GENERAL SPECIFICATIONS CERTIFICATION The design, materials, workmanship, construction and performance shall meet or exceed all National Fire Protection Association (NFPA) requirements as specified in NFPA 1971, Standard on Fire Protection Clothing for Structural Fire Fighting, 2000 edition. In the event of any contradiction in design criteria, performance requirements, materials, or construction methods between these specifications and applicable NFPA Standards, the more restrictive requirement shall prevail. Additionally, the Garment Manufacturer shall inform the purchaser of each contradiction between these specifications and NFPA Standards. Supplier shall furnish purchaser with a certified statement from UL that the total garment meets or exceeds the requirements of NFPA 1971, 2000 edition. ISO9001 The manufacturer shall be ISO 9001 (2000 edition) certified, thus assuring quality control procedures in the manufacturing of bunker gear. Copy of this certification shall be supplied. EXCEPTIONS All exceptions must listed in writing and attached to the bid. No exceptions to this paragraph. THL RATING The combination of outer shell, thermal liner and moisture barrier shall give a minimum THL rating of 130. TPP RATING The combination of outer shell, thermal liner and moisture barrier shall give a minimum TPP rating of 35. OUTER SHELL The outer shell shall be of a rip stop construction composed of 7.5 ounces per square yards blend of 60% Kevlar / 40% PBI treated with a water repellent finish using an advanced fluorocarbon formulation, Stay Dry Plus. Color to be gold. MOISTURE BARRIER The moisture barrier shall be RT7100 from W.L. gore. The RT7100 is a PTFE based moisture barrier laminated to a non-woven substrate (approximate weight of 4.0 ounces per square yard). SEALED MOISTURE BARRIER All moisture barrier seams shall be stitched and seams shall be sealed with a minimum one (1) inch sealing tape. One side of the tape shall be coated with heat-activated glue. This side shall be oriented towards the moisture barrier seam and applied with heat by means of pressure rollers for this purpose.
THERMAL LINER The thermal liner shall be constructed of 100% aramid batting, quilt stitched with Nomex thread to plain weave Nomex. Total combined weight shall be approximately 7.5 ounce per square yards. JACKET SPECIFICATIONS CONSTRUCTION OF EXTERIOR SHELL All seams shall be locked stitched with Nomex thread (Bonded B69 tex 70) to prevents stitches from coming apart by themselves if cut or used. All major (A) seams shall be sewn using 301 LSBM-4 stitching pattern. Stress points such as pockets, pocket flaps, collar, storm flap shall be bar tacked for increased durability. The base jacket shall be approximately 32 inches and cut to assure increased overlap with the pants. The collar line, the collar, the sleeve lengths and the gussets shall be cut in proportion with the chest size of the jacket. No seams in the centre of the back. Two layers of thermal liner shall be installed on the shoulders of the jacket for increased thermal protection due to compression. ACTION BACK An extensible gusset shall be installed at the back portion of the jacket on each side. These gussets shall measure a minimum of twelve (12) inches long and offer a minimum of three (3) inches of extension. The extremities of these gussets shall be bartacked. COLLAR The collar shall measure four (4) inches high with a six (6) layers construction composed of four (4) layers of outer shell, one (1) layer of thermal liner and one (1) layer of breathable moisture barrier. The collar construction shall be made of two separate collars; a liner collar and an outer shell collar. The liner collar shall be sewn to the jacket liner with two (2) layers of outer shell and one layer of layer of thermal liner in between. The outer shell collar shall be sewn to the outer shell of the jacket body and be composed of two (2) layers of outer shell and one (1) layer of breathable moisture barrier. The liner collar shall be two (2) inches longer than the outer shell collar; it shall overlap and attach to the outer shell collar by the use of five (5) snaps on the exterior. Both the liner and outer shell collar shall be graded according to the size of the jacket. A collar strap made of the same piece as the jacket storm flap ( L shaped) shall be attached to the side of the collar using FR hook and loop fastener of 2 X 2 on the flap and 2 X 5 on the collar to prevent any opening in this area. No internal Velcro, snaps or zips shall be accepted for attachment of the liner collar to the outer shell collar.
