NJDOT awarded the City a grant in the amount of $25, This grant came from the Highway Safety Fund/Safe Corridors. Additional road improvements were made. One improvement included line stripping. The total contract price had decreased by $ for a total contract price of $27, Unnecessary bid items were removed because of field conditions at the time of construction. Councilman Donald Applegate was absent. Printed on 100% recycled paper Just looking down at City Circle, one can see a whole lot of history. Let s start with the Historic Elm Tree in front of City Hall. There was a battle to keep that Elm Tree alive. Planted around the 1840 s it has seen a lot of history. In 1863 it witnessed the first flight of the dirigible Aereon by Solomon Andrews in Perth Amboy. That Elm Tree saw the First African-American man to vote under the 15 th Amendment. Thomas Mundy Peterson was walking by City Hall when James Lawrence Kearny (son of Lawrence Kearny of the Kearny Cottage) asked Peterson to come up and vote. We have a replica of the Liberty Bell in City Hall Circle. It is mandated by law that the Mayor ring the Liberty Bell at 2 p.m. on July 4 th. The Commemorative Arch was constructed in honor of the Bill of Rights Bicentennial on Nov. 20, The Circle was initially known as Market Square. It was there that market and commerce took place in that circle. There are many historic homes on High Street, recently identified by a marker installed by the Historic Preservation Commission. One of the homes is the Governor Larson Home. Morgan T. Larson was Governor of New Jersey from 1929 to There was a horrible tragedy in the City that took place in The Eagle Hose and Chemical Company lost nine men (including his two brothers: Lawrence and George) in a horrific accident when the firetruck collided with a train going through town. Governor Larson took in 7 children left behind by his those two brothers. He made sure that each child got a College Education and was well cared for. Larson was also instrumental in building the Outerbridge Crossing. City Hall itself is where the signing of the Bill of Rights took place. It is the oldest functioning City Hall in the United States in continuous use. It was also a Courthouse and City Jail until There was a fire in After another fire in 1765 it was rebuilt in In 1789 the Provisional Assembly first ratified the Bill of Rights. It s on the U.S. National registry of historic places. Next door is the Surveyor General s Office. Built in 1684 it was a meeting place and record archive. Thanks to all the meetings, New Jersey went from proprietary colony to royal colony to statehood. It s currently under renovation. K.M. & C.M. A Step Away From Civilization On November 13, the New Jersey General Assembly took a major step away from civilization and towards barbarity by enacting legislation promoting suicide. A.2270 authorizes physicians to prescribe lethal medication Thank You for the Opportunity Thanks to the voters of Perth Amboy, two years ago I was given the opportunity to serve as a member of this board. I decided to run because I had a goal of providing the best education for our children, which I believe should be of the utmost importance to all of us... not just parents. The future of this city and country is in the hands of our children. Unfortunately, by every available measure, we know that the schools of Perth Amboy have been at the bottom for a long time, and I wanted to help change that. I came onto this board with great hopes that we could work together to improve our schools. But instead of finding a group of community leaders committed to improving education, I found total chaos. This district was in turmoil all due to what I feel was a character assassination of the previous superintendent. Some may say that the problem was caused by her when she spoke to the media about the state of THE COMMUNITY VOICE To have thousands of voters and their families asking me to represent them and be their voice is truly awe-inspiring. With pride I look forward to continue to inspire our youth and serve this great City of Perth Amboy. Congratulations to all of the successful candidates Joel Pabon Sr., William Petrick and Fernando Gonzalez. My best wishes and blessing to the new city council. All the candidates overdoses by which a patient kills himself. The medical profession, which is about therapy and healing, would be fundamentally prostituted by this bill. Suicide is not therapeutic and death is not healing. Confusion about such basic ideas can be fatal. Proponents of the bill argue that this bill is about rights but it is society s first and foremost right and duty to protect people s most basic rights, which above all includes their lives. When direct killing of any kind becomes legally and socially acceptable, everyone s rights are threatened. This bill most directly threatens the most vulnerable: the ill, the aged, the disabled. It clearly sends the message: their lives are, at least sometimes, not worth living. our schools. I am of the belief that if we do not face the truth of what is not working, we will never be able to succeed. It is true that I am not a person who measures her words or is politically correct. It is also true that I am not a hypocrite, liar or one who sits back and allows illegal things to go on for political self-preservation. I still care