1 GUIDELINES FOR PERSONAL SERVICES OFFERED AT TRADESHOWS PREPARED BY THE PERSONAL SERVICE ESTABLISHMENTS WORKING GROUP JUNE 2016 HEALTH PROTECTION BRANCH MINISTRY OF HEALTH

The purpse f these guidelines is t clarify the expectatins f PSE peratrs at tradeshws and give guidance n preventing health hazards. The tradeshw guidelines were prduced by a wrking grup f representatives frm the Ministry f Health, the B.C. health authrities and the Natinal Cllabrating Centre fr Envirnmental Health. JUNE 2016 ii

INTRODUCTION Persnal services t r n the bdy have becme increasingly ppular, s ffering/prmting these services at public events such as tradeshws, cmmunity fairs r ther public events is als rising in ppularity. The Guidelines fr Persnal Services Offered at Tradeshws apply t all persnal services defined in the Regulated Activities Regulatin ranging frm hair, skin and nail treatments t tatting services, piercing and bdy mdificatin. Operatrs shuld als fllw the Guidelines fr Persnal Service Establishments, at t prevent health hazards that may lead t unsafe physical cnditins r the transmissin f infectin t their clients r themselves. These tradeshw guidelines build n that infrmatin and clarify specific cncerns abut ffering PSE services utside the business establishment. Operatrs are respnsible fr ensuring they are in cmpliance with municipal bylaws and ther regulatry requirements, and fr btaining business licences and/r apprval t perate frm the apprpriate licensing authrities. 2. INFORMING CLIENTS It is recmmended that peratrs ffering invasive r permanent prcedures (e.g., piercing, tatt, laser and electrlysis), undertake the fllwing: 1. Explain t the client and be satisfied that the client: i. Understands the nature, pssible cnsequences and health risks f the prcedure. ii. Is undertaking the prcedure f his/her wn free will. iii. Is nt under the influence f alchl r ther judgement-altering drugs. 2. Obtain a cnsent frm signed by each client, that includes: It is strngly recmmended nt t pierce the genitalia r nipples f peple under 18 years f age. i. Declaratin f health risks (e.g., shrt- and lng-term risks, cnsequences f services). ii. Agreement t be respnsible fr aftercare. iii. Fr minrs, an in-persn signature frm a parent r guardian verifying the parent/guardian is aware that the minr will be underging the prcedure. 3. RESPONSIBILITIES OF VENUE AND EVENT COORDINATOR It is recmmended that the venue and/r event crdinatr cmplete the fllwing befre the start f the event in rder t prvide an infrastructure which will supprt prper infectin cntrl by peratrs while they are perating at the designated event: 1. Ntify the lcal health authrity and prvide: i. A list f services ffered. ii. A detailed flr plan. iii. The lcatin f hand-washing statins. iv. The lcatin f equipment-cleaning statins. v. The lcatin f plumbed washrms. Nte: Public washrms are nt acceptable lcatins fr cleaning equipment. JUNE

5 2. Ntify all peratrs that they shuld cmply with these Guidelines fr Persnal Services Offered at Tradeshws, as well as the general Guidelines fr Persnal Service Establishments. 3. Prvide the peratrs with a summary f the expectatins fr the event, and details f the type f materials and services that will be prvided by the venue and where they are lcated. Typical services include: i. Bth setup and materials (e.g., clth drapes r smth washable material). ii. Pwer access. iii. Waste receptacles r pickup. iv. Bihazardus waste dispsal instructins. v. Sharps cntainers and dispsal. vi. Hand-washing statins (prtable and fixed). vii. Washrm facilities. viii. Equipment cleaning and disinfectin statin. 4. Prvide the Applicatin Frm fr Persnal Services at Tradeshws in Appendix B t all applicable exhibitrs. 5. Cllect the peratrs cmpleted applicatin frms, and submit them t the lcal health authrity. If there are less than 25 applicatins, submit them at least 14 days befre the event. If there are 25 r mre applicatins, submit them at least 30 days befre the event. 