KS 1474-1: 2011 This Second Edition of KS 1474-1 has been prepared by the Technical Committee on Cosmetics and Related Products under the guidance of the Standards Projects Committee, and it is in accordance with the procedures of the Kenya Bureau of Standards. It is an adoption of the European Union Regulation (EC) No. 1223/2009. This standard is in six parts for easy reference as follows: Part 1: Part 2: Part 3: Part 4: Part 6: Part 7: Illustrative list by category of cosmetic products. List of substances which must not form part of the composition of cosmetic products. List of substances which cosmetic products must not contain except subject to restrictions and conditions laid down. List of colouring agents allowed for use in cosmetic products. List of preservatives which cosmetic products may contain. List of UV filters which cosmetic products may contain. This standard was first issued in 1998. In this edition (2011), the list has been updated as per the EC reference document. The ingredients included in this standard are on the basis of information and data available to the Committee at the time of preparation of this classification. The list will be regularly reviewed and revised when necessary. KENYA STANDARD KS 1474-1: 2011 Cosmetic raw materials and adjuncts Classification Part 1: Illustrative list by category of cosmetic products 1. Scope This Part 1 of this Kenya Standard lists products that are classified as cosmetics. 2. Definitions For the purposes of this standard, the following definitions shall apply: 2.1 cosmetic product means any substance or mixture intended to be placed in contact with the external parts of the human body (epidermis, hair system, nails, lips and external genital organs) or with the teeth and the mucous membranes of the oral cavity with a view exclusively or mainly to cleaning them, perfuming them, changing their appearance, protecting them, keeping them in good condition or correcting body odours; 2.2 Rinse-off product means a cosmetic product which is intended to be removed after application on the skin, the hair or the mucous membranes; 2.3 Leave-on product means a cosmetic product which is intended to stay in prolonged contact with the skin, the hair or the mucous membranes; 2.4 Hair product means a cosmetic product which is intended to be applied on the hair of head or face, except eyelashes; 2.5 Skin product means a cosmetic product which is intended to be applied on the skin; 2.6 Lip product means a cosmetic product which is intended to be applied on the lips; 2.7 Face product means a cosmetic product which is intended to be applied on the skin of the face; 2.8 Nail product means a cosmetic product which is intended to be applied on nails; 2.9 Oral product means a cosmetic product which is intended to be applied on teeth or the mucous membranes of the oral cavity; 2.10 Product applied on mucous membranes means a cosmetic product which is intended to be applied on the mucous membranes of the oral cavity, on the rim of the eyes, or of the external genital organs; 2.11 Eye product means a cosmetic product which is intended to be applied in the vicinity of the eyes; 2.12 Professional use means the application and use of cosmetic products by persons in the exercise of their professional activity. Illustrative list by category of cosmetic products Cosmetic products include: creams, emulsions, lotions, gels and oils for the skin, face masks, tinted bases (liquids, pastes, powders), make-up powders, after-bath powders, hygienic powders, toilet soaps, deodorant soaps, perfumes, toilet waters and eau de Cologne, bath and shower preparations (salts, foams, oils, gels), depilatories, deodorants and anti-perspirants, hair colorants, products for waving, straightening and fixing hair, hair-setting products, hair-cleansing products (lotions, powders, shampoos), hair-conditioning products (lotions, creams, oils), hairdressing products (lotions, lacquers, brilliantines), shaving products (creams, foams, lotions), make-up and products removing make-up, products intended for application to the lips, products for care of the teeth and the mouth, products for nail care and make-up, products for external intimate hygiene, sunbathing products, products for tanning without sun, skin-whitening products and anti-wrinkle products. 2 KEBS 2011 All rights reserved
