5 Sir Terry Farrell Eco Bicester will succeed when NW Bicester and the existing town, correctly planned, are one whole place which is greater than the sum of the parts. The growth of an existing town with environmental credentials and a quality of place will have far reaching potential and implications for the lives of residents, workers and visitors alike. 23 Overheating vs Daylighting Innovate UK funded research: Design for Future Climate ZCH recommendation: design for 90 th percentile of medium emissions scenario CIBSE guidance on <1% of occupied hours overheating ADF > 1.5% in all living rooms, dining rooms and studies 80% of working plane in each kitchen, living room, dining room and study to receive direct light from the sky Daylighting planning condition Prior to each phase, details of how each dwelling achieves good day lighting by achieving at least 2 points of the Code for Sustainable Homes for day lighting shall be submitted to and approved in writing by the LPA. Reason: To prevent increased energy use and to enable zero carbon development to be achieved in accordance with Planning Policy Statement 1: Eco- Towns 23

24 Overheating planning condition Prior to each phase a study, by a suitably qualified person, shall be submitted to and approved in writing by the local planning authority, demonstrating that the design of the dwellings within that phase is such that overheating will not occur and that heat island effects have been minimised. Reason: To address the impacts of climate change in accordance with Planning Policy Statement 1: Eco-Towns Living Labs 24

PPS1 Supplement gives CDC additional leverage as a planning authority to ensure Eco Towns are economically sustainable The project aims to deliver a sustained programme of 300 apprenticeships (minimum) over the build out, focusing on construction initially but broadening out in time