4. VENUE STRUCTURE AND LAYOUT 4.1 AVAILABILITY OF HAND-WASHING SINKS The best way t prevent the spread f infectin is t wash hands well. Depending n the type(s) f services ffered and equipment used, hand-washing sinks will ften be required. There may be exceptins t the requirement fr hand-washing sinks if the services ffered have a very lw infectin risk. This decisin will be made by the lcal health authrity n a case-by-case basis, upn review f the infectin cntrl measures. The fllwing are required unless exemptins have been apprved by the lcal health authrity: Prvide a hand-washing sink easily accessible by each peratr. Include the fllwing: Ht and cld running water. Liquid hand sap. Paper twels. Cvered waste cntainer with a plastic liner. Prper dispsal f wastewater. Shared prtable hand-washing sinks within reach are acceptable (e.g., ne sink adjacent t tw t fur bths). Hwever, there must be free access t the sink(s) withut pening a dr r tuching a curtain. Cnsult with the lcal health authrity fr apprval f the sink type and lcatin. Alchl-based sanitizers may nt be used as a substitute fr a hand-washing sink within reach if the prcedure invlves: Pssible puncturing f the skin. Pssible cntact with mucus membranes. The peratr having siled hands, even if glves are used. Any expsure t bld r bdy fluids during the prcedure. JUNE

6 4.2 EQUIPMENT CLEANING STATIONS T ensure peratrs have the ability t prperly clean, disinfect r sterilize any reusable instruments and equipment, the venue shuld prvide a designated space including the fllwing: One r mre suitably sized sinks with ht and cld running water. Cunter space n ne side f the sink fr dirty instruments, and n the ther side f the sink fr clean instruments. Sap and brushes, and a drying rack. Paper twels. Lw-level disinfectant fr cleaning the sink, brushes and surrunding area. If the rganizer is cnsidering nt prviding an equipment cleaning statin, the requirements fr an exemptin shuld be discussed with the lcal health authrity. 4.3 BOOTH LAYOUT AND SUPPLIES Operatrs shuld be ntified in advance f exhibit-area features and services prvided by the venue. The venue shuld d the fllwing fr each bth r exhibit-area: Prvide smth, nnabsrbent and cleanable material fr partitins if invasive prcedures are ffered (e.g., piercing r tatting). If nt ffered by the venue, infrm peratrs f their respnsibility t prvide suitable cvers fr the partitins arund the prcedure area. Prvide bth cmpnents and general-use equipment (e.g., tables, chairs, cunters, etc.) that are smth, nnabsrbent, and cleanable. Prvide sufficient bth flr dimensins t accmmdate the prpsed services withut causing cncerns due t vercrwding r inefficient equipment layut. Prvide sufficient lighting levels t safely perfrm persnal services. Prvide a cvered waste cntainer with single-use plastic liner fr general waste. Empty at least daily. Prvide apprved sharps cntainers t accmmdate strage f all used sharps (at least ne per bth where invasive services are prvided). Als, prvide a cllectin service fr these cntainers when full. Lcate exhibit-areas fr persnal services entirely separate frm fd premises (eating, serving, strage, and preparatin r delivery areas). Prvide adequate tables and shelving t ensure all supplies are stred ff the flr. Fr utdr tradeshws, ensure that the flring material is cnstructed with smth, nnabsrbent, and cleanable finishes. 4.4 EQUIPMENT STORAGE, CLEANING, DISINFECTION AND STERILIZATION Operatrs are respnsible fr ensuring the same level f cleaning, disinfectin and sterilizatin is maintained fr instruments and equipment at a tradeshw as wuld be maintained in a permanent establishment. The level f disinfectin r sterilizatin required will depend n the types f services prvided. Specific guidance n cleaning, disinfectin and sterilizatin is given in the Guidelines fr Persnal Service Establishments. As there are sme limitatins psed by a tradeshw setup, the fllwing extra precautins shuld be taken: Bring all instruments and equipment t the event cleaned and disinfected r sterilized. Stre disinfected instruments in clean sealed bags (e.g., Ziplc) until pint f use. Stre sterilized instruments in their sterile package inside a cvered cntainer until pint f use. Bring enugh disinfected semicritical instruments t last the entire event. If this is nt practical, bring saking basins fr disinfectin. JUNE

