1 POLICE DEPARTMENT CITY OF NEW YORK Our goal as members of the Property Clerk Division of the New York City Police Department is to return the property recovered as a result of the World Trade Center disaster to its rightful owner. To that end, this website has been developed to assist you in notifying the Property Clerk Division of the possibility that you or a loved one may be the rightful owner of jewelry which was recovered and safeguarded by the Property Clerk Division. Below, you will find instructions and helpful information to assist you in registering with this website and submitting claims. General Information Claims should be prepared by the owner of the property or an authorized person (claimant) on behalf of the owner. Submit as many claims as needed. Claims for jewelry will be accepted by the New York City Police Department Property Clerk Division starting on December 1st, 2004 and ending on or about May 31st, 2005.* All claims for jewelry will be investigated and compared to jewelry currently held by the Property Clerk Division. However, it is possible that the item you have described is not in our inventory. For jewelry items that might have multiple claimants, applicable New York State Courts will make final determination as to the lawful owner. If a possible match is revealed, the claimant will be contacted to provide further documentation of proof of ownership such as receipts, pictures, appraisals, etc. All notifications to claimants will be made after the ending date and after a full investigation is completed as to the possible rightful owner. You will be notified in writing if your claim does not match or describe any jewelry in the custody of the Property Clerk Division. Consistent with current Property Clerk procedures you may inquire about property other than jewelry by writing to the Manhattan Property Clerk describing that property and naming the owner of the property. The NYPD will respond to your inquiry as expeditiously as possible. Please include all relevant information (voucher numbers, Medical Examiner identification numbers, copies of pictures containing images of the property, copies of previous communications). Note: Documents, pictures, etc. submitted in connection to a claim will not be returned. * NOTICE This is a preliminary procedure subject to the promulgation of an Amendment to the Rules of the regarding the retention of property in the custody of the Property Clerk. No claims made for jewelry shall be considered final until such Rule becomes effective. Should the Rule require any change to this preliminary procedure each claimant will be so notified. 1

2 Claims and Claimant Profile Instructions 1. Once registered, navigate to the Claims section of the website to submit jewelry claims. On the claims menu, you will find different categories of jewelry. Select a jewelry category and then select the appropriate jewelry descriptions in the drop down menus. To make the claim, click submit. 2. If you have previously received any World Trade Center property from the Property Clerk Division, enter the voucher number in the Claimant Registration section of the website. In the event that you have received multiple vouchers from the Property Clerk Division, enter any one of the voucher numbers. 3. In the Owner section of the website the actual owner of the property is to be entered, even if the owner is deceased. 4. The claimant information in the Claimant Profile section must be filled in with the name and information of the person who is making the claim. This information may or may not be the same as the owner information in the Owner section. All future communications will be addressed to the attention of the person making the claim (claimant). 5. If you are making a claim on behalf of another person, make sure that you select the Add a Property Owner link found on the jewelry claims pages and fill out the Add a New Owner section. That owner's name will then display in the owner drop down menus on the jewelry claims pages. 6. You may submit multiple items of the same jewelry category (i.e., more than one ring, watch, etc.). 7. If you are claiming property on behalf of a deceased person, and you have received a DMORT number from the Medical Examiner s Office, enter the DMORT number in the field labeled Medical Examiner Number/DMORT Number in the Add a New Owner section. A DMORT number may only be assigned by the Medical Examiner s Office. 8. It is important to note that the extensive descriptive information listed in the jewelry claims section is provided in the event that detailed information about an item is available. The more complete the description, the quicker a positive comparison may be made and the article returned to its owner. However in many cases, this type of detailed information will not be available in which case any partial information may be submitted for comparison. If any information matches an item in our inventory you will receive further instructions. 2
