Ecological criteria for the procurement of cleaning agents (10001/17.10.2012) 1. Introduction Important objectives regarding implementation of environmental protection in the facilities of the Vienna City Administration include reduction of resource consumption (e.g. energy), prevention of substances harmful to the environment, prevention and reduction of waste, the ecologically appropriate treatment of unavoidable waste, as well as reduction of noise and hazardous substances. The application of the following criteria especially contributes to the reduction in use of substances that are harmful to the environment and human health in cleaning. Information for users The following minimum requirements shall not apply to disinfectants, disinfectant cleaners nor to special cleaning products. Dishwasher detergent and rinse aid shall be procured from the same producer so that substances and dosage are adjusted correctly. The use of rinse aid shall always be scrutinised. If bleaching is necessary with dishwasher detergents, no bleaching agents containing chlorine shall be used. Factory coated linoleum and rubber floors (e.g. polyurethane and acrylate coatings) usually do not need any initial care and therefore any basic cleaning either. However, if initial care is absolutely necessary, the respective care products for non-factory coated linoleum and rubber floors can be used. The basic cleaning agent should be adjusted to the initial care product in order to ensure ideal cleaning results. In this case it is recommended to use the products by the same producer. It shall be defined whether basic and initial cleaning agents need to be suitable for scrubbing machines. It shall be defined for how long the protective layer of the initial care product needs to last. If durability of the protective layer of the care products against disinfectants and alcohol is required, it shall additionally be stated. The type of product shall be defined (powder or liquid). The required pack size shall be defined (in litres). When comparing different quotations, the prices of the utility solutions shall be used. For floor cleaning agents (basic, initial, floor care) the capacity (per 100 m 2 ) shall be taken into account. 2

The only microorganisms allowed in sanitary cleaning agents are those intentionally added by the producer. They need to be indicated on the label and shall only contain microorganisms of risk group 1 (according to the definition of biological agents at work as stated in the Workers Protection Act - ASchG 1 and in the ordinance on biological agents at work - VbA 2 ). Proof shall be provided by the tenderer. 2. Product groups This criteria list contains minimum requirements for: Laundry detergents Heavy-duty detergent Colour detergent Cleaning and care agents Universal cleaning agent (all-purpose cleaner) Intensive cleaner Dishwasher detergent and rinse aid - Powder dishwasher detergent for household dishwashers - Liquid dishwasher detergent for commercial dishwashers - Wash-up liquid for manual cleaning - Rinse aid Abrasive cleaner (liquid) Floor wiping care Sanitary cleaner Glass cleaner Alcohol-based cleaner Cleaner for scrubbing machines Basic cleaners (floor) and initial treatment agents Basic cleaner - Basic cleaner for removing the initial treatment agent of polyolefin-, natural stone, artificial stone and PVC floors - Basic cleaner for removing the initial treatment agent of non-factory coated linoleum and rubber floors - Initial treatment agent for the initial treatment of polyolefin, natural stone, artificial stone and PVC floors and non-factory coated linoleum and rubber floors 4

3. Minimum requirements of products 3.1. Laundry detergents 3.1.1. Heavy-duty detergents Heavy-duty detergents shall be used for washing laundry with a washing machine excluding wool and silk. It shall be suitable for temperatures between 30 to 90 C and chlorine-free. 3.1.2. Colour detergents Colour detergents shall be used for washing colour laundry with temperatures between 30 to 60 C (without bleach). 3.2. Cleaning and care agents 3.2.1. Universal cleaning agents (all-purpose cleaners) This product shall be used for wiping all kinds of objects and water-resistant surfaces that have a normal degree of soiling. It shall thoroughly remove all kinds of dirt as well as light amounts of limescale. The cleaned surface shall dry without leaving any streaks or residues. Its ph value shall only range between 6 and 10. 3.2.2. Intensive cleaners This product shall be used for rinsing all kinds of objects and water-resistant surfaces of a heavy degree of soiling. It shall thoroughly remove all kinds of heavy dirt as well as light amounts of limescale. The cleaned surface shall dry without leaving any streaks or residues. Its ph value shall only range between 8 and 10.5. 3.2.3. Dishwasher detergents and rinse aids 3.2.3.1. Powder dishwasher detergents for household dishwashers The product shall be suitable for washing dishes with a household dishwasher (not for manual washing of dishes), it shall be hard water resistant, low in dust, easy to dose and produce little foam. It shall clean the dishes effectively, dissolve grease and conserve the dishes. 5