7 Bring enugh sterilized critical instruments t last the entire event. If this is nt practical, bring a sterilizer. Tngs, clamps and frceps are examples f instruments that shuld be sterilized. Fr a cmplete list, see Appendix C in the Guidelines fr Persnal Service Establishments. Display the successful results f a bilgical spre test cmpleted within the past tw t fur weeks fr each sterilizer. Use nly prepackaged, sterile, single-use sharps (e.g., single-use needles and facial lancets) fr invasive prcedures. Dispse f all sharps in an apprved sharps cntainer immediately after use. Stre used instruments (ther than sharps) in a designated siled bin r bag. If reuse f instruments is necessary, clean and disinfect r sterilize instruments befre reuse as fllws: Bring yur wn sap and disinfectants (high-level, intermediate-level and lw-level as required) and/r sterilizer. Clean critical instruments at an apprved nsite equipment cleaning statin, and sterilize critical instruments using yur wn sterilizer as per manufacturer requirements. Clean and then high-level disinfect semicritical items at the equipment cleaning statin. Disinfectin may be dne at the bth if it can be dne safely and prperly. Clean and then intermediate-level disinfect nncritical items at the equipment cleaning statin. Disinfectin may be dne at the bth if it can be dne safely and prperly. Intermediate-level disinfectin is required fr nncritical items that accidentally penetrate skin, cntact mucus membranes r cme int cntact with bld r bdy fluids. Clean and then lw-level disinfect nncritical items at the equipment cleaning statin. Disinfectin may be dne at the bth if it can be dne safely and prperly. 5. BOOTH OPERATION Operatrs are required t ensure prper infectin cntrl and safety in their exhibit areas. The sectins belw utline hw t cme prepared, set up yur space and perate within yur bth. 5.1 GENERAL RULES N animals inside bth (with the exceptin f service dgs). N fd r beverages inside the wrk area where invasive prcedures are perfrmed. N smking inside r arund any bth (even if utdrs). 5.2 SUPPLIES All supplies required fr prper infectin cntrl shuld be prvided by the peratr if nt prvided by the venue r event rganizer. In additin t the items in sectin 4.3 (Bth Layut and Supplies), the peratr shuld: Bring smth, nnabsrbent and cleanable material t cver any clth partitins arund the prcedure area when invasive prcedures are planned. Ensure all wrk surfaces are smth, nnabsrbent and easily cleanable. Bring cvered cntainers apprpriate fr string instruments/materials/supplies. Bring additinal lighting if required t safely perfrm prcedures. 5.3 OPERATION Due t restricted space and general limitatins f many facilities, peratrs shuld ensure they are prepared, rganized and adhere t the fllwing: JUNE

8 Keep the bth clean, rderly and free f clutter. Create a designated wrk area that excludes the general public. Keep sufficient amunts f all required tls, dispsable items (including glves), and cleaning supplies n site. Avid using glves cntaining latex, as they can trigger allergic reactins. Use nly single-use dispsable critical invasive items (e.g., needles and razrs). Laser services may be acceptable at tradeshws with prir apprval frm the lcal health authrity. Organize instruments/equipment in cvered cntainers (at least ne cntainer fr clean instruments/equipment, and at least ne fr dirty r used instruments/equipment). Place waste cntaminated with bld r bdy fluids in a sealed, leak-prf, duble-plastic bag befre dispsal in the regular garbage. 5.4 INVASIVE PROCEDURES Invasive prcedures include micrpigmentatin, tatting, piercing and bdy mdificatin. They require additinal care and rganizatin at tradeshws due t the increased risk f infectin transmissin. Limitatins regarding space and infrastructure make sme prcedures inapprpriate and thers mre challenging. Operatrs: Understand and practice infectin-cntrl prcedures required t: Prevent bld-brne disease. Prperly clean bld and bdy fluids frm equipment/instruments. Prperly handle expsure t a needle stick injury r splash t a mucus membrane. Knw the lcatin f additinal amenities (e.g. hand-washing statins, and cleaning and sterilizatin areas). Wear clean uterwear and keep hair ff the face. D nt take r be under the influence f alchl r any mind-altering substance. D nt perfrm prcedures that may prduce excessive bld expsure r ful dur (e.g., scarificatin, tngue piercing and branding). Use nly single-use prepackaged sterile instruments t pierce the skin and/r mucus membranes. Never reuse a single-use item, even n the same client. Use nly packaged and sterile jewellery. Cver everything tuched by the peratr s hands during a prcedure with a single-use plastic barrier, r clean and disinfect befre and after each use. Clean and disinfect all surfaces, cunter and/r general-use equipment in