Overview LABELING GUIDELINES FOR APPAREL AND APPAREL ACCESSORIES This sectin is an verview f the labeling guidelines as they apply t Khl s Private & Exclusive Brands apparel and apparel accessries. The requirements utlined belw are in cnjunctin with thse mandated by the Federal Trade Cmmissin (FTC) and The Cnsumer Prduct Safety Imprvement Act f 2008 (CPSIA). All vendrs are respnsible fr ensuring that all Private and Exclusive brand prducts shipped t Khl s are in cmpliance with all applicable laws, rules, guidelines and regulatins, as well as Khl s Department Stres quality standards. All prducts which are applicable t these standards must have the fllwing infrmatin: I. Brand Name/Lg II. Size III. Fiber Cntent IV. Registered Identificatin Number V. Cuntry f Origin VI. II. Size LABELING GUIDELINES FOR APPAREL AND APPAREL ACCESSORIES The size f the prduct must be indicated n the permanent cntent r care label with the exceptin f children s sleepwear. The size f the garment must be in terms f age in mnths, r by the child s numeric size. III. Fiber Cntent A. Fiber Cntent Labeling with Small Trace Amunt f ther fibers guidelines: Optin 1: Traces f fiber that are applied tpically t the surface f the fabric, r embedded r impregnated in the fabric, less than 0.5% can be mitted frm the cntent declaratins. Lab will include a statement n the reprt with trace amunt f ther fiber n the test results. In the RECOMMENDED FIBER CONTENT sectin, the lab will disclse as Exclusive f Decratin. Optin 2: Traces f fiber greater than 0.5% must be runded up t the nearest 1% and be disclsed n the fiber cntent label. There is n tlerance allwed n prducts labeled as ne fiber (100%). Example: 100% Cttn Example: 100% Jute There is a +/-3% tlerance allwed by weight when tw r mre fibers are in the prduct. Hwever fr functinal fibers i.e. Spandex, there is nly a +/-2% tlerance allwed. B. Pile Fabrics Example: Labeled: 65% Plyester Allwed 62% t 68% Plyester 35% Cttn Allwed 38% t 32% Cttn Example: Labeled: 95% Rayn Allwed 92% t 98% Rayn 5% Spandex Allwed 3% t 7% Spandex The fiber cntent f the pile and backing shuld be disclsed separately. If the pile and back are stated separately, the rati between the tw must be given as percentages f the fiber weight f the whle. Example: Pile: 60% Rayn 40% Nyln Back: 70% Cttn 30% Rayn (Pile is 60% f fabric and back 40%) Khl s Department Stres (06/11/18) Page 4

C. Decrative Trim r Ornamentatin LABELING GUIDELINES FOR APPAREL AND APPAREL ACCESSORIES Varius trims, decratins r rnamentatin that are incrprated int clthing and ther prducts are excluded frm labeling. Exceptins t fiber cntent disclsure: Trims cllars, cuffs, braiding, waist bands, wrist bands, rick-rack, tape, belting, binding, labels, leg bands, gussets, gres, welts, etc. Findings threads, elastics, buttns and ther similar prducts fr assembly Embellishments beads, sequins, rhinestnes, studs and ther similar applicatins Decratins decrative trims such as embridery, verlay, appliqués. Als decrative patterns r designs that are an integral part f the fabric. Fr the exemptin t apply, the decratin must nt exceed 15 percent (%) f the surface area f the prduct. If the fiber cntent f the decratin is nt disclsed, the fiber cntent must be fllwed by the statement Exclusive f Decratin. Example: 100% Cttn, Exclusive f Decratin Ornamentatin fibers and yarns that are incrprated int the fabric, and d nt exceed 5% f the ttal fabric weight, the term Exclusive f Ornamentatin must be used in cnjunctin with the fiber cntent. Example: 100% Rayn, Exclusive f Ornamentatin When the decrative trim exceeds 15% f the surface area, r rnamentatin exceeds 5% f the fiber weight, the fiber f the decratin r rnamentatin must be disclsed. Example: Bdy 100% Rayn Decratin 100% Silk Example: Bdy 100% Rayn Ornamentatin 100% Silk Brand Labels r Lg Labels - Prducts with brand labels r lg labels d NOT need t be disclsed in the fiber cntent label as Exclusive f Decratin. This is t be effective immediately hwever, Khl s will review n a case by case basis shuld there be an issue. Elastics - Per Khl s, prceed with Exclusive f Decratin instead f Exclusive f Elastic n the examples given belw. Fiber Cntent Exclusive f Trim (elastic) Examples belw will nt require the fiber cntent f the elastic hwever, it