To obtain your license, the Washington State Department of Licensing requires you to pass a written and a practical exam after you complete your program. Read this entire Exam Preparation Guide. It has information you need to complete the exam process. You can also find this information online at www.cosmetologywashington.com. This Exam Preparation Guide includes written and practical exam information. There are checklists for your use on the last pages of this Exam Preparation Guide to make sure you are bringing what you need on your practical exam day. E X A M I N A T I O N R E Q U I R E M E N T S Requirements to Sign Up for an Exam Requirements on the Day of Your Exam Required Identification You must be at least 17 years of age and within 80 hours of completing your program to sign up for your exam. On the day you come to take the exam, you must have finished your program and all of your hours must be reported by your school or referring program on the www.cosmetologywashington.com website. For entry into your exam, you are required to provide originals of qualifying pieces of identification. Your name is required to match your name exactly as listed in your online account. Two forms of government issued identification (see below) are required. o One piece of identification must include a current photo. Your name is required to match on both forms unless you also bring documentation of name change (for example, official court document indicating name change, etc.). S C H E D U L I N G A N D T A K I N G T H E E X A M S Getting Started To take your written and practical exams, you need to be referred online at www.cosmetologywashington.com by your school, your apprenticeship program or by the Department of Licensing. A temporary username and password for you will be issued to them. What to expect from your school or referring agency: They refer you online. They obtain and give you a temporary username and password. They report all of your completed curriculum hours on the website by the time you report for your exam. As a candidate, it is your responsibility to: Make contact with your school, or the referring agency, to get the exam process started. Read and be familiar with this Exam Preparation Guide by the day of your exam. Use your temporary username and password to create your own personal username and password online given to you by your school or the referring agency. Go online to schedule the date and time of your written and practical exams. (You need to use your personal username and password for scheduling both exams.) Exam Locations and Scheduling Payments Go to www.cosmetologywashington.com to see exam locations and schedule your exam. Choose any available time and date at the location you prefer for both your written and practical exams. You may take your exams in any order. You must schedule exams yourself online. Walk-in candidates are not admitted to examinations and testing centers cannot schedule candidates. The practical exam fee is $120 and the written exam fee is $60. You can pay by credit card online. If you cannot pay by credit card, log into your account at www.cosmetologywashington.com. Click on Pay by Check and print the form you need. Send the form along with your money order or cashier s check to National Testing Network. In about two weeks you will receive a voucher you can use to go back online and schedule your exam. S C H E D U L I N G A N D T A K I N G T H E E X A M S Special Accommodations Requests For those with special needs, Americans with Disabilities Act (ADA) accommodations are available. You may request accommodations by completing the Request for Accommodations form (parts A, B and C) when you log into your account online for the first time. Requests must be made in advance and supported by documentation from a physician. Requests must be made and accepted prior to scheduling your exams with accommodations. You will be notified of the result of your request. Languages The practical exam is only offered in English. The written exam is computerized and offered in English, Korean, Spanish and Vietnamese. You will select the language you prefer when you begin the exam. You can change the language anytime you want during the exam. If you prefer your written exam in a language other than those listed above, submit your request for use of a dictionary during your exam to plssunit@dol.wa.gov. Requests must be made and accepted prior to scheduling your written exam. You will be notified of the result of your request. Arrival Time Make sure you have the correct date, time, and location of your exam. Arrive 30 minutes before your scheduled exam time so you have plenty of time for registration. Late Arrival Policy Getting Your License After Passing Need Help? Entrance to the examination closes at test time. No candidate who arrives late will be admitted. No exam will be delayed waiting for a late arrival. If you are late for your exam, you must go online to reschedule and pay for another exam at a later time. Once you have passed both the written and practical exams, you will be able to apply for your license and pay your license fee directly through www.cosmetologywashington.com. The fee for obtaining your license is $30, which includes the $25 license fee and a $5 processing fee. After your payment is received, your application will be sent to the Washington Department of Licensing for processing. You must receive your license before you can perform services on clients. E X A M R U L E S No Study Materials No textbooks or other study materials are allowed in exam rooms. Personal Belongings and Attire No