COUNTY OF SACRAMENTO STORM DRAIN STENCILING PROGRAM STENCILING AGREEMENT I am authorized to act on behalf of, the sponsor volunteer organization, hereinafter referred to as the Sponsor. I have carefully read and understand the Guidelines and Instructions for the County of Sacramento Storm Drain Stenciling Program, hereinafter referred to as the program or project. In consideration of the Sponsor s participation in the program, I hereby acknowledge and assume the following responsibilities: 1. Participants in the project are solely under the supervision of the Sponsor. 2. Waivers of Liability, provided by the County, will be signed for each participant prior to the commencement of the project. The sponsor s volunteer coordinator is responsible for collecting these waivers and returning them to the County, along with the completed application form, before starting the project. 3. The Sponsor will train each participant and related safety rules and correct stenciling procedures. Sponsor is responsible for insuring that individuals abide by the Guidelines and Instructions for the program, and exercise due care and caution while participating in the project. 4. The County of Sacramento will provide liability waivers, stenciling kits, maps, guidelines and instructions which the Sponsor insures will be used only as intended and returned to the County in good condition upon completion of the project. 5. The Sponsor agrees to conduct stenciling within both the time frame and geographic boundaries approved by the County of Sacramento. COUNTY OF SACRAMENTO STORM DRAIN STENCILING PROGRAM WAIVER OF LIABILITY I, the undersigned volunteer, or the parent or the legal guardian of the minor volunteer, understand, acknowledge and agree that in consideration of being allowed to participate in this program: 1. I waive any and all claims for injury or damage against the County of Sacramento, its officers, agents and employees, and the sponsor of this project, which I or my child may incur while participating in this program. 2. I assume the risk for any and all injuries or damage which I or my child may incur while participating in this program. 3. I waive any and all claims for workers compensation coverage, and indemnification and defense for tort liability, against the County of Sacramento, its officers, agents and employees, which I or my child may have as a result of participating in this program. 4. I am fully responsible for any damage or injury which I or my child may cause to private property or other persons, intentionally or negligently, while participating in this program, and agree to indemnify the County of Sacramento, its officers, agents and employees, and the sponsor of this project, for any expenses or costs caused by my actions or the actions of my child. PROJECT COORDINATOR RESPONSIBILITIES BEFORE STENCILING 1. Please read the stenciling agreement carefully to understand your responsibilities. 2. Return to the County ALL signed waivers of liability. Volunteers shall not participate until they have signed a waiver. WHILE STENCILING 3. Please DO NOT stencil on storm drains that ALREADY have plastic markers. AFTER STENCILING 4. Clean the used stencils thoroughly before returning them. 5. Please discard all used face masks and gloves. 6. Do an inventory of the kits before returning them. 7. Return ALL kit materials, including empty paint cans, to the County as soon as possible after the stenciling event. Other volunteers may be waiting to borrow them. 8. Please be sure to return the supplied map to the County that shows which storm drains have been stenciled. 5

1. Bring old newspapers to lay the stencil on while cleaning. 2. 3. Bring a piece of cardboard to use as a windbreak while spraying. The cardboard should be one to two feet long. After stenciling each storm drain inlet, clear the nozzle of the spray can. To do this, hold the can with the nozzle pointing up and press the nozzle for one or two seconds. Be careful not to spray anyone or anything. 4. Don t spray too much at one time or the letters will run together. Make small light passes over the stencil until the sidewalk seen through the stencil is just barely covered by paint. 5. Use an old yard stick or other long object to hold down the center of the stencil while spraying. This will achieve clear lettering.