SLEEVES The pre-formed sleeves and gussets shall be cut full length in proportion with the chest sizes. An extra piece of outer shell shall be sewn under the arm to increase arm elevation, the same procedure shall be used for the interior liner of the jacket, and this system is called Reach Flex. The wristlets shall be sewn to flame resistant neoprene which in turn shall be sewn the exterior shell approximately four (4) inches above the sleeve cuff to avoid water penetration in the sleeve. Two (2) water evacuation eyelets shall be installed on each sleeve end. CLOSURE SYSTEM The positive closure system shall consist of a heavy duty brass Nomex zipper of approximately twenty three (23) inches long graded to the size of the jacket. The storm flap shall be approximately five (5) inches wide and twenty six (26) inches long in a "L" shape and constructed of four (4) layers: two (2) layers of outer shell, one (1) layer of moisture barrier and one (1) layer of thermal liner. The flap shall be fastened to the front jacket by means of FR hook and loop fastener two (2) inches by twenty three (23) inches on the flap and two (2) inches by twenty three (23) inches on the front panel of the outer shell. WRISTLETS A regular shaped Nomex wristlet shall be attached to the neoprene gaiter a each sleeve end. THERMAL LINER AND MOISTURE BARRIER CONSTRUCTION All major (B) seams shall use 516 SSA-2 stitching pattern with Nomex thread (Elite tex 45). This inner liner construction shall be cut a maximum of three (3) inches shorter for the jacket and one (1) inch shorter for the sleeves. This inner liner shall be attached to the outer shell with five (5) snaps on each side of the front closure of the jacket protected with a layer of breathable moisture barrier and two (2) tabs with snaps at each sleeve end. This inner liner shall be attached to the collar with five (5) snaps at the exterior of the collar. An additional layer of thermal liner shall be sewn in the shoulder area for increase protection. A hanging loop constructed of shell fabric measuring 4" long by 3/4" wide shall be installed in the neck area of the liner. POCKETS The jacket shall be equipped with two (2) semi-bellow pockets measuring between eight (8) to ten (10) inches high by eight (8) to ten (10) inches wide and two (2) inches deep on the back portion of the pockets. The flap shall exceed the pocket by _ on each side and be 3 H. The flap shall close with the use of two FR hook and loop fastener on each side of the flap 2 H X 3 W and two 2 H X 2 W on the face of the pocket. Two (2) water evacuation eyelets shall be installed at the bottom of each pocket. Each pocket shall two (2) bartacks on each lower corner, one (1) bartacks on each top corner and one (1) bartacks on each side of the pocket flap for a total of eight (8) bartacks per pocket. RADIO POCKETS Radio pocket measuring eight (8) inches high by four (4) inches wide by two (2) inches deep constructed of outer shell material. The flap shall be four (4) inches by three (3) inches and will close with the use of FR hook
and loop fastener of three (3) inches high by two (2) inches wide on the flap and two (2) inches by two (2) inches on the face of the radio pocket. Radio pocket shall two (2) bartacks on each lower corner, one (1) bartacks on each top corner and one (1) bartacks on each side of the pocket flap for a total of eight (8) bartacks per pocket. REFLECTIVE TRIM NYC style The retro-reflective trim shall be 3 triple trim (Scotchlite 3M, lime/yellow on borders and silver in the centre). The trim shall be NYC style; one around the lower portion of the jacket, one around the back and chest area below the armpit, around each sleeve below the elbow, around each sleeve above the elbow. Trims shall have two (2) rows of lock stitching on each side of the trim. REINFORCEMENT ON CUFFS The sleeve cuffs shall be reinforced with gold Arashield (Polymer coated Kevlar twill) 2 inch in width with 1 on the inside and 1 on the outside and shall be sewn with two (2) rows of locked stitches. MIC LOOP A Mic loop measuring 1 W X 4 L made of outer shell shall be installed above the radio pocket. The loop shall be bartacked at each end to the front of the jacket. FLASHLIGHT HOLDER A flashlight holder made of outer shell loop measuring one (1) inches by nine (9) inches closing with the use of hook and loop fastener shall be installed to the storm flap and a metal clip shall be installed above with the use of a three (3) inch pieces of Arashield folded back on itself. The adjustable outer shell loop shall be bartacked on the jacket. PANT CONSTRUCTION CONSTRUCTION OF EXTERIOR SHELL All seams shall be locked stitched with Nomex thread (Bonded B69 tex 70) to prevent stitches from coming apart by themselves if cut or used. All major (A) seams shall be sewn using 301 LSBM-4 stitching pattern. Stress points such as pockets, pocket flaps, fly flap and suspender attachments shall be bar tacked for increased durability. The body panels for the legs and inseam shall be shaped to provide tailored fit.
