Together, we help each municipality find additional, much-needed funding while protecting the local environment and optimizing the community s recycling efforts. Our services help municipalities address two of their most important challenges: fiscal growth and environmental compliance. Help us protect your contribution plastic bags and tie bags closed for more information, call 888.325.FTRP (3877) email: Info@TextilePrograms.com web: TextilePrograms.com FLORIDA Textile Recycling Programs, All Rights Reserved Help us protect your contribution Place clothes and shoes in plastic bags and tie bags closed before putting them in the bin OUR MISSION is to provide a convenient way for the public to recycle their clothes, shoes and textiles through exclusive municipal contracts. Our efforts reduce municipalities carbon footprint, provide municipalities with fiscal growth and disposal savings, stimulate charitable contributions through municipalitysponsored programs and provide a source of clothes, shoes and textiles to those in need in the United States and throughout the world. Municipality Program

According to the Environmental Protection Agency, the average American discards 70 pounds of unwanted clothes, shoes and textiles into landfills each year, which amounts to an astounding 16.9 billion pounds* of preventable waste every year. FLORIDA Textile Recycling Programs utilizes processes developed over nearly three decades to help the environment by minimizing the textile waste in local landfills. Help us protect your contribution Place clothes and shoes in plastic bags and tie bags closed before putting them in the bin NO DUMPING Do not leave any items outside this bin. These recycling bins are authorized to be at this location. Others will be towed at owner s expense. FLORIDA Textile Recycling Programs is the first company in the country to be awarded an exclusive municipal contract for textile recycling, in the Town of Davie, Florida. THE COMPANY In February 2015, FLORIDA Textile Recycling Programs became the first company in the country to be awarded an exclusive municipal contract for textile recycling, in the Town of Davie, Florida. The Company works with both for-profit and non-profit entities that collect, manage and distribute clothes, shoes and textiles. Our efforts stimulate local economies through market creation, small business promotion, job creation and charitable fundraising. FLORIDA Textile Recycling Programs provide a significant source of revenue and employment, while helping to reduce each municipality s carbon footprint. BUSINESS PROFILE Protection of the environment by keeping reusable clothes, shoes and textiles out of local landfills. Reinforces the municipality s commitment to green recycling programs, that ensure ongoing improvements with their aesthetics, while reaffirming the environmental monitoring, compliance and enforcement provisions of the municipality s code of ordinances. The generation of funds for municipalities to use at their discretion to assist non-profits and those in need in their community. Funds may be used to subsidize many areas where municipalities have needs. PROGRAM BENEFITS Additional revenue used at Municipality s discretion Disposal savings Additional recycling credits available Regulation through exclusive contracts allows municipalities to control the location and number of bins placed in their community All locations approved by city officials in accordance with corresponding ordinance Liability insurance and indemnification provided Provides the public with a convenient way to recycle their clothes, shoes & textiles by keeping them out of local landfills Reducing carbon footprint by using the Bin Location Information Program (BLIP ), where sensors monitor the fill levels of each recycling bin and send notifications when bins need servicing Existing exclusive contract may be piggybacked OPERATION Each municipality has a specified number of recycling bins and site trucks mutually agreed upon by the Company and municipality. Attended site trucks will be used when necessary for those residents in need of assistance, and for handling the volume of busy locations. Using the company s Bin Location Information Program, BLIP, the Company can visualize each municipality on an interactive map that includes the placed recycling bins. In addition to tracking each location, BLIP monitors the load level in each bin. This feature significantly reduces the carbon footprint by automatically generating a roadmap with the most efficient route to those recycling bins that need to be serviced. March 29, 2018 Re: City of Hollywood s Introduction of a Textile Recycling Collection Bin Program Dear Business Owner: On January 24, 2018, the City of Hollywood entered into a franchise agreement with FLSC, LLC to provide Textile Recycling Collection Bin Services for the City of Hollywood. As part of the Textile Recycling Collection Bin Program, the City Commission established a Community Endowment Trust Fund under which the City will receive a guaranteed revenue stream from FLSC and the annual revenue will be distributed to the Hollywood Police Athletic League (PAL), the Hollywood Police Explorer Program, the Homeless Family Reunification Program and the Youth Ambassador Program in accordance with Resolution No. R-2017-350. Furthermore, FLSC will provide the City with additional funding to be used for vouchers to be distributed to crime victims, families in need or homeless individuals in the family reunification program which may be used to purchase items at FLSC s retail store. This program is modeled after a similar program in the Town of Davie which in the past three years has already collected nearly three million pounds of textiles in their clothing bins and prevented these items from entering landfills. Our mutual goal is to implement a successful recycling program which provides a unique opportunity to be environmentally sound while aiding others in need of assistance. To that end, FLSC has identified private property locations that may serve as potential sites for the hosting of a textile recycling bin. You are receiving this letter because FLSC has an interest in utilizing your property to provide these recycling services. Any private property participation is voluntary and must be mutually agreed to by FLSC and the property owner. The Textile Recycling Collection Bin Program has an environmental component which will assist in reducing the burden on our landfills through the reuse and recycling of textiles and shoes. In addition, all bins will contain monitors to notify FLSC when they are nearing capacity. FLSC will be responsible to ensure the cleanliness of the area surrounding the bins.

Business Owner March 29, 2018 Page 2 Your participation will contribute to the success of the Textile Recycling Collection Bin Program and the Community Endowment Trust Fund. With your authorization to proceed, FLSC will process the necessary paperwork for City review and approval. If you have further questions regarding this City program, please contact Major Derik Alexander at 954-967-4569 or via email at dalexander@hollywoodfl.org. Sincerely, Chris O Brien Chief of Police c: Dr. Wazir A. Ishmael, City Manager George R. Keller, Jr., Assistant City Manager for Public Safety Mayor, Vice-Mayor and City Commissioners
