East West Rail Phase 1 Safety by Design Key areas being considered: Design risk assessment to identify significant hazards; Early focus on temporary works and buildability issues by designer; Minimise track side exposure by locating line side equipment in position of safety and near access points where reasonably practicable; Consultation with the Route RAMs & Maintenance team to provide a suitable number of vehicular and/or pedestrian access points Provision of cess walkway to line side equipment, cess walkway to be provided on one side of the line where reasonably practicable; Reduce working at height activities, the use of LED lightweight signal structures to be considered; Intention to use TroTrof / TroTred system to reduce construction and Maintenance risks of working with trough route, a regular cause of hand injuries. Early contractor involvement to formulate a safety strategy for stage working and system level constructability.

Successes to date Network Rail & Chiltern team working well to deliver key programme items in a timely manner. Project team ready for the challenge and keen to ensure it is a success. Core contract awarded to Buckingham Group and Carillion JV Advance works contracts awarded to Buckingham Group and Carillion (not JV) GRIP Stage 3 achieved in challenging timescales, GRIP 4 on target (exc signalling). Common Safety Method (CSM), Interoperability and the various Entry Into Service (EIS) strategies are well advanced with a programme in place to ensure timely success. TWA signed off and Judicial Challenge from Objector rejected. Fully endorsed at Board level. Procurement strategy endorsed at IPCP. Seasonal Environment works including newts, badgers, bats, deveg all on programme. Spent ballast has been used as recycled material for fill as a sustainable alternative solution to local quarries. 20,000 tonnes used so far to date to build up chord.

Successes to date Newts located at MOD Bicester under alignment of temp west end connection reprogramming exercise complete and works remain on plan for critical dates Operational MOW fully approved for 17 Feb 14 and implemented to enable start of blockade. Week 47 blockade taken on time with multi discipline teams working well together Week 50 Bicester south junction works commissioned on time. Red ranked possession with Pway and signalling stages to install 6 point end using Pem Lems. Meeting with Islip residents undertaken 4 March on the impact of the project on the village. Volunteer day undertaken on 11 March 2014 with Bucks, Berks and Oxon Wildlife Trust (BBOWT) with contractors and NR. Secretary of site visited site 13 March 2014

Project overview The upgrading of the rail network between Bicester and Bedford (and to include Aylesbury and Milton Keynes) is part of the overall desire to support economic growth in and around Milton Keynes and north Buckinghamshire by improving local connectivity between those areas and Oxford, Bedford and Aylesbury Vale. To create a new strategic rail link between the Great Western, West Coast and Midland Main Lines, that will increase overall network capacity, create opportunities for alternative routeing of passenger and freight services and offer opportunities for new and improved commercial traffic flows. DfT believes that the opportunity offered by the reconstruction of the route should be used to create an asset that offers sufficient capacity for the next 30-40 years without the need for subsequent enhancements.