the prcedure area befre a client is seated. Wash hands befre putting n glves, at the cmpletin f client service, and at any ccasin necessary t prevent crss cntaminatin f equipment, instruments, supplies and clients. Wear single-use dispsable glves. Change glves and wash hands between clients and after any cntaminatin. Cver the tatt machine (mtr frame), clip crd and spray bttles with a dispsable plastic sheath. The plastic sheath shuld be dispsed f after each client. D nt treat a client unless the treatment area is clean and free frm cuts, wunds, rash, fungus r visible skin disease. Clean the treatment area with an apprved skin antiseptic befre perfrming an invasive prcedure. Ensure the skin antiseptic is allwed the required cntact time with the skin. Discard all dispensed pigments and hlding cntainers after cmpleting a tatting r micrpigmentatin prcedure. Prvide and explain written aftercare directins t the client befre any invasive prcedure. 10 APPENDIX A: GLOSSARY Apprved sharps cntainer: A dedicated, puncture-resistant, tamper-resistant, leak-prf cntainer, which is impenetrable by sharps. It shuld have a tight-fitting lid and a clearly identifiable bilgical-hazard label. Antiseptic: A chemical agent that destrys micr-rganisms n human skin r mucsa. Applicatr: A device fr applying a substance, such as a single-use dispsable spatula. Bacterial endspre: A frm assumed by sme bacteria that are resistant t heat, drying and chemicals. Under the right envirnmental cnditins, the bacterial endspre may revert t the actively multiplying frm f the bacteria. Bld-brne infectins: Infectins spread thrugh infected bld r bdy fluids, e.g., human immundeficiency virus (HIV), hepatitis B virus (HBV) and hepatitis C virus (HCV). Bdy fluids: Fluids prduced by the human bdy, including semen, vaginal secretins, tears, saliva, sputum. Peple wh cme in cntact with human bdy fluids may be expsed t health risks (e.g., HIV, HBV and HCV,). Bdy mdificatin: A deliberate altering f ne s bdy fr nnmedical purpses (e.g., piercing, tatting, permanent hair remval, scarificatin and branding). Bth: The full area allcated t each participant, including the wrk area, display area, internal seating, pipe and draping Classificatin f Devices: This includes the fllwing: Critical instrument/equipment: An instrument/equipment that punctures the skin r enters sterile tissue including the vascular system r cntacts the puncture site r a sterile instrument befre puncturing (e.g. needles, lancets and Penningtn clamps). Critical instrument/equipment presents a high risk f infectin if cntaminated with any micr-rganism, including bacterial endspres. Befre use, clean meticulusly and then sterilize. (The vascular system includes all the veins and arteries.) Semicritical instrument/equipment: An instrument/equipment that cmes in cntact with nnintact skin r mucus membrane but rdinarily des nt penetrate it (e.g., tweezers used t pull hair missed during waxing). Befre use, clean meticulusly and then high-level disinfect. Nncritical instrument/equipment: An instrument/equipment that des nt directly cntact the client (e.g., wrk surface) r cntacts nly intact skin (but nt mucus membranes) during rutine use (e.g., hair cmbs and client beds). Befre use, clean and then lw- r intermediate-level disinfect. Cleaning: The physical remval f freign material (e.g., dust and sil) and rganic material (e.g., bld, secretins, excretins and micr-rganisms). Cleaning remves rather than kills micr-rganisms. It is accmplished with water, detergents and mechanical actin. Thrugh cleaning is required befre disinfectin and/r sterilizatin. Cntaminatin: The presence f an undesired material r infectius agent n a surface, clthes, instruments/equipment, dressings, inanimate articles, r substances including water. Crss-cntaminatin: The transfer f cntaminatin frm a cntaminated surce t a previusly nncntaminated site. Disinfectant: A chemical agent that kills mst disease-prducing micr-rganisms, but nt necessarily bacterial endspres. Disinfectants are applied nly t inanimate bjects. Sme prducts cmbine a cleaner with a disinfectant. JUNE

