MAJOR CONCEPTS/CONTENT: The purpose of these programs is to prepare a person for employment as licensed hairdresser and cosmetologist (68005457), registered nails or facial specialist. Instruction is designed to qualify students for employment upon successfully passing the Florida cosmetology license examination or obtaining a registration from the State Board of Cosmetology. The content includes, but is not limited to, communication skills, leadership skills, human relations skills and employability skills, safe and efficient work practices, Florida cosmetology law and rules, acquisition of knowledge of cosmetology/nails specialist/facial specialist and their related chemistry, bacteriology, anatomy and physiology, art of make-up, and development of skill in performing the manipulative and electrical techniques required in the practice of cosmetology/nail specialist and facial specialist occupations. This cluster focuses on broad, transferable skills and stresses understanding and demonstration of the following elements of the Cosmetology industry; planning, management, finance, technical and production skills, underlying technological principles, labor, community, health, safety, and environmental issues. II. CLUSTER STRUCTURE: This cluster is a planned sequence of instruction consisting of a core and three programs with one occupational completion point in each program. When the recommended sequence is followed, the structure will allow students to complete the required core and continue in the program of choice. A student must 943

complete the training program in which enrolled to become an occupational completer. Students must complete the core, or demonstrate the mastery of skills standards contained in the core, before advancing in any of the three programs: Cosmetology, Nails Specialty or Facial Specialty. Students satisfactorily completing either the Nails Specialty or Facial Specialty programs may, at the option of the receiving schools, be given credit for that respective phase of instruction should they subsequently enroll in a Cosmetology program. LABORATORY ACTIVITIES: Instruction and learning activities are provided in a laboratory setting using hands-on experiences with chemicals, implements, and equipment appropriate to the programs' content and in accordance with safety and sanitation practices in the trade. IV. SPECIAL NOTES: SkillsUSA-VICA, Inc. is the appropriate Career and Technical Student Organization (CTSO) for providing leadership training and for reinforcing specific career and technical skills. Career and Technical Student Organizations, when provided, shall be an integral part of the career and technical instructional program, and the activities of such organizations are defined as part of the curriculum in accordance with Rule 6A-6.065, F.A.C. The programs in this cluster may be offered in PSAV courses. Vocational credit shall be awarded to the student on a transcript in accordance with Section 230.643, F.S. Planned and supervised instructional activities must be provided through one or more of the following: (1) directed laboratory experience, (2) student projects, (3) placement for experience. In accordance with Rule 6A-10.040, F.A.C., the minimum basic-skills grade levels required for adult vocational students to complete this program are: Mathematics 8.0, Language 8.0, Reading 9.0. These gradelevel numbers correspond to grade-equivalent scores obtained on one of the state-designated basic-skills examinations. If a student does not meet the basic-skills level required for completion of the program, remediation should be provided concurrently through Vocational Preparatory Instruction (VPI). Please refer to the Rule for exemptions. SCANS Competencies: Instructional strategies for this program must include methods that require students to identify, organize, and use resources appropriately; to work with each other cooperatively and productively; to acquire and use information; to understand social, 945

organizational, and technological systems; and to work with a variety of tools and equipment. Instructional strategies must also incorporate the methods to improve students' personal qualities and high-order thinking skills. When a secondary student with a disability is enrolled in a vocational class with modifications to the curriculum framework, the particular outcomes and student performance standards that the student must master to earn credit must be specified on an individual basis. The job or jobs for which the student is being trained should be reflected in the student's desired postschool outcome statement on the Transition Individual Educational Plan (Transition IEP). To be transferable statewide between institutions, these programs/courses must have been reviewed, and a "transfer value" assigned the curriculum content by the appropriate Statewide Course Numbering System discipline committee. This does not preclude institutions from developing specific program or course articulation agreements with each other. 946