COUNTY OF SACRAMENTO STORM DRAIN STENCILING PROGRAM GUIDELINES AND INSTRUCTIONS 1. It is understood and agreed by the volunteer organization (sponsor) and its volunteers, that all stenciling performed within the jurisdiction of County of Sacramento, will conform to these guidelines and instructions. 2. It is understood that the County of Sacramento Stenciling Program has no authority on private property. The volunteer organization must obtain permission from the property owners to stencil in such areas. 3. The approved application may be canceled at anytime by the County of Sacramento. 4. Volunteers must conduct themselves in a safe, lawful and courteous manner. The volunteer coordinator is responsible for the proper behavior of volunteers and for adherence to the provisions of the stenciling agreement, guidelines and instructions. 8. 9. 10. 11. 12. A copy of the approved stenciling application form shall be kept with each team of volunteers and shall be shown to any representative of the County or any law enforcement officer upon request. Stencil teams must consist of two or more people, with at least one adult over 18 years of age. No minor less than ten years of age shall be allowed to participate unless supervised by his/her own parent or legal guardian. For safety and quality control, stenciling is restricted to daylight hours when streets are dry, when visibility is not reduced by fog and when wind will not interfere with the application of paint. Volunteers shall keep note of which storm drain inlets are stenciled by marking the maps provided by the County. Work shall be discontinued if weather, incident or other adverse conditions cause a hazard. 5. 6. 7. Waivers of Liability will be signed by each participant and collected by the volunteer coordinator prior to any stenciling or work in the public right-of- way, then returned to the County promptly upon the completion of the project. The volunteer coordinator shall provide a copy of these guidelines and instructions to each volunteer and review it with them before each stenciling activity. The volunteer coordinator shall notify the County Water Resources personnel at 874-6851 at least two working days before the start of each activity. STENCIL KIT CONTENTS 1. One five gallon bucket to hold equipment. 2. One stencil. 3. One whisk broom. 4. One traffic cone. 5. One roll of masking tape. 6. One large plastic trash bag. 7. Two cans of spray paint. 8. Three pairs of gloves. 9. Three safety vests. 10. Three dust masks. 11. Three pairs of safety goggles. 12. Paper towels for cleanup. Many thanks for your participation!

SAFETY PRECAUTIONS 1. Volunteers must wear safety vests all times. 2. Stenciling is prohibited on highways, arterial and other busy streets. Stencil only in the areas approved by the County of Sacramento. 3. Never stencil alone, and be aware of traffic. One person, other than the person stenciling must be watching for traffic at all times. 4. Stay off the street and out of traffic lanes except to cross streets. 5. Never spray towards another person. Do not stencil if paint might get on a vehicle or other property. STENCILING PROCEDURES 1. Obtain, sign and return individual liability waiver to the volunteer coordinator and review stenciling guidelines, safety precautions and stenciling procedures with the volunteer coordinator prior to any stenciling. 2. Wear old clothes and shoes that you don t mind getting paint on. Put on safety vest. 3. Locate drain inlets in the area shown on the map. 4. Place traffic cone in the street towards the direction of traffic, but not in the traffic lane. 5. Determine the best location for stencil-the preferred position is on top of the curb above the drain inlet. Alternative locations are the top of curb on either side of the drain inlet. The stencil should be placed so that the message can be read from the street. 6. Use the whiskbroom to clean the area to be stenciled. 7. Place the stencil on the curb. Tape down the corners of the stencil with the provided masking tape. 8. Wearing the provided gloves, dust mask and safety goggles, shake the can of spray paint for one minute. 9. Hold the can about six inches above the stencil. Spray lightly in sweeping motions without stopping in one place. Two light coats are better than one thick coat, which will run. Do not spray beyond the edges of the stencil. Always wear the provided gloves, mask and goggles when painting the stencil. 10. Carefully lift off the stencil. Remove the masking tape and wipe the stencil with a paper towel if necessary. Place the soiled tape and towels in a trash bag. 11. If the stenciled message smudges or is unreadable, do not try to clean it off. Your technique will improve with the next drain inlet. 12. Please mark on the provided map the location of the inlet you have just stenciled. Tell the volunteer coordinator if you are unable to stencil any of your assigned map area. 13. If you notice oil, paint or any other substance in a drain inlet, make a note of the material and location. Inform the volunteer coordinator who can report the polluted drain to the County of Sacramento Water Resources Division at 874-6851. 14. Gather materials and move to the next location, placing information flyers on the doormats of homes as you move along the streets. It is illegal to put flyers in mailboxes. 15. When work is completed, please lay stencils flat to dry and return all stenciling materials to the volunteer coordinator. Please properly dispose of soiled tape, towels or other waste. 16. Clear spray nozzles according to directions of the can.

Procedures for stenciling storm drains on private property at or near your business 1. Wear old clothes and shoes that you don t mind getting paint on. 2. Be aware of traffic. Do not stencil in parking lots or alleys when they are busy with traffic. If you are in a parking lot or alley, have an additional person watching for traffic at all times. 3. Do not spray towards another person. 4. Do not stencil if the paint might get on a vehicle or other property. 5. Stencil only storm drain inlets on private property where you have the consent of the property owner. 6. Do not stencil in the public right-ofway. 7. The stencil should be placed so that the message can be read as it is approached from your place of business or from nearby work stations.