11 Disinfectin: A prcess that kills mst disease-prducing micr-rganisms. Disinfectin des nt destry all bacterial endspres. Instruments/equipment must be cleaned thrughly befre effective disinfectin can take place. Disinfectin levels: This includes the fllwing: High-level disinfectin (HLD): A prcess capable f killing vegetative bacteria, mycbacteria (including Mycbacterium tuberculsis), fungi, envelped (lipid) viruses, nn-envelped (nnlipid) viruses and sme, but nt necessarily high numbers f, bacterial endspres. This disinfectin level is required when prcessing semicritical instruments/equipment. Intermediate-level disinfectin (ILD): A prcess capable f killing vegetative bacteria, mycbacteria (including Mycbacterium tuberculsis), mst fungi, envelped (lipid) viruses and mst nn-envelped (nnlipid) viruses. This disinfectin level is required when prcessing instruments/equipment that during rutine use nly cntact intact skin but may accidentally cntact nnintact skin r receive bld r bdy fluid splatter (e.g., pedicure ft basins and laser wands). Lw-level disinfectin (LLD): A prcess capable f killing mst vegetative bacteria, sme fungi, envelped (lipid) viruses and sme nn-envelped (nnlipid) viruses. Lw-level disinfectants cannt be relied n t kill mycbacteria r bacterial endspres. This disinfectin level is required when prcessing nncritical instruments/equipment r sme envirnmental surfaces. Drug Identificatin Number (DIN): A number prvided nly by Health Canada that ensures labeling and supprting data have been prvided and the prduct has undergne and passed a review f its frmulatin, labeling and instructins fr use. All disinfectant chemicals used in a PSE need t have a DIN n the label. Equipment: Any implement, item, instrument, device, bject, r tl used when carrying ut persnal services. Exhibitr: The business and persn representing the business. Guardian: The guardian f a child (a persn under 19 years ld) within the meaning f the Family Relatins Act. Infectin: Entry int and multiplicatin f infectius micr-rganisms in the bdy. Instrument: A hand-held implement, item, instrument, device, bject r tl used when carrying ut persnal services. Invasive prcedure: Any prcedure intended t break the skin (e.g., tatting, micrpigmentatin and piercing) r pass thrugh a mucus membrane. Micrbicide: Any agent detrimental t, r destructive f, the life f micrbes r bacterial rganisms. Micrpigmentatin: The permanent r semipermanent imprinting f csmetic shading (als knwn as permanent makeup r csmetic tatting ) using inks r pigments. Micrpigmentatin may be dne using a traditinal tatt machine r an implanter. Minr (Child): A persn under the age f 19 (Age f Majrity Act). Mucus membrane (mucsa): Mist tissue that lines sme rgans and bdy cavities (such as the eyes, ears, nse and muth) and secretes mucus (a thick fluid). Operatr: Any persn in a bth selling, advertising r prmting a service r prduct, and any persn prviding a persnal service. JUNE

12 Persnal service: A service t r n the bdy f anther persn. This des nt include service identified as restricted activities under the Health Prfessinals Act and Health Prfessinals Regulatin. Persnal service establishment (PSE): An establishment in which a persn prvides a persnal service t r n the bdy f anther persn. Piercing: Penetrating the tissue f a client s bdy t attach r insert jewelry r similar items. Piercing may be dne with a piercing needle, piercing gun (earlbe nly) r dermal (bipsy) punch. Ptable water: Water that is safe t drink and fit fr dmestic purpses withut further treatment. Puncture: Accidental r intentinal penetratin (break) thrugh the skin r ther bdy tissue. Sharps: Items that may penetrate the skin (e.g., needles, blades, lancets and razrs). Single-use (dispsable) items: Instruments designated by the manufacturer fr single-use nly. Single-use items shuld be discarded apprpriately after use. Sterilizatin: The cmplete destructin f all micrbial life, including bacteria, bacterial endspres, viruses and fungi. This is required when prcessing critical instruments/equipment. Befre sterilizatin, instruments/equipment shuld be meticulusly cleaned. Tatting: The permanent r indelible imprinting f a decrative design int the skin. Tatt needles n the end f a reciprcating needle bar are used t puncture the skin r mucsa and intrduce different clured inks r pigments. Tradeshw: A temprary event (nt exceeding 14 cnsecutive days) where buyers and sellers gather t transact business. These events can range frm a cmmunity fair r market where the public is welcme, t an rganized cnference where nly industry prfessinals are invited. Wrk area: The prtin f the bth where any prcedure will be undertaken. JUNE
