In fact, with the increasing awareness among the end consumers about usage of environment friendly products that cause no harm to environment, the apparel industry all over the world is trying to find out solutions for minimizing pollution that can be caused by production of garments. A major part of pollution is caused during the dyeing process and it has become a major problem all garment clusters operating in India. Few years back, Tirupur one of the biggest garment export hubs in India faced a major blow when the Government ordered all dyeing units without proper ETP (EFFLUENT TREATMENT PLANT) to shut down, as a result most of the dyeing units went into financial crisis and the industry actually came to a halt. Now again the Government has issued a notice to the dyeing units operating without proper ETP installation to stop dyeing. While on one hand many exporters are happy with the decision as this step of Government will improve India s image in world market and will convince major international chains to increase sourcing from India, on the other many small and medium exporters fear that this will lead to increase in prices of garments and will affect the competitiveness. The industry is in a dilemma; however, the Government is adamant that the step will prove to be beneficial for the industry in long run. OPINION LIVE OPINION LIVE A lot of apparel exporters have already moved to retail, has this really helped companies to survive in tough times? Has this formula of being in two segments i.e export and retail has been successful for your company also? According to me moving to retail segment has really helped the exporters to survive in tough times. Although both markets are different in every aspect from manufacturing, quantity, quality, production cycle, markets, season, deliveries to its target customers and even their consequences, problems are also different so if a company creates different setup for both the sectors then it can be successful. We have been in exports from decades and an exporter s knowledge, expertise to deal in quality, price and delivery gives an edge over others in retail. We have different manufacturing set up for both exports and domestic and thus we have been able to deliver our best in both the segments. COVER STORY T he recent announcement of installation of ETP plants mandatory for the all garment manufactures by the government has created confusion among manufacturers, exporters and especially the small and medium dyeing and washing units. The government recently raised an alarm about the environment which is constantly getting polluted due to various types of discharges in water after dyeing and processing. Thus, the government has ordered all textile companies to treat and recycle discharged water in order to stop pollutants from flowing into rivers. The government wants that the dyeing units turn into zero discharge unit. A ccording to this program all textile units including dyers, cotton or wool processors, integrated factories that generate over 25 kilo litres effluents daily must install Zero Liquid Discharge effluent treatment plants, for which the government has given about 16 months (till December 2016) to put in place the required infrastructure. The board has also instructed each unit to install an ETP (effluents treatment plant) and also put in place a reverse osmosis (RO) plant to re-use the discharged water. Textile units use a lot of water in washing and dyeing and it is one of the major contributors in affecting the entire ecosystem of rivers like Ganga and Yamuna which further leads to several diseases related to respiratory organs. According to the industry the cost of installing an ETP is somewhere around Rs 4-5 crore, which may not be affordable for many units that comes under MSMEs and that will lead to shut down. The industry also states that the sector is already moving through a tough phase due to recession and economic crises in the world and now the huge investment in Effluent Treatment Plant will hit the backbone of their company and will also increase the cost of production which will automatically affect the prices. The industry does not deny the benefits of ETP for the eco-system, but in the current situation when the exports are already slow, the financial condition of industry is not strong enough to make such huge investments. Zero Liquid Discharge (ZLD) is a technological concept where the entire industrial wastewater output is reused, after appropriate treatment, without discharging a single drop into any river. Economic benefits gained by the adoption of ZLD technology is also significant and notable. The Zero Discharge of Hazardous Chemicals (ZDHC) Programme s review of Textile Industry Wastewater Discharge Quality Standards shows a wide range in discharge regulations and measuring methods that differ from nation to nation and between guidelines published by brands and amongst multibrand consortia. Since 1990, Paisley Exports (P) Ltd. is manufacturing and exporting ladies wear garments for the age group of 30 to 50 years and have two factories based in Delhi and Jaipur. The company manufactures 4-5 lakh garments per season and has been supplying to Japan since the beginning. Emphasizing on the mandatory installation of ETP, Teji Sahni, Paisley Exports (P) Ltd. said, This is an initiative taken by the government to make the apparel industry more eco-friendly. Today the whole world is working towards sustainable clothing and we are still far behind, according to me every manufacturer or dyeing and washing unit should install Effluent Treatment Plant in order to make environment chemical free. She added, I would deny that this needs a huge investment as the government has come up with various solutions like a group of units can come together and can set a single ETP to reduce the burden. When it comes to prices this installation will also attract the potential buyers who want to associate with eco-friendly companies and this in turn will boost the exports from India so automatically the profits will increase, she averred. Avinash Wanvari, Khushi Tex. he installation of Effluent Treatment Plant to make all the textile units Zero Discharge unit is a Tright initiative taken by the government which is already been adopted by the Tirupur textile and apparel