3 LETTER FROM THE CHAIR. I hope everyone is enjoying the summer, specially the wonderful days of sun and great weather we are having so far! I d like to send special thanks to everyone that helps me with our fishing trip, especially James Lyons. I am happy to say that this year we had breaking record attendance. Fun was had by all, we had a wonderful sunny day and many fluke, along with crabs were caught. Congratulations to Paul Kretzer for catching the biggest fish off the day! One of my favorite Summer LISCC events is approaching very soon, Our Annual LISCC Family Picnic, which will be held on Saturday August 2nd at Hecksher State Park. If you have not registered as of yet, and plan on attending please be sure to do so prior to the day of. The theme for this year is CARNIVAL SPECTACULAR! ; With special appearances to be made by Princess Elsa, Olaf and the amazing Optimus Prime! We have plenty of activities planned for the kids; this year we are having spinning art, face painting, electronic basketball hoops, clowns, amazing prices, and plenty of food and beer for the adults. This is a rather special day for everyone, especially if you have little ones that will be attending. Remember kids under the Age of 17 go in for free, so bring your families and family friends! A special kudos in advance to Frank Friel and the Picnic Committee for again pulling everyone together to get this day planned out. Guy has once again struck a deal with Mother Nature and is promising great weather for the day. Our Annual Golf outing is currently schedule for Wednesday September 10th. Paul Tchinnis is working with Gary Lockwood very hard to get everything together for another successful outing. We are due for a beautiful day of golf so gets those clubs ready! 5 REGULATORY UPDATE Tom Vichroski FDA has dedicated a section of its website to paraben safety. Addressing paraben s possible estrogenic effects, the site says, Parabens have not been shown to be harmful as used in cosmetics, where they are present only in very small amounts. Partially in response to pressure from animal rights activists, China has removed a controversial animal test requirement for so-called ordinary cosmetics, including shampoos and certain skin-care products. Manufacturers can use alternative methods and existing data on ingredient toxicology or tissue culture to conduct risk assessments. The new rule does not apply to specialuse products, including hair dyes and sunblocks, and imported products. Meanwhile, a bill passed by Brazil s Congress on June 24 th, scheduled to come into force in ninety days, drastically reduces the use of animals for cosmetic testing. Alternatives which have been approved internationally will be accepted. On July 3 rd, Cosmetics Europe confirmed that the claim "Not tested on animals" is now obsolete under the EU Cosmetic Products rules. FDA issued a Guidance for Industry: Safety of Nanomaterials in Cosmetic products, available at gov/cosmetics/guidanceregulation/ GuidanceDocuments/ucm ht m?source=govdelivery&utm_medium = &utm_source=govdelivery, on June 26 th. The Guidance concludes with a list of seven safety assessment recommendations including dermal penetration and mutagenicity/ genotoxicity studies. The Public Access to SunScreens (PASS) Coalition is applauding the bipartisan support of the Sunscreen Innovation Act and the swift action taken to help address the urgent public health crisis posed by skin cancer. However, PASS still is concerned that FDA is still trying to lengthen timelines to review ingredients it has been considering for almost 12 years. New sunscreens awaiting FDA approval have been available elsewhere for as much as 15 years. Which reminds me, the May 12 th issue of Chemical and Engineering News featured two interesting articles for cosmetic chemists. Britt Erickson presented a excellent roundup of the current situation with sunscreen actives: the eight ingredients under review for inclusion in the monograph and Congress s mandate to speed up the approval process for new sunscreens. ACS members can access the article at org/articles/92/i19/sunscreen- Delays.html The second article. by Marc Reisch, discusses the current state of claims substantiation testing including the EU s new guidelines. ACS members should look for ic-science-meets-sex-appeal.html PCPC has come out in support of a new law to ban microbeads in exfoliating products saying, "Our industry remains firmly committed to producing products that are safe for consumers, their families, and the environment." By signing legislation on June 11 th, Illinois became the first state in the nation to ban the manufacture and sale of personal care products containing synthetic plastic microbeads. FDA s new rules concerning glutenfree claims for food went into effect 7/5/14. The basic point is that food products must test to show less than 20ppm gluten. See gov/food/guidanceregulation/guida ncedocumentsregulatoryinformation /ucm htm?source=govdelivery &utm_medium= &utm_source=g ovdelivery for the details. This is the first definitive status for this claim but it s still in the form of an FDA Guidance Memo. The EU Commission officially published its regulation for implementing he Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization in the EU. The law took effect in early June. China Ingredients Update, courtesy Vic Mencarelli, The Hain Celestial Group, Inc. On 6/30, China FDA released the final Inventory of Existing Cosmetic Ingredients in China listing with 8783 items listed. Some of the important points include: a. Cosmetic manufacturers are still responsible for safety of the product formula just being listed on the inventory has no bearing on whether or not the ingredient is safe for a particular use, in a particular formulation/ formulation type, or at a particular level. b. Sunscreens, preservatives, colorants, hair dyes and restricted chemicals continue to be required to follow the 2007 version of the Cosmetic Hygiene Standard. c. The INCI names for the ingredients must follow the 2010 Standard of Chinese Names of International Cosmetic Ingredients. How-ever, if there is a difference between the 2010 SCNICI and the INCI name used, the manufacturer can provide an INCI change history to prove that the new name is the current INCI name for consideration and possible acceptance by CFDA. d. When a botanical or other extract is listed only by its Latin name then any extract from any part(s) of the plant are considered listed for the