1 Minutes of the meeting of THE SCOTTISH ARCHAEOLOGICAL FINDS ALLOCATION PANEL 10:45am, Thursday, August 3 rd 2017 Chambers Street, Edinburgh, EH1 1JF Present: Dr Evelyn Silber (Chair), Neil Curtis, Paul MacDonald, Jacob O Sullivan, Richard Welander In attendance: Stuart Campbell (TTU), Robert Sandeman, Solicitor to the QLTR. Mr Campbell took the minutes. 1. Apologies Apologies from Dr Murray Cook, Dr Katie Stevenson, Dr Mary McLeod Rivett, 2. Chair Remarks SAFAP Membership. It was noted that the terms of office of both MMR and MC would expire end Feb While MMR had agreed to continue for a second term, MC did not wish to extend his term.. In addition NC s term would expire end December 2018 and under the terms of membership could not be renewed further. Accordingly it was the intention of Government to recruit two new professional members simultaneously with a view to advertising in October or November. The posts would be advertised through both TT and Government social media channels. It was agreed that the TTU should build upon their outreach programme to museums by working with NC and using his experience as a panel member. This would be undertaken after NC s term had expired. 3. Cases In those instances where a case involved an institution to which a member of SAFAP belonged or had otherwise raised a possible conflict of interest, that individual was absent from the room for the discussion of allocation or determining the ex gratia award. NC for cases related to University of Aberdeen s. KS was not present at the meeting. Cases marked with an * indicate that the relevant museum accepted the material in a last resort capacity, where a local museum did not apply to be allocated the material.
2 In cases marked Disclaimed no museum expressed an interest in allocation and the material was returned to the finder. Additional Notes The finder had submitted additional paperwork to the panel for case TT.20/17 regarding the ex gratia award which the panel considered along with the information sourced by the TTU. For case 37/17 both Perth and National s applied for allocation. After discussing the case against the criteria in Appendix M of the Treasure Trove Code of Practice, SAFAP agreed to recommend to the QLTR that the case be allocated to Perth.