3.2.3.2. Liquid detergents for commercial dishwashers The product shall be suitable for hygienic machine dishwashing in commercial dishwashers (not for manual dish washing). This low-foam detergent shall emulsify fatty residues and encrustations. 3.2.3.3. Liquid detergents for manual dishwashing The product shall be suitable for manual dishwashing and mild on skin. It shall emulsify fatty residues and encrustations. 3.2.3.4. Rinse aids The product shall be slightly acidic, have a self-drying effect and be suitable for machine dishwashing. The product shall guarantee a residue-free drying of the dishes and shall not produce foam. 3.2.4. Abrasive cleaners (liquid) Abrasive cleaners are to be used for removing soiling on all water-resistant surfaces and objects. Its ph value shall only range between 8 and 10. 3.2.5. Floor wiping care products Floor wiping care products shall be used for cleaning and caring for all water-resistant hard floors (e.g. linoleum, rubber, synthetic material, natural stone and artificial stone, sealed wooden flooring). The product shall have a cleaning, caring and surface-friendly effect; it shall be easy and fast to use. Furthermore, residues shall be easy to remove and polish. It shall have anti-slip properties. 3.2.6. Sanitary cleaners Sanitary cleaners shall be used for the cleaning of acid-resistant surfaces such as chromium fittings, wash basins, toilet bowls, acid-resistant enamel, acidic-resistant wall and floor coverings, anodised window frames, glass, synthetic material or stainless steel. The product shall remove limescale, encrusted dirt, lime soap, skin fat, light oil and fatty residues in toilets, bath tubs, etc. in one go and dry spotlessly. Its ph value shall only range between 2 and 6. 6

3.2.7. Glass cleaners The cleaner shall be ready to use, suitable for glass and all smooth surfaces and shall clean in a streak-free manner. 3.2.8. Alcohol-based cleaners (gloss cleaner) The cleaner shall be suitable for all washable, hard and glossy surfaces and shall clean in a streakfree and quick-drying manner. 3.2.9. Cleaners for scrubbing machines The product shall be used for water-resistant floorings with heavy soiling, as well as in scrubbing machines. It shall be a low-foam cleaner, the surface shall dry quickly and remain streak-free. Its ph value shall only range between 8 and 11. 3.3. Basic cleaners (floor) and initial treatment agents 3.3.1. Basic cleaners (floor) 3.3.1.1. Basic cleaners for the removal of initial treatment of polyolefin, natural stone, artificial stone and PVC floors The product shall remove initial treatment agents (e.g. wax and polymer coatings), as well as heavy soiling (e.g. oil and fatty encrustation). Its ph value shall only range between 10 and 13.5. 3.3.1.2. Basic cleaners for the removal of initial treatment of non-factory coated linoleum and rubber floors The product shall remove initial treatment agents (e.g. wax and polymer coatings), as well as heavy soiling (e.g. oil and fatty encrustation). Its ph value shall only range between 10 and 11. 3.3.2. Basic cleaner for initial treatment of polyolefin, natural stone, artificial stone and PVC floors and non-factory coated linoleum and rubber floors The product shall create a durable surface with good abrasion resistance and a specified date of minimum durability. The protective layer shall be stain repellent, resistant to wiping, remove traces, dry quickly and be slip resistant. Electrical conductivity and slip resistance (R rating) of the floor shall not be negatively altered by applying the initial treatment agent. 7

4. Content limits of the products The following pages list the minimum requirements for the exclusion of substances in laundry detergents, cleaning agents and care products, as well as basic cleaners (floor) and initial treatment agents. For reasons particularly concerning the protection of workers, the content limits of the respective substances refer to undiluted products (solutions and concentrates). The content limits specified in the minimum requirements shall not be exceeded. Requirements for concentrates Water content in liquid product shall not exceed 7. The solution produced with the concentrate shall make it possible to stay below the given limits for solutions when adhering to the specified dose of the producer. Concentrate containers shall be labelled in such a way that it is clear that the concentration may only be used with an appropriate dosing system. The system shall prevent the user s direct contact with the concentrate. It shall be a closed and/or automatic dosing system. The users shall not come into contact with the concentrate during dosing. The applied dosage (for normal soiling) shall not exceed 0.5 % by weight. The dosing system shall have a tolerance of max. ± 10 %. Additionally, the words concentrate or concentrated shall be stated and clearly legible on the label. It can be part of the product name or printed as additional clarification on the label. The label shall show the dosage recommendation in a sufficiently large size. 8

Packaging Halogenated polymers are in principle undesirable in packaging. Tenderers shall state, whether and in which collection and recycling system according to section 11 of the 1996 Regulation on Packaging, Federal Law Gazette (BGBl.) II No 648/1996 in the applicable version they are participating in.