industry for the benefit of environment, said Avinash Wanvari, Khushi Tex. He added, This will increase the prices of the product in the beginning due to the investment involved, however, at the end it will affect the manufacturers not the traders like us. We mainly outsource the garments from different regions of the country like t-shirts from Tirupur and export it to European countries and Middle East. We are currently trading 30 lakhs garments per month and have noticed that more of trims and garments in blended fabrics are in trends. unified discharge guideline and standardized analytical methods for monitoring wastewater quality would benefit the textile industry greatly and will drive momentum towards meeting the programs zero discharge goal. This review is a preliminary step towards establishing a global industry wide baseline. ZDHC was formed in 2011 by a group of major apparel and footwear brands. Keeping the goal of zero discharge firmly in mind, the ZDHC program will work with key collaborators to formulate a discharge guideline that will update widely used wastewater quality guidelines. New wastewater quality guidelines will focus on ZDHC MRSLlisted chemical substances and conventional wastewater parameters equally to reduce or eliminate the risk of releasing MRSL-banned substances. A stepwise approach begins with adoption of the ZDHC MRSL to control chemical input. The ZDHC Environmental Audit is an important second step to ensure processes are controlled properly, followed by effluent discharge controls to ensure our desired goal of zero discharge. What s in the Draft Notification? All textile units - dyers, cotton or wool processors, integrated factories - that generate over 25 kilo litre effluents daily must install Zero Liquid Discharge effluent treatment plants. Water recycled by these plants will be reused. After the notification is approved, the units will have 30 months to set up the treatment plants and if they if they fail to comply then they won t be allowed to operate. The units that already have effluent treatment plants will be required to make them ZLD compliant. COVER STORY What s the need for ZLD? The textile industry is a heavy polluter so the court ordered to close some factories, in Gujarat and on the banks of Noyyal river in Tamil Nadu in 2011. The untreated or partially-treated effluents released by the units into river destroys the water quality and also contaminates it so the installation of ETP will help in controlling water pollution which is affecting the environment. The draft notification is seen as the first serious first step in cleaning up the mess created by the textile industry. What s Wrong with the Notification? According to the policy, the textile industry would not release any pollutants and even if effluents are treated in a ZLD plant, sludge remains, and it needs to be dumped. Currently, the industry is mandated to treat the effluent so that its pollution load is within prescribed limits and then releases it all, including the sludge, into the ocean. Ltd. said, Effluent Treatment Plant is an initiative to improve the environment which is highly affected by the chemicals released by garment industry to river and air. The negative impact of this step is that it would increase the cost of the products as the installation of ETP requires a large amount of money and also many small and medium enterprises will shut their units. It will be afforded by only big enterprises. He further informs, Already the industry is moving through a tough phase so in this scenario huge investment like this can affect the competitiveness of industry. Mumbai based, manufactures and exporters of ladies knitted garments, Sabnam Exports (P) Ltd. is serving the industry from more than 20 years. Rajesh Kumar Sharma, Director, Sabnam Exports (P) Ltd. said, The installation of ETP requires a huge investment which is not affordable by small and medium enterprises so this will affect the industry and many dyeing and washing units will shut down. He emphasized, Exporters will have to face the consequences as market is already reeling under pressure of less orders and need for low pricing, the buyers are demanding highly competitive prices. Installation of ETP will automatically increase the prices of products. The company has a monthly capacity of 50,000 garments and is exporting to the markets of Europe and Japan. COVER STORY The sludge generated by the ZLD process, however, will be too concentrated to release in this way. So, it has to be dumped in the traditional manner. According to a broad estimate, a textile unit that generates 100 tonnes of effluents will end up generating 500 tonnes, if they cut the COD(Chemical Oxygen Demand, a measure of water pollution) down to 200mg/litre. Economic Benefits of Zero Liquid Discharge Water Pollution gets under control if all water can be recycled in a scientific manner so that it can be reused. Then the recycled water can be sold to end users. Even farmers may be able to use this treated industrial wastewater for irrigation. New wastewater quality guidelines will focus on ZDHC MRSL-listed chemical substances and conventional wastewater parameters equally to reduce or eliminate the risk of releasing MRSL-banned substances. A stepwise approach begins with adoption of the ZDHC MRSL to control chemical input. How will it affect the industry? If the policy is implemented then most of the exporters are going to suffer financially because the ZLD system is very costly and small and medium scale industries can t afford it even if they go for a common facility due to which they will have to down their shutters. Industry claims that bio-remedy - a more sustainable practice of treating effluents using multiple plants, widely being used in Israel - will not only completely treat the effluents, but also create good landscapes in industrial clusters. Successful installation of ZLD at Tirupur-A Case Study Tirupur is the first textile city to successfully install Zero Liquid Discharge system in India and also introduced several solutions for the industry to recover the cost further by selling the treated water to end users and even the salts employed in the ZLD technology could also be recovered and reused again in innovative and lifesustaining process. However, the government has also drafted to make the ZLD compliant and raise demand for up-gradation of ETP s. The Tirupur Exporters Association (TEA) then asked the government for financial support to keep the effluent treatment plants running that would enable it to retain the competitive edge in the global garments market. The association requested the ministry to release Rs 200 crore as a special grant which according to the association had been already allocated under the 13th Finance Commission. At present CETPs and individual effluent treatment plants are not considered for support under technology upgradation fund scheme (TUFS). According to the association both CETPs and IETPs (individual effluent treatment plants) are as important as other processes in textiles, thus TUFS should be extended to them also and they should be provided with 50% subsidy mainly to modernize the plants. 16 PERFECTSOURCING February 2016

