PURPOSE: The North County Fire Authority is a professional organization that takes pride in the appearance of its employees. When conducting Fire Department business it is important to have our people standout from the general public and be recognized as the authority having jurisdiction in matters regarding fire and life safety. This procedure outlines what clothing makes up the Fire Department Uniform and when the uniform is to be worn. POLICY It is the duty of each member to purchase all listed items. Personnel shall purchase (unless otherwise provided by the Department), uniforms and work clothes, as indicated in this policy. Exceptions are garrison hat badge, breast badge, nameplate, belt buckles and work boots which are supplied by the department. Items shall be maintained in whole, clean, un-faded and repaired condition at all times. Modified garments such as cut off sleeves, are not permitted. Upon initial hire employees are required to obtain the following uniforms. Daly City employees may purchase all authorized uniforms and must pay for them. Uniform allowance will be forthcoming per Daly City policy. Brisbane employees may purchase up to $500.00 of station uniforms and the billing shall be sent to the Department for payment. Any purchases over the $500.00 allotment shall be paid by the employee. Pacifica employees may purchase three station pants and three station shirts, one belt and one hat. The invoices are to be turned in to the Department for payment. In no case will the Department pay for alternations beyond cuffing the pants. It shall be the duty of each member to purchase a dress uniform within thirty (30) days after completion of their probationary period. Employees may, however, purchase a dress uniform immediately after appointment to the Department. PROCEDURE: DRESS UNIFORM The dress uniform shall be worn only during sanctioned functions. The uniform is to be worn as an ensemble, and not mismatched with other articles of clothing derived from the work DATE 06-22-99 DATE 12-14-11 PAGE 1 of 16 PPO 03-05

uniform. The dress uniform shall be worn for occasions such as City Council meetings, Homeowners Association meetings, public meetings or presentations, and funerals. At the discretion of the Fire Chief, the modified work attire for Chief Officers and Safety Inspectors shall be worn when conducting business in City Hall, or any other function where appropriate. WORK UNIFORM 0800-1630 hours: The work uniform shall be worn while on duty. The outer shirt may be removed at the discretion of the employee while in station. The outer shirt will be worn when the public is in station, i.e., school tours or other formal contact, and for meetings at Fire Administration. The outer shirt will be worn while employees are on apparatus and in all public contact. An approved blue Tee Shirt must be worn under the outer shirt. Only the top button on the outer shirt shall be unbuttoned. An approved nameplate will be worn above the right breast pocket. Approved sweatshirts may be worn in station, but they are not to be worn in public during the daytime hours (0800-1630 hours). * Exception: If an employee is wearing only a Tee Shirt, or Tee Shirt and approved sweatshirt in station, and an emergency call is received, the employee can respond to, work the incident and return from the emergency in the Tee Shirt and or approved sweatshirt. All other public contact during business hours requires the outer shirt to be worn. 1630-0800 hours: While in station, the outer shirt may be removed exposing a plain blue Tee Shirt. If it is necessary to appear in public for reasons other than emergencies, the outer shirt will be donned or a turnout coat will be worn over the Tee Shirt. GENERAL: DRESS UNIFORM SPECIFICATIONS ADMINISTRATION DRESS Double Breasted Dress Coat Flying Cross by Fechheimer, style number 17B8696C, naval officer blue (appearance is black), 11 ½ - 12 ounce 55% Darcon Polyester / 45% wool gabardine weave, fully lined with 6-button front and peak lapels, two lower welt functioning pockets and one upper breast pocket welt with no pocket, badge tab above the left breast pocket welt and three inside cloth reinforced pockets. Matching Trouser Flying Cross by Fechheimer, style number 28P8696, naval officer blue (appearance is black), 11 ½ - 12 ounce 55% Dacron polyester / 45 wool gabardine weave, Freedom Fit II waistband, 2-side pockets and 2 hip pockets, 1 ½ inch waistband and belt loops. Sleeve