WAIST The waist shall be cut full length in proportion with the jacket size. A waistband reinforcement lined with moisture barrier measuring no less than two (2) inches with eleven (11) snaps shall be used to attach the inner liner of the pants to the outer shell. THERMAL LINER AND MOISTURE BARRIER CONSTRUCTION All major (B) seams shall be locked stitched (516 SSA-2) with Nomex thread (Elite Tex 45). This inner liner construction shall be cut a maximum of three (3) inches shorter than the pant outer shell. This inner liner shall be attached to the outer shell with eleven (11) snaps at the waist and two (2) tabs at each pant leg. Two layers of thermal liner shall be installed in the knee area for increased thermal protection due to compression. EXTENDED UPPER BACK The pants shall be equipped with an extended upper back portion permanently sewn to the pant body and extends all along the back of the pant from side to side and have a minimum of five (5) inches in heights graded with the pant size. This extended upper back shall be constructed of two (2) layers of outer shell. FLY FLAP AND PANT CLOSURE SYSTEM The interior fly flap shall be constructed of three (3) layers of outer shell, moisture barrier and thermal liner and shall be a continuation of the leg panel. The exterior fly flap shall be constructed in the same fashion giving a six (6) layer protection to this area. The flaps shall be attached together using hook and pile fastener measuring one and a half ( 1 _) inch wide X ten (10) inches long on the external flap and two (2) inches wide X ten (10) inches long on the internal fly flap. The positive exterior closing system shall be an inward facing hook and Dee ring. TAKE UP STRAPS The pants shall be equipped with adjustable take up straps alligator clips on each side of the pants. Each take up strap shall be constructed of two sub straps made of Nomex outer shell material. The front strap shall measure three quarter (3/4) inches wide and seven (7) inches long. The rear strap shall measure three quarter (3/4) inches wide and four (4) inches long, folded back to form a loop. Both straps shall be bar-tacked to the outer shell. A metal buckle shall be used to join both straps and point towards the front of the pants. The take up straps shall provide a minimum of six (6) inches of adjustments on each side of the pants (12 inches overall). POCKETS The jacket shall be equipped with two (2) bellow pockets measuring between eight (8) to ten (10) inches high by eight (8) to ten (10) inches wide and two (2) inches deep on the back portion of the pockets. The flap shall exceed the pocket by _ on each side and be 3 H. The flap shall close with the use of two FR hook and loop fastener on each side of the flap 2 H X 3 W and two 2 H X 2 W on the face of the pocket. Two (2) water evacuation eyelets shall be installed at the bottom of each pocket. Each pocket shall two (2) bartacks on each lower corner, one (1) bartacks on each top corner and one (1) bartacks on each side of the pocket flap for a total

REFLECTIVE TRIM The retro-reflective trim shall be 3 triple trim (Scotchlite 3M, lime/yellow on borders and silver in the centre). The trim shall positionned around the lower portion of the leg above the cuff. Trims shall have two (2) rows of lock stitching on each side of the trim. SUSPENDERS Removable deluxe cotton suspenders. The suspenders shall be constructed of heavy-duty cotton of two (2) inch wide attached to the back of the pants with a two (2) inch wide and four (4) inch long elastic strap, folded back to form a loop. This strap shall be sewn into the back of the outer shell panel and secured with a minimum of two (2) bar tacks. The front part of the suspenders shall be removable with the use of two (2) plastic buckles. A female plastics buckle shall be permanently attached to the front body of the pants with a two (2) inch wide and four (4) inch long elastic strap, folded back to form a loop. The male part of the buckle shall be attached to the suspenders. In addition a shoulder padding shall be installed at the shoulder area of the suspenders consisting of a thermal liner measuring a minimum of 6 inches long by 1 _ inches wide sewn directly to the suspender. A quick adjust metal ladderlock buckle shall be installed on the front of the suspender to tighten or release the suspenders quickly. The suspenders shall be cut in proportion to the size of the fire fighter measurements and completely removable. REINFORCEMENT ON KNEES The knee area shall be reinforced by a rectangular piece of gold Arashield (Polymer coated Kevlar twill) measuring a minimum of ten (10) inches and graded in length in proportion with the pant size and shall be double stitched to the outer shell. REINFORCEMENT ON CUFFS The pant cuffs shall be reinforced with gold Arashield (Polymer jacketed Kevlar twill) 2 inch in width with 1 on the inside and 1 on the outside and shall be sewn with two (2) rows of locked stitches. HEM ARCH CUT The hem of the pant leg shall have a one (1) inch arch cut in the back portion of the leg panel. This arch shall start from the side seam of the pant leg and go up one (1) inch in the center of the back of the leg and back down to the opposite seam of the pant leg.