Our biggest market is Europe and if the government signs the Foreign Trade Agreement between Europe and India, which has been pending from many years then that will be a great encouragement for Indian exporters. Further he feels that domestic market has grown and became more organized over the last few years. MARKET UPDATE ASHOK RAJANI, CHAIRMAN, AEPC EYES FTA WITH EU Drafts Clear Strategies for Overall Growth of Apparel Industry Ashok G Rajani, Chairman, AEPC Ashok Rajani, the newly elected Chairman of Apparel Export Promotion Council is all geared to handle the reigns successfully. In an exclusive, one-o-one interaction with Team Perfect Sourcing, Ashok Rajani shared his vision and goals after taking over. Increasing the exports for India has always been the prime target and we are working towards a lot of strategies to achieve the same, said he. He also informed that the council is working towards revamping its website to make it dynamic and more informative. Along with this the monthly publication by AEPC will be launched once again and will be available from March onwards. When asked what is being expected from the Government he reiterated that the Ministry has offered full support to accelerate the growth as far as TUFS, Duty Drawbacks, Interest Rates are concerned and there is nothing to complain as of now. We are thankful to the Ministry for making the necessary changes and hope that all new initiatives will turn out to bring profits to the industry, averred Rajani. The textile industry accounts for 14% of industrial production, which is around 4% of our GDP. Out of 45 million people in the textile industry, 11.22 million people are in garment sector alone. 60 to 70% workforce is of women, mostly coming from weaker section. The garment export sector is currently about US$ 17000 million, having a world PERFECTSOURCING February 2016 22 market share of around 3.5% only. He emphasized that the industry has a potential to grow much faster and achieve double the exports in relatively short time if it gets the employment linked incentive scheme for this sector. Rajani feels that apparel industry has been the most influential industries as despite many challenges players registered growth and are working on increasing market share in the world markets. He shared that RMG exports were to the tune of USD 1440.8 million in December 2015 with increase of 5% against the corresponding month of December 2014 which was USD 1372 million. India s RMG export to the World during April-December of 2015-16 was to the tune of USD 12473.9 million which is up by 2.8% compared to the same period of previous financial year. During April-December 2014-15, India s apparel exports were to the tune of USD 12137.1 million. I congratulate the garment industry for the hard work as despite the unfavourable growth in other sectors the garment exports has kept the positive growth and momentum, said Rajani. Rajani, however, requests the Government to look into changing and simplification of Labour Laws to keep up with the changing needs of the industry. Recognizing the growing presence of women in the workforce, women employee should be allowed to work in night shifts. Besides this, fixed term employment, given the industry s seasonal nature, enhancement of working hours and relaxation in overtime and quarterly cap and liberalizing procedures for lay-offs are some of the other amendments which is the need of the hour. When asked about AEPC s plans to tap new markets for exporters, he said, Exploring the new markets has been a consistent effort, but it takes a lot of research and takes time to show traction. This year we are working on a few new priority markets. Accordingly, AEPC is organizing a buyer seller meet in Dubai at the Radisson Hotel which will open new door of opportunities. He also mentioned that the AEPC is participating at a new fair called CIFF in COPAHNAGEN. Every year they give chance to potential countries. We are trying to get an Indian pavilion there so that we can promote apparels, handicrafts, food, etc. and let other countries have a real feel of India. He confirmed that CIFF is mainly for garments. Apart from this the AEPC will also discuss with the Government about Iran, which has a rich consumer class. AEPC is exploring relevant tie ups with the help of Government there for good market access. Another focus for him is FTA with EU. Without FTA we are not able to have level playing field against our competitors, and we would like to speak to commerce ministry on this aspect, he asserted. Look at Vietnam - they are likely to grow faster due to implementation of zero duty from 2017 whereas India faces import duty of 9.6%, highlighted he. Trans Pacific Partnership Agreement allows export opportunities in Vietnam to USA with a benefit of 17-30% export duty relief. India-EU Broad-based Trade and Investment Agreement (BTIA) is yet to be finalized, exporters are expecting faster conclusion of the talk so that they can compete with Bangladesh and Vietnam. Rajani who was in Delhi for a special AEPC meeting said that India has a lot of potential to grow and reach new milestones. However, it needs a balance of support from both exporters and the Government for a win-win situation.

