Minister s foreword It is my pleasure to introduce the Treasure Act Annual Report. The Treasure Act 1996 continues to be a great success, ensuring that the most significant archaeological discoveries are housed in public s for the benefit of all. was a record year, with the number of potential Treasure finds reported increasing to 860 in England and Wales, a 10.5% increase since the previous year. Of these items, 299 have been (or are to be) acquired by s. It is especially satisfying that the number of interested parties waiving their right to a reward for Treasure finds remains high, with 86 individuals waiving their share in 70 cases. These donations have allowed 37 s to acquire finds that may otherwise have not been available for the public to study and enjoy. Similarly, many acquisitions have been made possible only through the kind assistance of funding bodies, particularly the Art Fund, Headley Trust, Heritage Lottery Fund, National Heritage Memorial Fund and the V&A Purchase Grant Fund. I am extremely grateful to these organisations for their recognition of the importance of archaeological finds and their support of s efforts to acquire them. I am also impressed with local fundraising campaigns, and it is heartening to see so many individuals and organisations in local communities supporting the acquisition of Treasure items and investing in their heritage. I would also like to acknowledge the valuable contribution of the Treasure Valuation Committee, which provided valuation recommendations for over 270 treasure cases from. This summer marks the first year of Professor Lord Renfrew of Kaimsthorn s Chairmanship of the Committee, and he has brought a wealth of archaeological knowledge and experience to the post. I am thankful for the services of all of the Committee members, who voluntarily provide their time and expertise. Ed Vaizey Minister for Culture, Communications and the Creative Industries November 2012 There are many others to whom I am indebted for the continued success of the Treasure Act, in particular the Portable Antiquities Scheme and its local network of Finds Liaison Officers (FLOs), to whom most finds of Treasure are reported. The FLOs role is vital in informing finders of treasure and landowners of archaeological best practice and their responsibilities under the law and they are also indispensable in facilitating the administration of Treasure cases. Together with curators, scientists and conservators at the British and National Wales, they also provide expert reports on Treasure finds for Coroners. I would also like to thank Coroners and their staff for their diligence in holding Treasure inquests. The epartment of Portable Antiquities and Treasure at the British supports Coroners in England and serves as the secretariat for the Treasure Valuation Committee and I am grateful for their continued excellent work. iv v

Introduction Under the Treasure Act 1996, finders have a legal obligation to report all finds of potential Treasure. For a summary see finds.org.uk/treasure or the leaflet Advice for Finders of Archaeological Objects, Including Treasure. The Act allows a national or local to acquire Treasure finds for public benefit. If this happens, a reward is paid, which is (normally) shared equally between the finder and landowner, though the interested parties may wish to waive their rights to a reward, enabling s to acquire such finds at no or reduced cost. Rewards are fixed at the full market value of the find, determined by the Secretary of State on the advice of an independent panel of experts known as the Treasure Valuation Committee. Although Treasure finds account for a relatively small proportion of archaeological finds found in England and Wales by the public, any archaeological find may be recorded with the Portable Antiquities Scheme: this data is published online at finds.org.uk. The Scheme and its network of local archaeologists experts in recording small finds, known as Finds Liaison Officers play an increasingly important role in the operation of the Treasure Act, advising finders of their legal obligations, providing advice on the process and writing reports on potential Treasure finds for local coroners. Organisation The administration of the Treasure process is undertaken by the epartment of Portable Antiquities and Treasure at the British, which employs a Treasure Registrar and four Assistant Treasure Registrars, one of whom is part-time. This work involves the preparation of Treasure cases for inquest (at a Coroner s Court), the handling of disclaimed cases, the secretariat of the Treasure Valuation Committee, and the payment of rewards to finders/ landowners. Table B illustrates the geographic distribution of Treasure finds. This shows that in reporting of Treasure in England was heaviest along the eastern half of the country, with North Yorkshire and shire each having 67 cases reported, followed by Norfolk (65), Suffolk (59), Essex (57) and Kent (52). The only other county with more than 30 cases was Wiltshire (36), but the Isle of Wight (30) continued to report a high number of finds for a relatively small. Several s (mostly metropolitan ones and those in the western part of England) had only a handful (or no) cases reported. This broadly reflects the pattern of cases reported since 1997. The number of Treasure cases reported from Wales (25) was up 25% on the previous year, but remains significantly less than the number reported from England (835). Northern Ireland had no finds of Treasure reported in. This shows that of the cases reported in, 34.76% (299) have been (or are in the process of being) acquired by a, of which 70 were donated. 49.18% (423) of all finds were disclaimed and returned to the finder/landowner, 12.33% (106) were deemed not to be Treasure, and 3.72% (32) are still to be determined. Interestingly, while the total number of cases from England and Wales rose from 778 in to 860 in, these dispositional percentages are remarkably consistent with those from. The number of Treasure finds acquired by chronological period varies and differs between the categories of objects and coins. Of the objects reported as Treasure in, s acquired 75% (3) of those that were Iron Age, 60.49% (49) Early Medieval, 58.06% (18) Bronze Age, 32.20% (66) Medieval, 41.67% (30) Roman, and 24.64% (69) Post-Medieval. Of the coins reported, s acquired 88.88% (8) of those that were Early Medieval, 53.57% (30) Roman, 85.18% (23) Medieval, 42.86% (9) Post-Medieval and 40% (4) that were Iron Age. In general terms, therefore, s are more likely to acquire objects and coins that are more ancient the low percentage of Iron Age coin cases acquired may have low statistical relevance, but it might also reflect the fact that most of the coins from this period found in were already represented in s collections. It is also worth noting that the total number of object cases from the Bronze Age to the Early Medieval period (188) reported is actually lower than the previous year (202), and that the rise in the total number of object cases is due to a large increase in Medieval and Post-Medieval finds having been reported (485 in to 398 in ). The number of coin cases reported in is almost identical for each period with the figures from, except for cases from the Roman period, which increased from 38 in to 56 in. As in previous years, metal-detecting accounts for the vast majority (92.67%) of Treasure cases reported in England and Wales. Archaeological finds accounted for 3.37% of Treasure finds. 16 finds (1.86%) are awaiting confirmation of the circumstances of their discovery. Chance finds, where the finder discovered Treasure on the surface of the ground or in the course of performing another activity like gardening, make up 1.74% of all finds. A very small number of Treasure cases 3 (0.35%) were reported not by the finder but by the person who acquired the item(s). Enforcement It is the aim of the Treasure Act to encourage people to report finds rather than pursue prosecutions. This is reflected in the fact that finders have 14 days to report Treasure from when they first know or have reason to believe the item they have found is potential Treasure. However, that is not to say finders who fail to report Treasure will not be prosecuted. The epartment of Portable Antiquities and Treasure works closely with relevant colleagues in local police forces, HM Revenue & Customs, and the Arts Council England (ACE) Export Licensing Unit, as well as the Metropolitan Police s Art & Antiques Unit and the Alliance to Reduce Heritage Crime. The British s epartment of Portable Antiquities and Treasure continues to monitor ebay for items of potential Treasure, and questions vendors of such finds. In, intelligence on 75 cases was logged and made available to the police. Since September 2007, the eputy Head of Portable Antiquities and Treasure has been an Expert Adviser for export licensing applications of metal-detected finds. In several cases exporters of unreported potential Treasure were asked to report these items in accordance with the Treasure Act.