must be disclsed as Exclusive f Decratin Exclusive f decratin shuld be called ut n the label. The fllwing examples which have elastic will need t be disclsed as Exclusive f Decratin : Nte n Scks: If fiber like Spandex is called ut in the fiber cntent, there is n need t als list Exclusive f Decratin n the label. Example 2: If the sck has an applique, then Exclusive f Decratin is required. D. Sectinal Disclsures If a prduct has separate sectins with different fiber cmpsitins, the cntent f each sectin shuld be identified separately n the label. Where rnamentatin r trim frms a distinct sectin f the prduct and it is present in sufficient quantity that it is nt exempt frm fiber disclsure, its fiber shuld be disclsed as a separate sectin. It is permitted t disclse fiber cntent by clr f the sectin(s), prvided the clrs are named clearly fr custmer identificatin (e.g. dark purple rather than designer names such as plum ). Disclsing by clr may simplify a label when there are multiple sectins f the sectins are difficult t describe by functin. Example: Bdy: 100% Cttn Sleeve: 80% Cttn 20% Plyester Example: Red: 100% Nyln Blue: 100% Cttn Green: 80% Cttn 20% Nyln Ornamentatin: 100% Silk Per Khl s, prducts cnsisting f tw r mre items made f the same and/r different fibers (e.g.: ensembles cnsisting f a skirt and bluse, suit jackets and pants, r table clths and dinner napkins, etc.) each garment r textile prduct must have a separate label. Example: Skirt & Jacket sld as a set Skirt: 100% Plyester Jacket: 60% Plyester 40% Cttn E. Bicnstituent r Multicnstituent Fibers If a manufactured fiber is a mixture f tw r mre chemically distinct fibers, cmbined during r befre extrusin, the cntent disclsure shuld state: -Whether it is a bicntituent r multicnstituent fiber; -The generic names f the cmpnent fibers, in rder by predminance by weight; and -The percentage f each cmpnent by weight Example: 100% Bicnstituent Fiber (65% Nyln, 35% Plyester) Khl s Department Stres (06/11/18) Page 8

F. Prducts Cntaining Linings, Interlinings, Filling and Padding Per Khl s, prducts with lining (applicable if has a functinal purpse), interlining, filling r padding incrprated, the fiber cntent must be disclsed. The abve applies t Apparel nly. Fr intimates/fundatins, please refer t sectin VIII.B. If bdy/base fabric and lining r interlinings are made f the same material, the fiber cntent will need t be disclsed separately. Example: Shell: 100% Plyester Lining: 100% Plyester G. Real Fur & Faux Fur Labeling On August 15 th, 2007, the New Yrk state gvernr signed a Fur Labeling Bill. This bill requires that all apparel sld in the state f New Yrk which cntain either real r faux fur, be labeled with the terms Real Fur r Faux Fur. This applies t all items f apparel, apparel accessries (glves, scarves, etc.) and ftwear, regardless f the quantity f real r faux fur used and price value n the end prduct. Real and Faux Fur Plicy: Khl's des nt allw the use f Real Fur in any f ur private and exclusive brand prducts. The use f faux fur is permitted. Hwever, the faux fur material used MUST meet all criteria utlined in the Khl's Prduct Safety and labeling guidelines fr apparel prduct. Definitins under the New Yrk State Law f Real and Faux Fur: "Real Fur" shall mean animal skin r part theref with hair, fleece, r fur fiber attached theret, either in its raw r prcessed state. "Faux Fur" shall mean artificially manufactured fur which is made t resemble real fur but which is nt derived frm animals. Faux fur labeling set up: Example: Faux Fur Trim: 100% Acrylic Fr ther faux fur labeling, please refer t Pile Fabrics Sectin lcated in Sectin III.B f this dcument. H. Real Leather and Nn-Leather with Cating Applicatin Belw are the guidelines fr fiber cntent labeling fr real leather and nn-leather with cating applicatin. Optin 1: N fiber cntent disclsure f the Cating If the cating is used fr aesthetic purpse nly, i.e. sheen r shiny appearance AND weight f cating is less than 35% f the weight f the base fabric. HOWEVER, the fiber cntent f the base fabric must be disclsed n the fiber cntent label. Example: Shell: 100% Plyester Lining: 100% Acetate Khl s Department Stres (06/11/18) Page 9