Digital Devices Talking No Cheating No Disruptions No Drinking, Eating, Chewing, or Smoking Stay Within Your Workstation Breaks No Visitors Rule Violations Appeals Process No purses, backpacks or other personal belongings are allowed in exam rooms. Such items may not be accessed during the exam. Candidates must remove all jackets, sweaters, scarfs, or other bulky clothing. If you are wearing long sleeves they must be pulled up. No weapons of any kind are allowed in the facility. National Testing Network assumes no responsibility or liability for any personal items in the facility. No digital devices (cell phones, pagers, mp3 players, data sticks, cameras, voice recorders, watches, etc.) are allowed in exam rooms. During the exams, speak politely and only to test proctors and evaluators. Do not speak to other candidates, unless specifically directed or permitted to do so by a test proctor or evaluator. (Raise your hand if you need assistance during an exam.) Cheating or falsifying information is not tolerated. No disruptive behavior or unnecessary noise is allowed. No eating, drinking, gum chewing, toothpick chewing, or smoking is allowed. No food or beverages may be brought into the exam facility. (Drinking water is available.) Candidates and their test items must remain within the boundaries of their assigned workstations. Bending or leaning into someone else s work area is not allowed. No timeout for breaks is given during exams. You must get permission from an evaluator or an administrator to leave your station. Candidates are not allowed to have companions or visitors in the exam. Any candidates who violate exam rules or who do not show respect for the professional exam setting, will be required to leave the examination site. Their opportunity to sit for the examination will be forfeited. Their answer sheets will be voided. A voided answer sheet will not be scored and the examination fee will not be refunded. Those who cheat may also be responsible for damages based on copyright and trademark law violations. Some violations can result in the candidate not being allowed to retest for one year (see WAC 308-20-121 next page). Washington State examination appeals are addressed in WAC 308-20-123. The department will consider only appeals regarding significant procedural errors or adverse environmental conditions during exam administration. W A S H I N G T O N S T A T E E X A M I N A T I O N C O D E O F C O N D U C T Examination Code of Conduct WAC 308-20-121 (1) Applicants will be required to refrain from: (a) Talking to other examinees during the examination unless specifically directed or permitted to do so by a test monitor. (b) Attempting to communicate or record any information by any means. (c) Holding in their possession any unauthorized materials during any portion of the examination. (d) Removing test materials and/or notes from the testing room. (e) Disruptive behavior as determined by the department. (2) Applicants who participate in any activity listed in subsection (1) of this section will be required to leave the examination site. Their opportunity to sit for the examination will be forfeited. Their answer sheet will be voided. A voided answer sheet will not be scored and the examination fee will not be refunded. (3) Any applicant who was removed from the testing site for any of the reasons listed in subsection (1) of this section will be denied for testing for one year. F R E Q U E N T L Y A S K E D Q U E S T I O N S How and when do I find out about my exam results? What is the passing score? Your exam results will be posted on your online account page within one week after you complete your exam. (The employees at exam locations do not have access to exam scores and cannot answer questions related to your performance on any exam.) Candidates are required to pass both the written exam and the practical exam to be licensed in the State of Washington. Passing score for the written exam is a scaled score of 75. Passing score for the practical exam is a scaled score of 75. Candidates scoring less than a scaled score of 75 on the written exam must take the entire written exam again. Candidates scoring less than a scaled score of 75 on the practical exam must retake the entire practical exam again. When can I retake an exam? You can go online and sign up to retake the written exam or practical exam at a later time. You must wait one day to take the exam again. What is the cancellation and refund policy? Exam fees are not refundable. Exams can be rescheduled by clicking the Contact Support link on www.cosmetologywashington.com and submitting a support ticket a minimum of 7 calendar days prior to your exam date. Schedule changes are not allowed outside of the 7 day policy. What is the policy on extreme weather and emergency closure? In case of extreme weather conditions or other emergencies that warrant closure of any testing center, you will be notified by the testing center as soon as possible. When possible, you will be notified at least two hours before your scheduled time. After you receive notification from the testing center, exams can be rescheduled by clicking the Contact Support link on www.cosmetologywashington.com and submitting a weather re-schedule support ticket. Is my score valid in other states? The State of Washington has no control over what is accepted in other states. Do I have to take the exam for things that are not taught in my program? W R I T T E N T E S T A D M I N I S T R A T I O N Written Exam Time 90 minutes Computerized Testing The written exam is administered on computer. You will need to use a mouse