AS 08.13.030 is amended by adding a new subsection to read: 5 (d) The board may not require that an applicant for a license or renewal of a 6 license to practice manicuring complete 250 hours of instruction in manicuring from a 7 school of manicuring under AS 08.13.080(a)(4) if the applicant holds a valid license to 8 practice manicuring that was issued on or before December 31, 2015. 9 * Sec. 2. SB-296 (2) (A) Nail care is the is both of the following: (i) The practice of cutting, trimming, polishing, coloring, tinting, cleansing, manicuring, or pedicuring the nails of any person or massaging, cleansing, or beautifying from the elbow to the fingertips or the knee to the toes of any person. (ii) The removing of superfluous hair from the lip, eyebrows, the elbow to the fingertips, or knees to the toes of any person. An individual who is licensed by the board as a manicurist shall only be authorized to remove superfluous hair if he or she has met the educational requirements required by the board pursuant to subparagraph (C). (B) An individual who is licensed by the board as a manicurist who desires to perform the removal of superfluous hair, as described in clause (ii) of subparagraph (A), and who has not obtained the required number of hours of education on the removal of superfluous hair required by the board, pursuant to subparagraph (C), shall obtain the required additional education prior to performing the removal of superfluous hair, as described in clause (ii) of subparagraph (A), and shall submit proof of the completion of the required
education to the board. Upon completion of the required education, the licensee shall be required to take and pass an examination. (C) The board shall determine, by regulation, the required number of hours to be added to the existing manicuring curriculum that will allow for sufficient training in the practice of superfluous hair removal, which shall include removing superfluous hair from the lip, eyebrows, the elbows to the fingertips, and knees to toes by the use of tweezers or waxing. A licensee described in subparagraph (B) shall be required to complete the required hours of training under this subparagraph consistent with the requirements of subparagraph (B). (D) On and after, an approved school shall add the required number of hours in subparagraph (C) to the school s curriculum for any course in manicuring. Colorado HB-17-1196 The bill requires the director of the division of professions and occupations in the department of regulatory agencies to promulgate rules for applicants for cosmetologist or barber licensure to furnish proof of training, not to exceed 50 credits or 1,500 contact hours. Registration is valid for 2 years, and the renewal fee shall be no more than $20.The Board shall provide persons registering as hair braiders with a mandatory instructional video no more than two hours in length.a person who registers as a hair braider shall post a copy of his or her certificate of registration in a conspicuous place at his or her place of business. If the registrant is operating outside of his or her place of business he or she shall provide the client or customer with a copy of his or her certificate of registration.the Board may inspect the registrant's place of business to ensure that he or she is not operating outside the scope of practice of hair braiding.
