2 EXHIBIT 1 QUESTIONS & ANSWERS 1. Page 7, Section IV calls for Poly/Cotton job or work shirt that is NFPA 1975 Compliant. Please note that Poly/Cotton garments cannot be 1975 certified because they melt under high heat, stick to the wearer s skin, and contribute to the severity of a burn injury. In consideration of this, is it more important the garment shirts be NFPA 1975 Compliant, or be composed of the poly/cotton blend? Answer- All items to be bid on must meet NFPA 1975 standard. 2. Do personnel receive long sleeve uniform shirts, short sleeve uniform shirts, and job shirts, or do they chose between regular uniform shirts and a job shirt? Would you consider breaking out the job shirts as a separate item on the bid? Answer- Personnel will receive 1 long sleeve, 2 short sleeve uniform shirts. Job shirts (1/4 zip sweatshirts) will not be considered for bid. 3. Should we submit pricing for job shirts, poly/cotton shirts (long & short sleeves) and pricing for NFPA compliant shirts as well? If we submit prices for the NFPA compliant shirts, which fabric would you like pricing on? Answer- Job shirts (1/4 zip sweatshirts) will not be considered for bid. All garments to be bid shall meet NFPA 1975 standards. Any material that meets this standard can be submitted for review. PFA (Poudre Fire Authority) will be looking at both comfort and pricing. 4. Can you confirm what brand name your current Job Shirt is, the description that is listed out is not something I am familiar with for a Job Shirt and you don t give a drawing like you do on the trousers. Answer- Our current brand of wear is Workrite for both uniform shirt and trouser. The drawing for the Uniform Shirt was inadvertently left off the original RFP document, but is included with this Addendum for your reference. 5. Will you only accept Nomex shirts and pants? If you won t accept poly/cotton, will you accept 100% cotton? Answer- We will accept any shirt and pant that meets the NFPA 1975 standard. 100% cotton will also be accepted if it meets the minimum NFPA 1975 standard. 3 EXHIBIT 2 SHIRT SPECIFICATIONS Poudre Fire Authority Uniform Shirt Specification General Description: A shirt designed for fire service applications to maximize the appearance and wear life potential of a fabric compliant with NFPA 1975, 2009 edition. Shirt is designed to assure absolute consistency of construction and fit. Fabric: The shirt shall be manufactured with the following fabric to assure absolute consistency of color, performance, design and compliance with NFPA Standard Name: NOMEX IIIA Content: 93% NOMEX IIIA/ 5% KEVLAR, 2% Carbon Weight: 4.5 oz/yd 2 Color: Midnight Navy Thread: All thread is NOMEX IIIA Sizing: The NOMEX IIIA Battalion Shirt is fully graded, so that all vital dimensions change according to neck and chest size. The grade for long sleeves includes three (3) lengths - short, medium and long to properly fit all wearers. Short sleeves are available with "tall" bodies. Sizes will be a graduated combination to assure a proper fit across the full range of fire fighter body types. Stitching: All thread tension is evenly maintained to eliminate tight or loose stitching. All seam allowances are maintained so that there are no raw edges, run-offs, twists, pleats, or open seams. All seam ends secured by other seams and/or bar tacked no less than 1/4. Collar: The collar shall be a die cut two-piece dress style with 2 7/8" collar points sewn to a two-piece 1 1/4 collar /band. The collar shall be fully lined with a fusible woven liner and shall have permanent collar stays. The collar shall be topstitched for tailored appearance and shape retention. A 90 stitch horizontal buttonhole shall be positioned 3/4" from the end of the collar band and centered on the band. A 17 ligne button shall be sewn with 14 stitches 5/8" from the end of the collar band, centered on the band. Addendum Poudre Fire Authority Uniforms Page 3 of 5

4 Poudre Fire Authority Uniform Shirt Specification Front: The left front of the Shirt front shall be manufactured with a dress placket design with concealed snaps covered by a 1 1/2" panel extending the full length of the shirt from collar band to hem. Beneath the panel shall be six female heavy-duty, solid brass anodized military snap fasteners, ligne size 23. The placket shall have a 1 3/8" turned under lapel style hem held in place by six decorative (false) buttons. The panel covering shall be prevented from folding back or gaping away from the left front by 23 ligne decorative buttons. There shall be 2 continuous plies of 250 Dacron interlining extending the full length of the placket with each snap fasteners being set through both plies of the 250 Dacron for added strength. All snap fasteners shall be covered to