The discussion was held with respect to the upcoming HAPPENING HARYANA: Critical issues such as skilled manpower supply, ease of doing business and need for constant interaction between government and industry for easier compliance of regulations for the apparel industry were discussed. The agenda of the meeting was to understand the critical issues that the apparel industry is facing and existing entrepreneurial growth in this sector. The presentation also addressed the lack of sufficient industrial training institutes. They were very impressed with the policy initiatives and competitive advantage of Bengal. They also invited Principal Secretary, Rajiva Sinha to their Head Office for presenting Bengal to the general members. Further they also promised to bring a much bigger delegation to Bengal in the near future. INDIA NEWS 28 PERFECTSOURCING GOVT to Resolve TUFS Settlement Soon The Government is working to resolve the issue of settlement of committed liabilities of around Rs 3,000 crore arising out of blackout and leftout period cases under technology up-gradation scheme (TUFS) for textile industry. The settlement of committed liabilities had been a grey area after the government did not mention anything about it when it notified the Amended Technology Upgradation Fund Scheme (ATUFS) for textile sector. The Union Cabinet approved the ATUFS in December 2015 in place of the Revised Restructured TUFS (RRTUFS) for technology upgradation of textiles industry, a move expected to boost job creation and exports in the sector. During 2010-11, the RRTUFS was suspended for 10 months but eventually restored as a closed-ended scheme and restricted to future sanctions and committed liabilities reported by banks for sanctions already issued. The closed ended scheme was introduced without sufficient notice from the government for preparation on part of lending institutions. So those who had invested in those 10 months in the so called blackout period of 2010-11 were leftout and are still awaiting a decision on the eligibility of TUF scheme on the black out period. Last week, Confederation of Indian Textile Industry (CITI) Secretary General Binoy Job said the quantum of liabilities under the blackout and left-out period cases was around Rs 3,000 crore Alok Industries Reports Net Loss of Rs242.2 Cr in Q2 Results Alok Industries unveiled its unaudited standalone results for the quarter ended September 30, 2015. The previous financial year of the company was for a period of 18 months from October 01, 2013 to March 31, 2015, whereas the current financial year of the company is for a 12 months from April 01, 2015 to March 31, 2016. The company posted a net loss of Rs 242.2 crore for the quarter ended September 30, 2015 whereas the net profit was Rs 45.36 crore for the quarter ended September 30, 2014, due to lower revenue. Total income for the quarter ended September 30, 2015 stood at Rs 3235.53 crore whereas the same was of Rs. 3790.48 crore for the quarter ended September 30, 2014. Short term borrowings were up 12.7% to 6810 crore during the quarter ending September 30, 2015 over borrowings of Rs 6044 crore in the quarter ending March 31, 2015. However, long term borrowings fell 19% to Rs 5832.7 crore from Rs 7223.5 crore during the same period. As of now, the pay scale for the different verticals of the textile and garmenting sector like packing, knitting machine operations, tailoring, damage checking, ironing, fabrication and labelling is different so a common agreement will bring parity in the pay scale of workers across the entire textile cluster and will also make the negotiation procedure with labour unions easy. RIL honoured with Platts Global Energy Award for CSR Reliance Industries Limited (RIL), an India based corporate giant with business across several industries including textiles, has received an award in the CSR category at the 17 th Platts Global Energy Award 2015 held recently in New York, US. RIL bagged the award beating 11 other finalists from all over the world for CSR. Textile Minister Sees Industry Demands Reasonable After hearing views of major industry associations in the region, Textile Minister has said that all their fifteen demands are very reasonable and assured them steps would be taken to find a solution. The associations thanked Gangwar for announcing Amended TUF Scheme with a record Rs 17,822 crore allocation, extending export incentives for textile products under Interest Equalisation Scheme, enhancing duty drawback rates for various textile products and steps to promote coastal movement of cotton from Gujarat to Tamil Nadu in a cost effective manner. The demands include continuation of Optional CENVAT route, fixing lowest slab of GST for textile industry, extending export incentives for cotton yarn export, reduction of excise duty on Man Made Fibres from 12.5 to six per cent and compensate farmers directly whenever the cotton market price rules below MSP.

INDIA NEWS TEA Raises demand for financial support for CETPs The Tirupur Exporters Association (TEA) has asked the government for financial support to keep the effluent treatment plants running that would enable it to retain the competitive edge in the global garments market. The association requested the ministry to release Rs 200 crore as a special grant which according to the association had been already allocated under the 13th Finance Commission. At present CETPs and individual effluent treatment plants are not considered for support under technology upgradation fund scheme (TUFS). According to the association both CETPs and IETPs (individual effluent treatment plants) are as important as other processes in textiles, TUFS should be extended to them also and they should be provided with 50% subsidy mainly to modernise the plants. SIMA Requested Gujarat Govt. to Check Adulteration in Cotton The Southern India Mills Association (SIMA) asked the Gujarat government to take necessary steps to reduce alleged adulteration practice followed by some cotton ginners in that state. According to a report some ginners were mixing cotton waste in the virgin cotton with profit motive, which affected the image of Gujarat due to which mills have now reduced the volume of purchase from the state by 40 to 50%, and started sourcing cotton from other states and also contracted significant volumes for imports from countries like West Africa. Gujarat, which produced about 120 lakh bales of cotton, can consume only 15 lakh bale at the