Alabama HB-262 Cosmetology and Barbrering board, natural hair stylist, licensure requirements based on experience in a licensed shop further provided for Alaska HB-222 "An Act relating to the licensure of nail technicians; and providing for an effective 2 date." 3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 4 * Section 1. AS 08.13.030 is amended by adding a new subsection to read: 5 (d) The board may not require that an applicant for a license or renewal of a 6 license to practice manicuring complete 250 hours of instruction in manicuring from a 7 school of manicuring under AS 08.13.080(a)(4) if the applicant holds a valid license to 8 practice manicuring that was issued on or before December 31, 2015. 9 * Sec. 2. This Act takes effect immediately under AS 01.10.070(c) SB-4 "An Act relating to the Board of Barbers and Hairdressers; and relating to a limited2 license to practice non-chemical barbering." SB-296 (2) (A) Nail care is the is both of the following: (i) The practice of cutting, trimming, polishing, coloring, tinting, cleansing, manicuring, or pedicuring the nails of any person or massaging, cleansing, or beautifying from the elbow to the fingertips or the knee to the toes of any person. (ii) The removing of superfluous hair from the lip, eyebrows, the elbow to the fingertips, or knees to the toes of any person. An individual who is licensed by the board as a manicurist shall only be authorized to remove superfluous hair if he or she has met the educational requirements required by the board pursuant to subparagraph (C). (B) An individual who is licensed by the board as a manicurist who desires to perform the removal of superfluous hair, as described in clause (ii) of subparagraph (A), and who has not obtained the required number of hours of education on the removal of superfluous hair required by the board, pursuant to subparagraph (C), shall obtain the required additional education prior to performing the removal of superfluous hair, as described in clause (ii) of subparagraph (A), and shall submit proof of the completion of the required

education to the board. Upon completion of the required education, the licensee shall be required to take and pass an examination. (C) The board shall determine, by regulation, the required number of hours to be added to the existing manicuring curriculum that will allow for sufficient training in the practice of superfluous hair removal, which shall include removing superfluous hair from the lip, eyebrows, the elbows to the fingertips, and knees to toes by the use of tweezers or waxing. A licensee described in subparagraph (B) shall be required to complete the required hours of training under this subparagraph consistent with the requirements of subparagraph (B). (D) On and after, an approved school shall add the required number of hours in subparagraph (C) to the school s curriculum for any course in manicuring. Colorado HB-17-1196 The bill requires the director of the division of professions and occupations in the department of regulatory agencies to promulgate rules for applicants for cosmetologist or barber licensure to furnish proof of training, not to exceed 50 credits or 1,500 contact hours. Connecticut HB-5764 No person applying for licensure as a hairdresser and cosmetician under this chapter shall be required to submit to a state or national criminal history records check as a prerequisite to licensure. HB-5929 AN ACT ELIMINATING OR REDUCING OCCUPATIONAL LICENSING FEES FOR LOW-INCOME OR DISABLED PERSONS. SB-193 AN ACT REDUCING AND ELIMINATING UNNECESSARY BARRIERS TO OCCUPATIONAL LICENSING AND EMPLOYMENT. Be it enacted by the Senate and House of Representatives in General Assembly convened:that the general statutes be amended to streamline state occupational licensing requirements to remove barriers for employment while still maintaining important health and safety protections for consumer Delaware HB-97 Authorizes Delaware prison system to provide barbering training renewal, etc. Indiana HB-1243 Deregulation of hair braiding. Exempts the act of hair braiding from regulation concerning beauty culture. Specifies techniques and practices that constitute "natural hair braiding". Excludes use of dyes, reactive chemicals, joining agents, and other preparations from the definition of "natural hair braiding". Excludes the act of hair braiding from the definitions for "barbering" and "cosmetology". Provides that the term "esthetician" excludes a person who

engages in natural hair braiding. Defines "mechanical devices" as clips, combs, crochet hooks, hair pins, rollers, scissors, blunt-tipped needles, thread, and hair binders. Iowa SF-106 A bill for an act relating to eyelash extension application certification. Kansas HB-2296 Merging the Kansas board of barbering and the Kansas state board of cosmetology into the Kansas board of barbering, cosmetology and body art. HB-2298 Increasing fee caps for the Kansas board of barbering. Kentucky HB-271 AN ACT relating to education requirements for cosmetologists. Amend KRS 317A.050 to reduce the hours of education required for an apprentice cosmetologist license from 1,800 to 1,500; amend KRS 317A.090 to require cosmetology schools to provide courses of instruction of at least 1,500 hours instead of 1,800 hours. HB-272 AN ACT relating to estheticians. Amend 317B.025 to reduce the hours of instruction required for licensure from 1,000 to 700. HB-479/LM AN ACT relating to occupational license taxes. Amend KRS 68.197 to make the section applicable to counties with populations less than 300,000, remove the cap of one percent on license fees; remove crediting provisions between the county and the cities, except as by agreement between the city and the county; amend KRS 68.604 to conform; repeal KRS 68.198 and 68.199; EFFECTIVE July 1, 2018. HB-476 AN ACT relating to cosmetologists. Amend KRS 317A.155 to permit licensed cosmetologists to render free services at events sponsored by charitable organizations. Amend KRS 158.6453 to require a school or district to prominently display on its Web site home page a report of the aggregate percentage of students meeting or exceeding standards on specified assessments. Missouri SB 227 - This act provides that the practice of cosmetology and the practice of the occupation of a barber do not include hair braiding, as defined in the act. In order to practice hair braiding for compensation, a person shall register with the Board of Cosmetology and Barber Examiners and pay a fee of not more than $20. Registration is valid for 2 years, and the renewal fee shall be no more than $20.The Board shall provide persons registering as hair braiders with a mandatory instructional video no more than two hours in length.a person who registers as a hair braider shall post a copy of his or her certificate of registration in a conspicuous place at his or her place of business. If the registrant is operating outside of his or her place of business he or she shall provide the client or customer with a copy of his or her certificate of registration.the Board may inspect the registrant's place of business to ensure that he or she is not operating outside the scope of practice of hair braiding. If a registrant is found to be operating outside the scope of practice of hair braiding the board may suspend or revoke the registrant's certificate of registration Montana Per HB 393 (attached), effective October 1, 2017, the School hours will be changing as follows: Barber from 1,500 to 1,100 Barber Nonchemical from 1,000 to 900 Cosmetology from 2,000 to 1,500 Nevada AB315 AN ACT relating to barbering; temporarily authorizing a person to apply to the State Barbers' Health and Sanitation Board for a license to operate a mobile unit for the practice of barbering; requiring the Board to issue such a license under certain circumstances; imposing fees for the inspection and licensure of mobile units; providing for the regulation of mobile units; and providing other matters properly relating thereto.
