1 RESTRICTED GENERAL AGREEMENT ON Yo^Lh 1965 TARIFFS AND TRADE Limited Distribution CONTRACTING PARTIES Twenty-Second Session ARTICLE XVIII - ANNUAL REVIEW UNDER PARAGRAPH 6 Background Document 1. At their twenty-second session the CONTRACTING PARTIES are to carry out the annual review under paragraph 6 of Article XVIII on the operation of releases granted under Sections C and D of that Article. At present only Ceylon applies measures under these provisions; this paper is based on information supplied by the Government of Ceylon. 2. By their Decision of 9 March 1964 the CONTRACTING PARTIES tended, in respect of the items specified in Section 3 of their Decision of 20 November 1958, as amended by Section 3 of the Decision of 20 November 1959 and by the Decision of 23 September i960, the period of validity of these Decisions until 27 August These Decisions granted a release under Section C of Article XVIII with respect to sarongs, sarees and cotton piece goods under the control of the Industrial Products Act. The items concerned are listed in Ann I. 3- Imports of the tariff items subject to regulation under the Industrial Products Act amounted to l6l million yards for the first eleven months in 1964 as compared with 77 million yards in 1963«Domestic production of ttiles was approximately 34 million yards provisional in 1964 as compared with approximately 32 million yards in Further details on trade and production figures for items covered by the release are given in Ann II. 4. The present standard ratio is one local to eight imported. No change in this ratio is pected. There is, however, no prospect of relaxing control under the Industrial Products Act in the immediate future until the local product becomes firmly established in the market. The industry is presently undergoing conversion in the method of production of sarongs from the use of twisted yam to single yarn under the tension of release granted to Ceylon by the Decision of 9 March During this period it is hoped to bring down the cost of production and improve the quality of the product. It is pected that protection under the Industrial Products Act will no longer be necessary at the end of this period.