maximum and remaining had to be consumed predominantly by the mills in Tamil Nadu and in other parts in the country. Warangal to Have Largest Textile Park The chief minister K Chandrasekhar Rao announced to set up India s largest textile park in Telangana s Warangal town in an area of 2,000-3,000 acres. The Warangal district collector has already released Rs 100 crore for acquiring land for the textile cluster. The textile parks in different parts of the country like Solapur, Tirupur and Surat were engaged in manufacturing specific categories of garments but the proposed park in Warangal will cover all segments and it will also have an apparel park for readymade clothing. With a population of 10 lakh, Warangal is the second biggest city in Telangana after Hyderabad. Western Economic Diversification Canada, through the Western Diversification Programme, invested close to $3 million to enable Olds College, in partnership with AGM Wear Ltd. (Alberta Garment), to establish the Apparel Innovation Centre. Industrial Relations Programme in Ethiopia Introduced by H&M with ILO & SIDA An industrial relations project in order to improve the development of a socially sustainable textile and garment industry in Ethiopia has been launched by H&M in collaboration with International Labour Organization (ILO) and Swedish International Development Cooperation Agency (SIDA). This three year project, an initiative by H&M will assist the Ethiopian government, social partners and major industry stakeholders to promote social dialogue and improve productivity as well as improve wages and working conditions through nurturing sound labour relations practices and promoting collective bargaining. This project in Ethiopia is part of the agreement between the ILO and H&M was signed in September 2014 with an aim to establish a positive and innovative model for other brands and create a global alliance to promote the ILO s Decent Work Agenda in the supply chain of the global garment industry. The company will also open two more outlets in the National Capital Region in the next two months and will also be launching an outlet in Bengaluru within this time. SURAT NEWS www.yarnsandfibers.com Surat aims to turn into manufacturing hub for medical textiles The Man-Made Textile Research Association (MAN- TRA) is working on a Rs 25 crore pilot project approved by Gujarat Government to manufacture hygiene products and medical textiles, including adult and baby diaper, masks, surgeon gowns and gloves, surgical shoes and blankets at 6,500 square meter of land at Karanj. The project will receive 25% funds from MANTRA and rest from the state government in which the government has already released Rs 1 crore for the project. According to MANTRA this is first-of-its-kind project for hygiene products and medical textiles in the city under public-private partnership model. Under this project the association will import machines to manufacture disposable medical and hygiene products from China as the machines are available at one-third of the price in China compared to Europe. The disposal medical textiles are manufactured from non-woven fabrics and in Surat, there are many who manufacture non-woven fabric on shuttle-less looms. The disposal medical and hygiene products are the need of the day and there are very few players in southern and northern India who manufacture such products due to which over 90% of disposable hygiene products and medical textiles available in India are imported which makes it costly due to which only 20% of the people in India afford these products. With an aim to make these products affordable in India, Surat plans to become a leader in disposable medical products. India s first Bemberg silk fabric to be Processed at Surat Asahi Kasei Fiber Corporation, a Japanese fibre yarn manufacturing company, has joined hands with Surat Art Silk Cloth Manufacturers Association (SASCMA) to process and develop India s first Bemberg silk fabric, a substitute for natural silk. Till now Japan, Italy and France are enjoying the monopoly in manufacturing this fabric from Bemberg yarn, which is widely used in western outfits, linings in coats, innerwear, sportswear, T-shirts, non-woven technical textiles, etc. Over the years, Asahi Kasei has improved the quality of Bemberg and expanded its applications and now Surat will be the first centre in India to process the fabric from Bemberg yarn, a trademark of Asahi Kasei Fiber Corporation, which is a part of Asahi Kasei group. SASCMA is the sole distributor of Bamberg yarn from Asahi Kasei in the city. Around 5,000 tonnes of Bemberg yarn is being imported annually from Japan for the last 40 years to manufacture duppatas and sarees. The app has come as boon to powerloom weavers in Surat who now have an opportunity to transact business in a secure environment without worrying about fly-by-night operators. The aim of this application is to make deals between traders, wholesalers and weavers of Surat s textile industry, faster and secure. Development costs are relatively low for these industries due to use of 3D technology. Almost all cars, airplanes, and buildings are first developed in 3D software, where they are analyzed for aesthetics and function. By comparison, in the apparel industry it is common practice for an entire physical garment to be made before the designer determines whether or not they like the colour, print, style, and fit. Thereafter, developers waste their resources on multiple samples for every change until the designer approves the garment for production. Imagine if the development processes for other industries were the same as those of the apparel industry: make an entire prototype of a car, building, or airplane, and then determine if the look is acceptable; make a three story house with 10 bedrooms and then try to change the location of stair cases, windows, or doors. Cars, houses, and airfare alike would cost more than double what they do now. Globalization is the main reason why apparel product development has turned into such a convoluted process. A process that was once completed from start to finish by only a few people now has ten or more people (often from different continents) involved. Many people within the industry recognize this fact, however these same people continue to use the methods