3 With a view to ensure uniformity, adequacy and quality in providing services to the students, broad guidelines indicating the scale of entitlement, suggested life span and tentative cost for various items of students assistance in case of uniforms, bedding items and daily use items have been prepared, a copy of which is enclosed Following points in this regard may please be noted for strict compliance:- 1 Procurement of items should be made by following due procedure and instructions of the Samiti and only-from authorized sources 2 The tentative cost of various items mentioned in guidelines is suggestive and there may be some variations in case of some JNVS due to various factors It has, however, to be ensured that procurement is made on need basis, no item is purchased above the printed MRP, maximum discounts as admissible are availed and the total expenditure is kept within the allocated budget 3 Even though normal life span of items have been indicated in the guidelines, an item should not be condemned/replaced if it is found serviceable and can be used beyond the normai life indicated therein 4 The rates of uniform items include stitchingcharges which are to be fmalized at Vidyalaya level by following due procedures 5 Proper and safe custody of the items issued to the students has to be ensured by the Vidyalaya administration particular during breaks and vacations 6 The uniform and bedding items should be provided to the regular students within 10 days' of commencement of the session after summer break, and within a period of one month from the date of admission to the newly admitted students Accordingly, timely action for procurement of articles and stitching of uniform etc will have to be initiated by the Vidyalayas to avoid delays 7 The Principal shall ensure that all items of students' assistance are provided to the students in time and that the students wear neat and clean uniforms regularly The Regional Offices shall monitor this to avoid any inconvenience to the students and initiate appropriate actions where any delays or irregularities are observed Yours faithfully, Encl: As above (M S Khanna) Joint Commissioner (Pers)