purposes of the inventory. Where the item in the inventory limits particular plant extracts to Flower, Leaf, Stem or Vine then only the above ground portions of the plant can be used without being considered new. However, when using an extract the CFDA expects you to specify which part(s) of the plant have been used (essentially requires you use the current INCI name format). e. When using ingredients like Vegetable oil or Hydrogenated vegetable oil it is expected that the specific INCI name for the specific oil will be used (i.e., Vegetable Oil as a US INCI name might be required to be changed to Olea Europaea (Olive) Fruit Oil for China.) CFDA has stated verbally that a company can petition the CFDA with proof that other materials have been used in China in the past by providing things such as a prior approved permit number. Also they have noted that where a particular material has been listed as a sunscreen or preservative or other restrictedtype ingredient, if it is listed on the MOH 2003 listing of allowed cosmetic ingredients, it will be acceptable. The Personal Care Products Council (PCPC) and the American Cleaning Institute (ACI), which have formed the Topical Antimicrobial Coalition, have submitted their comments to the U.S. Food and Drug Administration [5]
6 (FDA) regarding its proposed rule on OTC antiseptic products, which they find could eliminate access to antibacterial soaps and increase foodborne illness. Minnesota is poised to become the first state in the nation to ban the sale of soaps and cleaning products that contain triclosan. A new law goes into effect January 1, 2017 And Avon has announced that it will phase out triclosan from its beauty and personal care products. In its draft Opinion on the safety of aluminum in cosmetic products, the EU Commission s independent Scientific Committee on Consumer Safety determined that 1) There is no plausible evidence that aluminum use in cosmetic products could increase the risk of breast cancer or any other cancer; 2) Aluminum use in cosmetics does not increase the risk of Alzheimer's disease, Parkinson's disease or other chronic neurodegenerative diseases; and 3) There is no evidence that aluminum levels in antiperspirants are harmful to health. In late May, the Center for Environmental Health (CEH) announced that it has reached the first-ever legal agreements with major companies, including Colgate Palmolive, Saks Inc., Walgreens and 23 others requiring the companies to end their use of cocamide DEA in shampoos and other personal care products. More than 100 other companies have yet to resolve ongoing CEH litigation. The Biocidal Products Regulation was recently introduced in the EU. It requires that toxicology data for each insect-repellent active ingredient must be submitted to the European Chemicals Agency by the end of ingredients have been identified as insect-repellents in the EU. Five ingredients (Litlure B [CAS ], IR3535, l auric acid, DEET, and nonanoic acid) have had their license renewed. Eight others are under review. Nine seem not to be involved in the approval process as yet. On April 22 nd, the Procter & Gamble Company declared a commitment to no deforestation in its palm oil supply chain by improving practices with all its suppliers, including small local farmers, to ensure protection of forests. The FDA has released the first of what it says will be many guidance documents intended to clarify the use of social media by the sectors that it regulates. This first guidance is intended to show companies how they can submit social materials for FDA review. FDA admits the practicality of real time communications makes regulation difficult. Should a company have to submit real-time reports for each tweet it sends out? Would FDA be able cope with the avalanche of such information if industry was required to do so? The new guidance has resulted in a flurry of comments and objections from stakeholders. European Union Reference Laboratory for alternatives to animal testing (EURL ECVAM) has endorsed Givaudan's Keratinosens Assay as Standard for Skin Sensitization Testing, saying that the method is transferable and reproducible within and between laboratories. Conditioned response? In an article entitled "Shapes of a Suspended Curly Hair" published in Physical Review Letters, 112, (2014), authors J.T. Miller, A. Lazarus, Basile Audoly and P.M. Reis untangle the physics of a single strand of curly hair. This is the first time someone described the full 3-D configuration of a single naturally curved hair, says co-author Pedro Reis of M.I.T. I would attribute that to the fact that the geometry of a curly hair is highly non-linear a word we often use for something complicated. We were engineers trying to solve practical, useful problems from the start I m not a professional hair stylist I m bald actually. Yes, but did you have hair when you began your experiments? The World s First Drinkable Sunscreen? From the Newscripts column appearing in the June 2, 2014 issue of Chemical and Engineering News: Speaking of water, the Newscripts gang recently read reports in the British press of The World s First Drinkable Sunscreen. The product, Harmonized H 2 O from Colorado-based Osmosis Skincare, prompted the Daily Mail to breathlessly promise: The days of carrying bottles of suncream to the beach could be over. So what is the purported science behind Harmonized H 2 O? According to a blog post on the company s website, Harmonized H 2 O has frequencies that are held in its water molecule that protect us from UV energy waves. Once the water is consumed, it will take an hour (on an empty stomach) to reach the skin before that protection can occur. The UV protection waves are then able to counteract the suns (sic) UV waves that come in contact with our body thereby neutralizing any UV radiation. Each 100-mL bottle retails for $30. News outlets other than the Daily Mail, thankfully, were more skeptical. The British Association of Dermatologists also put out a statement in response to the press coverage in the U.K.: The formulation is 100% water and, as far as our experts are concerned, it is complete nonsense to suggest that drinking water will give you a Sun Protection Factor (SPF) of 30. The Newscripts gang thinks the Guardian s Dean Burnett put it best in his debunking of the product: If unscientific claims were an illegal substance, he writes, this product would be so illegal that anyone caught possessing it would be instantly shot into the sun.