that have been proven as failures. Tech packs that are many pages long have become a standard for international communication between brands and vendors. The vendor might even designate a tech pack translator to translate each tech pack into the local language before sending it to the development team. Even without a language barrier, tech pack content interpretation can vary even between individuals at the same site. Hoping that nothing was lost in the translation, the development team creates a sample based off the information included in the tech pack (measurements, flat sketches, instructions, etc.). Naturally, there is much room for miscommunication before even one pattern piece is drafted. Once a sample is complete, the vendor often uses a cloth-covered fit form provided by the brand to check the garment for proper fit and balance. But because of the friction caused by the form s cloth exterior they cannot simply dress the form and observe how the fabric falls on the body. They pinch and pull the garment until it looks right. TECHNOLOGY UPDATE Our biggest challenge has been working with vendors who used clothcovered fit forms nominated by brands and retailers for checking the fit of a garment. The vendor tries to compare a physical sample on a fit form. Of course, the drape is never the same. We all know that fit forms are not an exact replica of a human fit model in terms of shape. Also, fabric reacts different with cloth-covered fit forms than it does with human skin, explains Ram Sareen, CEO and Head Coach of Tukatech, Inc. There are also many inconsistencies between the fit model s body and the fit form itself. Size, measurements, and shape, although related, are not interchangeable. Fit forms may match the fit model s body measurements, however they fail to capture the distribution and proportion of those measurements, and therefore the actual shape of the fit model is lost. Almost every person who fits their samples on a fit form understands that they will fit differently when evaluated on the live fit model. However, they continue to use the fit forms as a standard when it comes to checking the samples, and many iterations of the same garment are made due to this inconsistency. A vendor may go through the sampling process multiple times before the sample is approved internally. Then days are lost in shipping time before the brand receives the garment. Once the garment is finally reviewed on the live fit model, she will walk, squat, or perform some other physical task to test the garment s fit and comfort while in motion. This process cannot be replicated by the vendors with the use of fit forms, so a plethora of fitting issues may immediately come to light that the vendor initially has no way to be aware of. After this examination, the designer notes any required fit or aesthetic changes, which are communicated to the developers, and the process repeats from the beginning. This happens an average of three times, adding up to approximately six weeks dedicated to the approval of one sample. The attitude throughout the apparel industry is one that recognizes a need for faster approvals, however rather than adopt new practices, the same old machinery is continuously oiled and greased with the hope that maybe this time it will produce better results. The answer here is simple: apparel product development was at its best when the whole process was vertical. The designer illustrated their ideas, and communicated directly with the pattern maker. The pattern maker collaborated with the sample maker to determine garment construction, and then the SO, WHAT WORKED? Prototype would be cut and sewn. The model came for a fitting session, in which all people involved would be present to analyze the fit and look of the garment, listen to the model s feedback, and immediately make any necessary changes to the pattern. Although the transition has been rather slow in comparison to the automotive, aerospace, and architecture industries, many apparel brands, retailers, and vendors are starting to see the benefits of switching from manual to digital product development. CAD systems for apparel product development enable effective communication between designers, pattern makers, sample makers, merchandisers, manufacturers, and many other key players in the development process. The biggest consideration in choosing a technology for fit development is to have the exact replica of the fit model. In capturing the measurements and unique contours that comprise a fit model s body shape, 3D virtual models replace cloth body forms as a more realistic and accurate measure of garment fit. This technology gives users the ability to have the same fit model around the world, in any factory, at any time of day. When Tukatech created an exact replica of our fit model s body, we found that the shape and details were so different from the same brands fit form purchased by us. Once we stopped comparing the physical sample on the fit form to the 3D sample we saw on the screen, the approval of our first submitted sample jumped to 95%, commented Anusha Rodrigo, Senior Vice President at Star Garments, Sri Lanka. Not only can samples be digitally stitched and draped on an accurate 3D fit model, but animation (walking, posing,jumping, squatting, etc.) can also be applied, which provides the user with live feedback to verify the fit while the model is in motion. Arshad Sattar, Managing Director of TIMEX and Aviraté, Sri Lanka explains, It is very important for us to see the actual drape of fabric in motion. Without real time motion simulator from Tukatech, we could never go to approval of the final garment digitally. After fit approval, any number of prints and textures can be applied to a 3D garment to create the look for the style. At Adrianna Papell, USA, we make dresses with many different fabrics, prints, and colorways. With TUKA3D 2015 we are able to take many prints and colorways and with just the click of a button we can see the same garment in dozens of different strike-offs, explains Asheesh Amin, Chief Operating Officer. This technology also integrates with Adobe Illustrator and Photoshop, allowing the user to create hundreds of virtual samples without having to make a single physical garment. Denim companies, for example, utilize these feature