Minutes of the meeting of THE SCOTTISH ARCHAEOLOGICAL FINDS ALLOCATION PANEL 10am, Thursday 24 th October 2013 Stirling Castle, Stirling Present: Dr Evelyn Silber (Chair), John Urquhart, David Connolly, Neil Curtis, JenniferYoungson (formerly Siswell) (MGS), Mr Richard Welander (Historic Scotland) In attendance: Stuart Campbell (TTU), Dr Natasha Ferguson (TTU), Andrew Brown (QLTR Solicitor). DrNatasha Ferguson took the minutes Apologies: Jilly Burns (NMS) 1. Chair Remarks The chair welcomed the panel to the meeting noting that this was the first SAFAP meeting to be held outside Edinburgh. The chair thanked Historic Scotland for providing a venue for the meeting in Stirling Castle. The chair briefed the panel on the lunchtime meeting to be held with guests joining to represent interested parties in the local area, including archaeologists, museum curators and metal detectorists. No other matters arising. 2. Minutes of Last Meeting The minutes were accepted as an accurate record of the meeting held on Wednesday 10 July 2013 3. QLTR Business AB reported to the panel on the progress of the Code of Practice review and preparation of the response. The panel were asked to comment on the current review response. AB reported that the revised Code of Practice will aim to be available by March/April 2014. SC reported a positive response from ALGAO with response to discussions on the handling of archaeological s. The panel agreed with SCs suggestion that any discussion regarding s should include representatives from across the heritage sector.

SC informed the panel of concerns raised by the QLTR regarding the late payment by of ex gratia awards by a small number of museums and institutions. The panel discussed the factors attributed to late payments and suggested methods to help reduce the number of museums issuing late payments 4. Treasure Trove Unit Report SC reported that the number of outreach events engaged by the Unit had increased significantly. Two workshops aimed at heritage professionals as well as metal detector users held in Aberdeenshire and Inverness proved to be successful with positive feedback from both events. JY suggested the involvement of MGS to promote these workshops to other professionals within the museum sector. TTU Finds days have also continued to be productive. This is reflected in the consistent increase in reported finds and claimed cases since the last SAFAP meeting in July 2013. NF reported the development of links with Local Authority Archaeologists and Historic Environment Record teams and the improved dissemination of Treasure Trove data as facilitated by the SMR forum. TTU is also now part of the Specialist User Recording Environment (SURE) initiative, as managed by the RCAHMS, which allows for TT data to be inputted directly into CANMORE and therefore ensure professional and public accessibility to TT data. 5.