deeply about our community and about the education our children are receiving. I still believe that we can change for the better. But I decided not to run this year because of one reason... Natalia, my granddaughter. I want to enjoy her at this time. for city council should hold their heads high; running for office is not easy. For me, it has been a very humbling, exciting and difficult experience. I am proud to have been one of you. Let s all continue to get involved and work together for the future of our city. To his credit, Assemblyman Craig Coughlin voted no on this bill. To his shame, John Wisniewski voted yes. As a fellow Polish-American, I find the description of such legislators coined by the contemporary Polish philosopher Zbigniew Stawrowski most appropriate: Wisniewski and his 40-other colleagues are sleek barbarians. The Amboy Guardian * November 19, 2014 Harvest Fest Perth Amboy 11/8/14 *Photos by Bob Ned Perth Amboy Caucus/City Council 11/10 & 11/12/14 Meeting PERTH AMBOY - R /14 Authorizing a one (1) year contract with Colgate Paper Stock Co., Inc., New Brunswick, NJ for the marketing and processing of recyclables. Department of Public Works Director, Frank Dann gave a detailed explanation of this resolution at the 11/10/14 Caucus Meeting. Colgate Paper Stock Co. was contracted for this one year contract because two of the former recycling plants we used went out of business. The Colgate Plant in New Brunswick was the closest in our area. Our recycling has gone up a lot. Colgate Paper Stock Co. would rather we bring dry paper to their plant. Colgate will test the moisture in wet paper. If it exceeds their tolerance, we will not get credit. We monitor consumer price marketing. Councilman Kenneth Gonzalez said The contract gave Colgate first preference to rebid after the one year contract ends. At the 11/12/14 Council Meeting resident Alan Silber recalled that an owner of another recycling company warned the City that commingling recyclables would not be good. Colgate Paper Stock Company was awarded the contract for one year. The resolution was moved by Councilman Bill Petrick and seconded by Councilman Fernando Irizarry. R-548 passed. Former Councilman Kenneth Ballut took exception with Resolution 571. R /14 - Approving of the Raritan Bay Area YMCA s Alteration of the Perth Amboy Community Complex gymnasium exterior to add a plaque in honor of the late Jack Cerulo. Balut brought up the fact, The YMCA still owes almost a million dollars to the City and when will the Y be turned over to the City? He brought up the name of Tom Zambrowski who worked on the campaign of the Diaz Team. Balut said that the late Cerulo and Zambrowski were members of the UEZ. How can the Y still owe us money when they get all these funds from different organizations who use the facilities? Tell me the last time the UEZ did something about the downtown? He told the Council, You grapple over a $10,000 water bill and neglect a million dollar bill. YMCA President and CEO Steve Jobin said, Cerulo was a great leader and served the community well over the years and deserves this honor. The Resolution was moved by Irizarry and Seconded by Petrick. R-571 passed. City Not Conducive to Small Businesses PERTH AMBOY - Businessman Pedro Wilson was concerned about the parking payment machines and high water bills. In Perth Amboy we have no way to win. If the parking machines are not working, it should be noted. Instead the Parking Utility are giving us parking tickets. Who is going to spend all day in court to defend a $30 ticket? People can t be bothered. They just go and pay it. A business came in from New York to open up a business in Perth Amboy and they were hit with a $10,000 water bill. We ve had no elections of Chamber of Commerce Officers and they had to sell their property on Smith Street. Perth Amboy is not friendly to the small business community. I don t go to any of the events of the Chamber or PAMA. There are almost 2000 foreclosures in Perth Amboy. Half of them are bank owned and the other half are due to owing back taxes. Election Over But Complaints Continue 11/12/14 Council Meeting Concerned Residents and City Employees listen as speakers voice their concerns at the 11/12/14 Council Meeting *Photo by Carolyn Maxwell PERTH AMBOY - Some residents were still upset about the elections. Resident David Caba had a folder with over 500 ballots that were challenged by the campaign manager of Perth Amboy United. Caba lamented the fact, A lot of votes were trying to be suppressed and most of those votes were minorities. One ticket spent $100,000 and the other $20,000. This was an insult to Democrats. Resident Alan Silber said, The campaign manager for Perth Amboy United worked for a campaign in Asbury Park and they tried to suppress the votes there, too. Imagine if you are a first time voter and your vote was thrown out. The County Clerk (E. Flynn) was at their campaign headquarters as well as all the Freeholders. I m not saying there s anything wrong with that. They wanted to support the Perth Amboy Democrats but didn t want to count the votes. Resident Iris Rodriguez warned the candidates that they have to be more vigilant in their campaigns and not have your campaign manager take control. We need unity. That means all of us, 100%. A lot of the votes that were challenged were Perth Amboy residents.