to virtually develop different types of washes and embellishments, saving time and cost of development. Once the digital look is approved then the garment is replicated as a physical sample. Cloud-based collaboration tools provide developers and approvers with the experience of being in the same room during the sample approval process, so that communication gaps are breeched. Garment images and videos are uploaded to TUKAcloud, as well as a 3D export of the digital garment on the virtual fit model. These files are conveniently stored all together online, so there is no need to sift through an endless inbox or cluttered desktop to access a style s data. Rather than a backandforth exchange, the conversation between vendor and buyer becomes more collaborative. They can examine the garment in the same way they would in real life. Approvers pan and rotate around the 3D sample to view from any angle, without having to download any additional software. Any adjustments are directly pointed out and instantly sent to the 3D operator, who can then make the necessary corrections and quickly upload an updated style. This solution has allowed Indochine International to reduce their product development cycle from 90 days to 6 days. Moreover, says Janet Xu, Owner of Indochine International, the reduction of product development time allows us to do a lot more styles for more customers. Previously we didn t have a way to do this. We would create some kind of 2D sketch of a jersey. Approximately 70% of its product is destined for more than 110,000 points of sale in the local market, including the company s own-name stores, while the remaining 30% is exported to other countries. Maxwell Industries wanted to expand its presence in India and its two other main markets: Africa and the Middle East. To do this, it needed to replace its partially-outsourced, manual process with an automated lean pre-production process that would streamline operations and reduce costs, without sacrificing the quality on which the company had built its reputation. Maxwell Industries asked Lectra to help them improve their development process and boost productivity in their cutting room at their main plant in Thingalur. Once the changes had been made, the company was able to speed up its development process, reduce its fabric consumption by 5% and, thanks to fewer errors, produce a better quality product. TECHNOLOGY UPDATE Maxwell Industries is a verticallyintegrated fashion company whose activities span from raw material sourcing to in-house design to retail. The company was already a household name in the local undergarment industry but in order to expand, it needed to rethink its way of doing things. We not only wanted to streamline our process and improve quality, we also wanted our plant to be as lean and green as possible, explains Kapil Pathare. A NEW WAY OF WORKING Maxwell Industries knew it needed to make major changes to its historically manual way of working, but this was easier said than done. The company had no experience with automated processes and needed a partner they could trust to help them with the transition. We outlined our specific challenges in production, pattern and marker making, and Lectra helped us address and find solutions for each one, recalls Pathare. Their experts walked us through a detailed project plan and explained the methodology behind it. Then, at each milestone, we reviewed the objectives together and made adjustments as needed. With Lectra s support, Maxwell was able to automate its pattern making, marker making, spreading, cut planning and cutting. Lectra s integrated solutions also streamlined communication across the company s different departments. Because workflow improved in the cutting room, it improved in sewing, which gave us a smooth process from beginning to end, says Pathare. Thanks to Lectra s patternmaking technology, we eliminated paper patterns, which saves us a great deal of time and fits in with our green initiative. MOBILIZING RESOURCES FOR REAL RESULTS Seeing an opportunity for improvement, Lectra experts helped Maxwell Industries redefine the workflow in their cutting room based on lean methodology. Our cutting operation used to be extremely labor intensive. We have now drastically reduced the number of people we need in the cutting room and redistributed them to other departments, where they add more value, says Pathare. The company has also been able to move all of its cutting, previously partially outsourced, in-house. Between automation and a new efficient process, Maxwell has reduced its fabric consumption by more than 5% and seen a 1% drop in rejections due to poor quality. UNCOMPROMISING QUALITY AT TODAY S MARKET PACE Maintaining high quality standards was a big concern for Maxwell Industries. The company had worked hard to build a reputation for itself and wanted to be sure this new endeavor didn t compromise years of careful brand building. At the same time, the Indian group was under pressure to keep up with the demands of today s market. e have a better understanding of our plant capacity Wand can more accurately predict what resources we will need, which helps us better plan for production, says Kapil Pathare. We ve seen more than a 5% drop in fabric consumption, thanks to Lectra. Not only does our customer expect a certain standard of quality from our brands, we need to deliver it on shorter and shorter deadlines if we want to maintain our position in the marketplace, explains Pathare. Lectra s dedicated cutting-room technology allowed the company to automate menial tasks and achieve more consistent results in its cutting room, with less time wasted on re-cuts. We have been able to improve on quality and cut down on manufacturing defects. This adds value to our whole operation, as we can continue to provide a superior product to our customers in a timely fashion, Pathare observes. FORGING AHEAD Maxwell was so impressed with the results in its Thingalur plant that it has chosen to roll out a similar project in its Umbergoan, Gujarat facility. The future looks bright for the Indian company, which is ready to tackle its ambitious plans for expansion. We are very satisfied with our partnership with Lectra. FAIR & EVENTS During the inauguration, Shri Gangwar highlighted the need to strengthen the