Optin 2: Fiber cntent disclsure f the Cating required If the cating lks like leather, then the verbiage used t disclse the cntent f the cating is Imitatin Leather. Bth cating and base fabric must be disclsed n the fiber cntent label. Example: Shell Fabric: 100% Plyester Cating: Imitatin Leather Lining: 100% Acetate NOTE: Cld Weather Accessries, such as glves, mittens r hats with faux suede/faux leather patch des NOT need t be disclsed n the fiber cntent label. Prceed with Exclusive f Decratin. IV. Registered Identificatin Number The name r RN# (registered identificatin number) f the manufacturer r imprter f recrd is required n the label. Wl Prducts Labeling (WPL) numbers fr wl prducts, althugh n lnger issued may be used. Example: RN # 73277 Example: WPL # 12345 Exceptins: Apparel 1) A) Li & Fung - Khl's RN# (73277) B) Dmestic Imprter - Vendr's RN# 2) Exclusive Brands - Khl's RN# (73277) V. Cuntry f Origin The cuntry f rigin is required t be n the label. Example: Made in Hng Kng Imprted prducts must identify the cuntry where they were prcessed r manufactured. Prducts made entirely in the USA f materials als made in the USA must be labeled Made in U.S.A. Prducts made in the USA f imprted materials must be labeled t shw the prcessing r manufacturing that takes place in the USA as well as the imprted cmpnent. Example: Made in U.S.A f Imprted Fabric Prducts manufactured in part in the USA and in part abrad must identify bth aspects. Example: Made in Hng Kng Finished in U.S.A VI. VII. Mechanics f Labeling The fllwing infrmatin must be adhered t when preparing a label: Label must be in English. All parts f the label must be permanent, legible, in ne cnsistent fnt style and size. N abbreviatins, asterisks, ftntes r ditt marks are t be used Cuntry f Origin must always be n the frnt side f the label All infrmatin pertaining t fiber cntent and RN # may appear either at the frnt r back f the label. Fiber cntent and RN# may appear alng with ther infrmatin i.e. care instructins. Labels must be easily accessible at the pint f purchase. D. UV/UPF Labeling What is UPF? Ultravilet Prtectin Factr (UPF) is a rating system used fr apparel. It indicates hw effectively fabrics shield skin frm ultravilet (UV) rays. The higher the UPF number, the greater the degree f UV Prtectin a garment ffers. UPF is similar t SPF (Sun Prtectin Factr), the rating system used fr sunscreen prducts. A label shall cntain the fllwing elements: 1. A UPF value 2. A classificatin categry, Gd UV Prtectin, Very Gd UV Prtectin, r Excellent UV Prtectin. 3. A statement that the UV Prtectin textile prduct has been labeled accrding t the ASTM standard guide. The same fnt and type size shall be used fr prtectin categry, UPF Value and label percent blcked values The actual size and graphic layut f the labeling infrmatin is the respnsibility f the final prduct manufacturer r marketer. Example: UPF 50+ Excellent UV Prtectin Meets ASTM D6603 standards A label may cntain but is nt limited t: 1. A percent UV-B and a UV-A blcked value r a percent UV-Blck value 2. A statement that the UV Prtectin value indicates the lwest amunt f prtectin that can be expected during the life f the prduct. 3. A statement that the prduct reduces expsure t harmful UV-A and UV-B rays E. Dwn/Feather Labeling The Federal Trade Cmmissin (FTC) Textile Fiber Prducts Identificatin Act 16 C.F.R. Sectin 303.2 gverning textiles, fiber and wl prducts state that all prducts cntaining filling materials, except thse exempt r excluded under the Act, shall be labeled in cnfrmity with the act. Dwn clthing des nt require the cmplex law tag label needed fr bedding prducts. Hwever, they must be labeled using the new USA-2000 dwn and feather standards. Apparel prducts must declare the actual dwn cntent, but d nt need the additinal label infrmatin. Labels fr apparel are in size, but they must have a label accessible t the cnsumer. This label shuld cntain the general prduct categry and the detailed sub-labeling percentage infrmatin, such as DOWN (Minimum 80% Dwn). A jacket labeled DOWN must have a minimum f 75% dwn. This minimum dwn % shuld be listed. An example f the crrect sewn-in label is: WHITE GOOSE DOWN (Minimum 75% Dwn) A dwn/feather jacket with tested cntent f 65% dwn shuld be labeled: DOWN & FEATHERS 65% Dwn 35% Waterfwl Feathers Fr this infrmatin and mre examples please refer t www.iabfl.inf/ F.