and basic keyboarding. Exam administrators will give clear instructions and can help if you have trouble using the computer. During your exam, you will be able to go back to any question and review and change your answer. Languages The written exam is available in English, Korean, Spanish, or Vietnamese. You may switch between languages anytime during the exam. All Testing Materials are Provided All materials you need to take the written exam are provided to you by the test administrator at the time of your exam. No other materials or personal belongings are allowed at the workstation where you take the exam. T I P S F O R T A K I N G T H E W R I T T E N E X A M Read directions Avoid careless errors by understanding what you are to do before you start. Read questions thoroughly Read every question carefully before you answer it. The most common reason people miss questions when they know the material is that they do not read the questions carefully. Read all answers before choosing Read all answers before making your choice. Even if you come to an answer that looks good, one of the answers below it may look better. Answer every question You might choose the right answer even if you are not sure. Rule out the answers you know are wrong and then go ahead and make a choice. Don t spend too much time on one question If you have a hard time with a question, move on and make a note to come back to that question later. The National Hair Design examination is the national licensure examination for Hair Designers, which is developed and administered by the National-Interstate Council of State Boards of Cosmetology (NIC). NATIONAL COSMETOLOGY PRACTICAL EXAMINATION CANDIDATE INFORMATION BULLETIN Please visit www.nictesting.org for the most current bulletin prior to testing. This bulletin contains important information regarding the NIC National Cosmetology Practical Examination content and administration. Please review all information carefully. IMPORTANT INSTRUCTIONS Practical examination stations at the exam facility are countertop tables. Workstations are approximately 25-30 deep, 34-35 wide and 35-36 tall. Do not leave the examination area without permission. Permission must be obtained to leave the examination area for any reason, including restroom usage or at the completion of the examination. Candidates are required to bring their own kit with sufficient quantity of supplies in sanitary condition. This includes the required implements in proper working order and protective drapes. The kit must be kept closed except when removing or replacing materials for a particular service. The kit will be used during the examination as dry storage and is considered part of the work area. All examinations are administered in a testing environment. Candidates should bring a container of water if needed for any section of the examination. Candidates may bring a thermos of hot water if desired. All water and their containers must be taken with the candidates and may not be disposed of at the testing facility. Candidates are evaluated at all times. Continue demonstrating until you have completed the entire section. Candidates will be given 10 minutes for client protection and to set up the general supplies that they will use throughout the examination. Candidates will also be given 2 minutes to set up the supplies for each section of the examination. The verbal instructions will be read twice for each section of the examination. Each examination section has a maximum time allowance. Once you have completed all tasks in the section please step back to indicate that you are finished. In the event that all candidates complete the section before the time has elapsed the examiners will proceed to the next section of the examination. Candidates must follow all appropriate public protection and infection control procedures during all phases of the practical examination that will ensure the health, safety, and welfare of the public. In the event of a blood spill candidates will be expected to follow the NIC Health and Safety Standards. Failure to do so may result in your dismissal from the examination. Cellular phones, pagers, any electronic device, printed materials, and handwritten notes are NOT permitted in the examination room. Talking to other candidates or any examiner is strictly prohibited. Failure to comply with any of these conditions will result in you being dismissed immediately, and your actions reported to the proper authorities. Your examiner has been instructed not to answer any questions concerning your examination. This ensures equal opportunity for all candidates and standardization in testing for the National Practical Examination. If you have an emergency situation please ask to speak with the supervisor. Chemicals for Chemical Waving, Virgin Hair Lightening, Hair Color Retouch, Virgin Relaxer Application and Relaxer Retouch will be simulated. Manufacturer s labels are required on all disinfectants and sanitizers. An EPA registered disinfectant that demonstrates bactericidal, fungicidal and virucidal properties must be used. Simulated products are NOT allowed for disinfectants and hand sanitizers. MODEL OR MANNEQUIN(S) A mannequin head(s) is required. It is the candidate s responsibility to appear at the practical examination with their mannequin head(s). Mannequin heads that have been purchased pre-sectioned indicating the sections by various colors and/or notches are NOT allowed during any part of the practical examination. Candidates are required to bring a mannequin hand(s) for the practical examination. Mannequin hands with digital fingers (trainer hands) are NOT permitted during the examinations. Prior to reporting to the examination candidates MUST apply a set of nails to the mannequin hand. The artificial nails must cover the entire nail bed of each finger. COSMETOLOGY PRACTICAL EXAMINATION CONTENT SECTIONS The scope of the National Cosmetology Practical Examination includes six (6) core domain services. The core domain services are based on the national job analysis. You will form three curls on the top of the head and four curls on one side of the head. You will be observed for client protection, safety and infection control procedures. You will have 10 minutes to complete this section. You will be informed when you have 5 minutes remaining. (1) The instructions will be repeated. (2) You may begin. Candidates will be evaluated on the following tasks: Demonstration of Curling Tests temperature of iron PRIOR to applying to hair Subsections hair same width as barrel of iron Length of subsection is no longer than 3 inches Establishes a base Distributes hair evenly around iron Forms a complete curl Protects scalp from iron with comb Forms curl so that the hair is smooth and unmarked Safety and Infection Control Uses iron safely at all times Maintains neck strip or towel and drape for protection Disposes of soiled materials using infection control procedures Disposes of items to be disinfected in properly labeled receptacle Practices infection control procedures safely Maintains work area in a safe manner HAIRCUTTING (30 minutes) Verbal Instructions for Set Up: You have 2 minutes to remove the supplies from your kit, wet the hair and brush it straight back for the haircutting section of this examination. Please do not begin any procedures until the verbal instructions have been read and you are instructed to begin. You may begin set up. Verbal Instructions: You will now perform the haircutting section of this examination. You will complete a basic layered haircut using shears and a razor. You will cut the nape section with a razor. You will complete the haircut using the shears. Please do not sweep the hair from the floor until you are instructed. You will be observed for client protection, safety and infection control procedures. You will have 30 minutes to complete this section. You will be informed when you have 15 minutes remaining. (1) The instructions will be repeated. (2) You may begin. HAIRCUTTING CONTINUED Candidates will be evaluated on the following tasks: Preparation Sets up implements that are visibly clean and sanitary Sets up work area with supplies labeled in English Sanitizes hands Demonstration of Haircutting Uses razor to establish nape guide Cuts entire nape section with elevation using razor Handles razor safely at all times Uses consistent subsections/partings while cutting hair Uses established guides Handles shears safely at all times The following will be read to each candidate after candidate has stepped back to indicate that they have completed their haircut or the timing has elapsed: (Individually) May I please use your comb to check your haircut? Cuts nape line to a uniform length Cuts sides uniform in length Blends haircut evenly Cuts at least one inch of hair throughout haircut Safety and Infection Control The following will be read to each candidate after checking their haircut: (Individually) You may clean up only your hair at this time. NIC COSMETOLOGY PRACTICAL EXAMINATION CANDIDATE INFORMATION BULLETIN If a blood spill should occur, the following steps MUST be followed: NIC HEALTH AND SAFETY STANDARDS BLOOD SPILL PROCEDURE SUPPLY INJURED PARTY WITH LIQUID STYPTIC/ANTISEPTIC AND THE APPROPRIATE DRESSING TO COVER THE INJURY. DOUBLE BAG ALL BLOOD-SOILED (CONTAMINATED) ARTICLES AND LABEL WITH RED OR ORANGE BIOHAZARD WARNING. This is the responsibility of the candidate and should be executed as follows: CANDIDATE INJURY FOR EXAMINATION PURPOSES 1. PROTECTION If a cut is sustained, stop the service and clean the injured area. 2. APPLY antiseptic and/or liquid or spray styptic as appropriate (see NOTE). 3. DRESSING - cover the injury with the appropriate dressing. 4. COVER injured area with finger guard or glove as appropriate. 5. CLEAN model/client and station as appropriate. 6. EXAMINERS SHOULD ALSO COMPLETE AN INCIDENT REPORT. 1 2 WET DISINFECTION STANDARD All tools and implements, EXCEPT THOSE THAT HAVE COME IN CONTACT WITH BLOOD OR BODY FLUIDS must be disinfected, at minimum, by complete immersion in an EPA registered, bactericidal, virucidal, fungicidal, and pseudomonacidal (Formulated for Hospitals) disinfectant that is mixed and used according to the manufacturer s directions. All tools and implements WHICH HAVE COME IN CONTACT WITH BLOOD OR BODY FLUIDS must be disinfected, at minimum, by complete immersion in an EPA registered disinfectant that is effective against HIV-1 and human Hepatitis B Virus or Tuberculocidal that is mixed and used according to the manufacturer s directions. DRY STORAGE STANDARD Disinfected implements must be stored in a disinfected, dry, covered container and be isolated from contaminants. HAND WASHING (Anti-Bacterial Soap is recommended) Thoroughly wash hands and the exposed portions of arms with antibacterial soap and water before providing services to each client and after smoking, drinking, eating, and using the restroom. NAIL TECHNOLOGY Practical Examinations Liquid Monomer containing Methyl Methacrylate (MMA) is prohibited for use during NIC practical examinations. NIC strongly recommends, due to the testing environment, that odorless sculpture nail products be used during the NIC practical examinations.