apparel export industry as it plays a significant role in country s economy. Government has taken several initiatives under the leadership of Prime Minister Shri Narendra Modi, to make development participative and inclusive, in line with the core governance philosophy of Sabka Saath, Sabka Vikaas, said Gangawar. He further added, Whenever I come to IIGF, I find more and more exporters are participating with large number of reputed overseas buyers. He assured that Ministry of Textiles would continue providing support for organization of India International Garment Fair, as this industry provides large employment and earns precious foreign exchange for the country. Smt Rashmi Verma, Secretary Textiles, Ministry of Textiles stated that, The Government has emphasized on the economic vision based on the boosting manufacturing, growing exports and generating more and more employment; the idea is to embark on the path of inclusive & participatory growth. The Govt has already revised TUFS scheme so that players can make investments and have latest technology to be able to produce world class products. The Government has allocated around Rs 18,000cr for TUFS and is also looking at the new textile policy very soon. Shri Ashok G Rajani, Chairman, AEPC said, The Garment Export Industry is extremely thankful to Shri Santosh Kumar Gangwar for providing number of benefits to the garment industry. He added, We want to take this garment export industry to achieve high growth each year and if necessary stimulus is provided it can generate 2200 jobs with an investment of Rs. 30 Cr in land, building machinery and utilities. The unique feature of our industry is that with this Rs. 30 Cr investment, the garment exports of Rs. 120 Cr can be achieved, out of which, Rs. 30 Cr would go as wages to the workers. He emphasized that the industry has a potential to grow much faster and achieve double the exports in relatively short time if it gets the employment linked incentive scheme for this sector. Expressing the concerns of the garment export industry Shri Rajani, stated that, Exporters are concerned with zero duty access in EU market by Vietnam. Vietnam exports are likely to grow faster due to implementation of zero duty from 2017. (India faces import duty of 9.6%). Trans Pacific Partnership Agreement allows export opportunities in Vietnam to USA with a benefit of 17-30% export duty relief. India-EU Broadbased Trade and Investment Agreement (BTIA) are yet to be finalized, exporters are expecting faster conclusion of the talk so that they can compete with Bangladesh and Vietnam. Informing on the garment export growth Shri Rajani, informed that, RMG exports were to the tune of USD 1440.8 million in December 2015 with increase of 5% against the corresponding month of December 2014 which was USD 1372 million. India s RMG export to World in the April-December of 2015-16 was to the tune of USD 12473.9 million which is up by 2.8% compared to the same period of previous financial year. Shri Rajani also requested the Government for the Labour Laws simplifications that includes women employee should be allowed to work in night shifts, fixed term employment, given the industry s seasonal nature, enhancement of working hours and relaxation in overtime and quarterly cap and liberalizing procedures for lay-offs, which is the need of the hour. Around 40 LAPF partners showcased their innovations in LIVA fabrics to 160 garment exporters, including international brands such as Marks & Spencer, Macys, and GAP, apart from Shahi Export, Orient Craft, Pearl Global and Richa &Co. Top February 2016 buying houses such as Triburg, Impulse, Li & Fung, and Asmara, domestic brands like Biba and ITC were present. India is the second biggest textile hub in the world with a huge potential for Man Made Cellulosic Fibre (MMCF) Clothing. The conclave in Noida provided an open platform to integrate leaders in the value chain from Spinner to Fabricator to Garmented & Brands to achieve excellence, said Manoher Samuel President, Marketing and Business Development at Birla Cellulose. We will help the LAPF partners to promote their products at the international level by enabling them to take part at different marketing forum, apart from helping them with design developments and technology, said Manohar. LAPF conclave which was held along with Noida Apparel Exporters Cluster as part of the ongoing efforts to help the partners reach out directly to the leading women s wear exporters and international brands. The conclave also saw the unveiling of LIVA Spring Summer 2017 Collection with innovations like Modal Knitted slubs, Modal Denim, Lurex embellishments in LIVA blends & Modal Yoga Wear. The LIVA SS 17 would be showcasing the collection in 2 unique themes namely Tropical Trails and Leisure Luxe. Birla Cellulose launched its fabric brand LIVA in March 2015 in line with the vision of establishing connect with the end consumer in the viscose staple fibre business. LIVA accredited partners are closely working with Birla Cellulose on a variety of projects. Fabrics from LAPF are of world class quality as they follow LIVA Accredited norms & process guidelines. Birla cellulose team hopes to continue the collaboration with LAPF on innovation, product perfection and speedy service so that India becomes the most preferred textile hub for MMCF in the years to come. During the conference, Lalit Thukral, President, Noida Apparel Exporters Cluster said, High quality fabrics for making garments as per the market trends is the need of hour, the network of Liva and their expertise in offering wide range of fabrics will be a great benefit for exporters in Noida region. Thukral also said that in the coming times, Liva will have fabric showroom in Noida region so that exporters in the region can source fabrics as per the demand. The event saw exporters from Delhi, Noida and Gurgaon who came to see latest range in fabrics using LIVA as per the market trends. After the press conference, the event saw presentation by the group on the growth of Man- Made Fibers in India as compared to the cotton fibers, which consumer more water and is also harmful for the environment. The figures depicted that in the times to come MMF will cater to large segment of Indian population as it is likely to make a dent among masses.