prevent any metal from touching the wearer s body. Two Paxar labels shall be attached to front bottom approximately 1 up from hem. The right front shall have a 7/8" wide inner finished facing that is sewn the full length of the front from the collar band to the bottom hem. There shall be a single ply of continuous 250 Dacron interlining extending the full length of the finished facing with six male 17 ligne solid brass anodized military snap fasteners spaced 3 apart, center to center so that the when the shirt is closed, the snaps are hidden beneath the panel front covering. All snap fasteners shall be set through 250 Dacron for added strength. Fusible interlinings or snap reinforcement accomplished by squares of shirting fabric shall be cause for rejection. Pockets: There shall be two spade breast pockets with a 1/2" top hem and 3/8" inside creased edges. Each pocket shall be 5 1/2" wide and 6" deep at the point (5 1/4 deep at the side) with a stitched military center crease. Pocket shall be double needle set. Top stitching shall be 1/16 from the edge to reduce puckering. A 1 x 1 hook & loop tab shall be place in center. Pocket shall close by hook & loop tabs 1 X 1. Pocket Flaps: There shall be two spade flaps placed 1/2" above each pocket. The flaps shall be 5 3/4 long by 2 ½ wide at the center and 1 3/4 wide at the sides. The flaps shall be double needle set and double needle topstitched. The right flap shall be 1/16" topstitch set; the left pocket flap shall be set with three 28 stitch bar tacks such that it is divided into a 1 1/2" wide pencil slot with the remainder set in top stitching. The point of each flap shall have a 1 x 1 hook & loop tab. A 23 ligne decorative (false) button shall be sewn with 14 stitches 1 3/8 down from the top and centered thereon. Pocket flaps shall be fully lined with 250 Dacron. Fusible interlinings, or pocket flaps without any interlining shall be cause for rejection. Sleeves: The sleeves shall be one-piece construction and shall be closed at the underarm and set into the shoulders with a safety stitch. Short sleeves shall terminate in a 7/8" inside hem, be 5 1/2 long, and be bar tacked for extra durability. Addendum Poudre Fire Authority Uniforms Page 4 of 5

5 Poudre Fire Authority Uniform Shirt Specification Cuffs: Long sleeves shall terminate in a 2 5/8" wide cuff and a 1" wide by 7" long, full dress placket with 5 3/8" opening. Both placket and cuff shall be set onto the sleeve such that not less than 3/8" of the sleeve fabric is inserted into them to prevent seam slippage and subsequent pull-out. The cuff shall have radius corners and be fully lined with a 250 Dacron interlining. Fusible interlinings or cuffs without interlining shall be cause for rejection. A buttonhole sewn with 86 stitches shall be mounted 1/2" from the cuff outside end, while two 17 ligne buttons are mounted with 14 stitches 5/8" and 1 5/8" respectively from the inside cuff end. Back, Yoke, and Shoulder: For long-term seam reliability and tailored appearance all seams shall be either felled, safety stitched, or safety stitched and then topstitched. The back shall be joined to the yoke by means of a double needle lapped yoke seam. The yoke shall join the shirt fronts with double needle lapped shoulder seams. The back shall join the fronts at the sides by means of safety stitching. Hem: A 3/16" rolled hem shall be sewn around the entire bottom of the shirt. Badge Holder: There shall be an inside sling-type badge holder of self goods approximately 1 1/2 wide extending from the left shoulder seam. Sling edges to be fully serged or pinked to prevent raveling. There shall be two thread eyelets 1 above the pocket flap, on a vertical line with the pocket button with 1 5/8 between eyelets. Military Creases: Shirts shall have five military creases. There will be three on the back and one on each front centered on the pocket button. The creases shall be permanently creased and stitched 1/16 through and through. Independent Third Party Certification And Labeling: All shirts will be labeled in accordance with Section of NFPA 1975, All shirts will bear all labels mandated by the Federal Trade Commission at the date of manufacture. All products must be listed as classified by Underwriter s Laboratories as being compliant with the requirements of NFPA 1975, Use, Care, Maintenance, And Wearer Training: Every garment as required by NFPA shall have securely attached instructions regarding the care of the garment. Applicable cautions to the wearer will be included. Workmanship And Quality Control: All garments shall be made in a craftsman like manner and shall be inspected during manufacturing, final trimming, and packing to insure consistent quality and adherence to this specification.
