1 2017 CityArt On the Go Traffic Signal Box Murals REQUEST FOR QUALIFICATIONS CityArt is a partnership of Twin Rivers Council for the Arts and the City Center Partnership to provide free and accessible public art for the community s enjoyment. CityArt programming includes the Sculpture Walk, On the Go, and the City Center Mankato Public Art Tour. CityArt On the Go includes murals on traffic signal boxes in City Center Mankato and is in its third phase of implementation. To date, seventeen traffic signal boxes have been completed in the City Center. The murals are intended to enhance the aesthetics of the City Center using infrastructure already in place. For examples of CityArt On the Go murals, visit: For this next phase of CityArt On the Go traffic signal box murals, the CityArt Committee seeks to commission artist teachers and/or artist mentors to work with area youth on the design and implementation of a painted or vinyl wrap mural. Four locations have been determined in City Center Mankato (see attached). The CityArt Committee is specifically looking for artist teachers/mentors to partner with local youth in Greater Mankato (kindergarten 12 grade) in the creation and application of the mural. Artist teachers/mentors will partner with a youth artist or team of youth artists either within the school system or with an agency that serves youth. It is up to the artist teacher/mentor to determine the youth partnership. The artist teacher/mentor will lead the public art project at every stage of development (design, logistics, application of the mural, etc.) in order to provide an educational and mentorship opportunity for local youth on a public art project with an experienced artist. Funding for this project is made possible through the City of Mankato Community Grant.

PROJECT The CityArt Committee is requesting artist qualifications for an individual artist teacher or artist mentor to lead a youth artist or team of youth artists (kindergarten through 12 grade) in the design process and application of an original mural on an identified traffic signal control cabinet (TSCC) within the Mankato City Center. The goal of the project is to provide area youth with an opportunity to learn from an experienced artist how to design and apply an outdoor public art mural. Additional goals of the project include enhanced aesthetics of the City Center, increase in pedestrian traffic and extension of public art to new areas of the Mankato City Center. Murals on TSCC s also help reduce vandalism and graffiti. The artist teacher/mentor does not need to submit a mural design with this application. This application is designed to identify qualified local artists to design a high quality mural with local youth and apply that mural design together. The artist teacher/mentor must identify their youth partner(s) at the time of application. The youth artist and/or team of youth artists must live within Greater Mankato (Mankato, North Mankato and surrounding rural communities). Once the artist teachers/mentors have been chosen, they will then create a mural design with their youth artist(s). The design will be reviewed and approved by the CityArt Committee prior to completing the mural. The CityArt Committee will decide which artist design works best with each location. Artist teachers/mentors can choose between painting the TSCC or creating a design that will be printed on high-quality vinyl and professionally wrapped on the box. ARTIST TEACHER/ARTIST MENTOR QUALIFICATIONS The project is open to experienced artist teachers/mentors living within Greater Mankato (Mankato, North Mankato and surrounding rural communities) who work in a variety of media including photography, painting, collage, graphic design, etc. The ideal artist teacher/mentor will have experience teaching and/or working with youth, and have the capability of mentoring young artists through a new artistic experience.

3 TIMEFRAME OF COMPLETION Artists creating a vinyl wrap need to have their image ready to print by September 1, 2017 to SignPro of Mankato. Vinyl wraps will be professionally installed by SignPro. Artists completing a painted mural will need to complete their TSCC by September 22, ARTIST STIPEND The total budget for each TSCC (paint or vinyl) is $1,000 and includes all materials, artist labor, travel and other incurred expenses. Artist teachers/mentors will receive half of the compensation before they begin the project and the last half once the project is complete. Please note that the cost for creating and installing a vinyl wrap is $ MATERIALS Painted TSCCs: Artists painting the TSCCs will use a 4-step process: applying primer, painting the design, applying a protective isolation coat and applying the final protective varnish or clear coat. It is imperative that the artist apply all 4 steps to ensure maximum lifespan of the mural (failure to do so will result in withholding of stipend). The CityArt Committee has specified the following acrylic-based products for use. Artists must use recommended paints as they are high quality, outdoor paints: 1. Primer: Zinsser BULLS EYE (available at paint and hardware stores in Mankato). 2. Paint: The companies listed have technical tips on their websites related to painting murals. For example, some colors have a longer lifespan than others (some reds and yellows fade rapidly discuss specific color with company). a. Golden Artist Color ( i. (Available at Michaels and other area craft stores) 3. Isolation Coat (layer between paint and protective clear coat) a. Golden Artist Color: Soft Gel Gloss i. ( 4. Protective Varnish/Clear Coat a. Golden Artist Color: MSA Varnish i. ( IMPORTANT: Do not paint over door hinges, door handles, locks, key holes, or glass windows. Vinyl TSCCs: Artists producing digitally enhanced works may choose a printed vinyl wrap. Artists applying vinyl will have a one-step process: designing the vinyl wrap and sending the high resolution camera-ready artwork to SignPro. Artists must use the designated sign company, SignPro of Mankato, to produce and install the vinyl wrap. Locations A maximum of four (4) TSCC s will be targeted for artwork (see attached). Dimensions of the TSCC are approximately 40 H X W X 16.5 D. Art should cover all sides and top of the box, but not the pole.

4 Safety & Durability The artwork is intended to be a permanent addition to the Mankato City Center. The painted TSCC s should last years; the vinyl wraps should last 5-7 years. Design and installation must consider that the work will be situated in a public location and subject to the elements and potential vandalism. Access to the boxes and to the contents of the boxes must be possible at any time. The contents of the boxes have the potential to generate extreme levels of heat. The existing required labeling for each TSCC must remain visible. The hinges on each box that open the cabinet are NOT to be painted. SELECTION PROCESS The CityArt Committee consists of members from the art community and business community. The CityArt Committee will review qualifications and chose artist teachers/mentors based on experience, ability to work with youth and identified youth partner. CONTRACT Upon selection and final design approval, the artist must complete a contract with the CityArt Committee. All finished work will reflect the drawings, design, and concept approved by the CityArt Committee. Once the contract has been received, the artist teacher/mentor will receive half of their stipend. Final payments will be made once the work is completed and reflects the design specified in the application. APPLICATION MATERIALS TO BE SUBMITTED 1. Resume showing relevant art experience 2.