Braid Fire Chief: Five (5) ½ inch metallic-like gold synthetic lace braid (Navy Style) sewn across the top half of both sleeves with the bottom edge of the first braid positioned three inches above the sleeve end. The bottom edge of each consecutive braid will be affixed touching the top edge of the preceding braid. Deputy Chief: Four (4) ½ inch metallic-like gold synthetic lace braid (Navy Style) sewn across the top half of both sleeves with the bottom edge of the first braid positioned three inches above the sleeve end. The bottom edge of each consecutive braid will be affixed ¼ inch above the top edge of the preceding braid. Battalion Chief/Disaster Preparedness Chief: Two (2) ½ inch metallic-like gold synthetic lace braid (Navy Style) sewn across the top half of both sleeves with the bottom edge of the first braid positioned three inches above the sleeve end. The bottom edge of each consecutive braid will be affixed ¼ inch above the top edge of the preceding braid. Fire Inspector: Two (2) ½ inch white nylon vellum braid (Navy Style) sewn across the top half of both sleeves with the bottom edge of the first braid positioned three inches above the sleeve end. The bottom edge of the second braid will be affixed ¼ inch above the top edge of the preceding braid. (Same as Fire Captain.) Service Stars Star Placement Sequence: The first star will be centered on each sleeve as specified above by rank. The second star will be positioned in line ½ inch to the front of the first star. The third star will be positioned in line ½ inch to the rear of the first star. The fourth star will be centered ½ inch above the first and second stars. The fifth star will be centered ½ inch above the first and third stars. The sixth star will be centered ½ inch above the fourth and fifth stars. The seventh and subsequent stars will be centered ½ inch above the sixth or preceding star. Chief Officers: A standard ½ inch five-point star of metallic-like gold polyester thread closely matching the color of the adjacent sleeve braid will be directly embroidered onto both sleeves. The star will be positioned so that the bottom points of the star are ½ inch above the top edge of the top sleeve braid. One star on each sleeve shall represent five years of paid service. Safety Inspectors: A standard ½ inch five-point star embroidered of bright white polyester thread closely matching the color of the adjacent sleeve braid will be directly embroidered onto both sleeves. The star will be positioned so that the bottom points of the star a ½ inch above the top edge of the top sleeve braid. One star on each sleeve shall represent five years of paid service. Tie: Black tie with Windsor or four-in-hand knot. Women may wear a black diamond tie. Safety Inspectors shall wear a tie as part of the daily work uniform. Belt: Belt shall be black smooth style, 1-7/16 wide, with rectangular 1-3/4 x 2-3/4 NCFA gild metal buckle shall be worn with dress, work and station uniforms. Optional Woman s Dress Uniform: Dress uniform skirts shall be of the same material and color as the coat. The skirt shall be straight with a back zipper, back pleated slit (kick pleat) and two slant pockets, one on each side starting at the waistline. The skirt hem shall be at the top of the knee. Skirt will be worn without a belt. Black closed-toe pumps with heels less than 3 inches may be worn with women's dress uniform. Hosiery shall be skin colored when wearing dress uniform with skirt. (Women s dress uniform.) CAPTAIN, ENGINEER-OPERATOR AND FIREFIGHTER DRESS UNIFORM Double Breasted Dress Coat Flying Cross by Fechheimer, style number 917B8696C, LAPD navy blue, 19 191/2 ounce 100% wool gabardine weave, fully lined with 6-button front and peak lapels, two lower welt functioning pockets and one upper breast pocket welt with no pocket, badge tab above breast pocket welt, and three inside cloth reinforced pockets. Belt: Belt shall be black smooth style, 1-7/16 wide, with rectangular 1-3/4 x 2-3/4 Fire Department or NCFA buckle of which shall be worn with dress, work and station uniforms. Chief Officer and Staff - Business Attire Jacket: Chief Officers shall wear dress uniform. WORK UNIFORM SPECIFICATIONS Optional Jacket: Navy blue nylon shell with gray fleece lining (Game, Model #9400) with elastic cuffs and waistband and two zippered pockets. Approved North County Fire Authority logo on the left chest area. Last name embroidered on right breast in ½ inch block letters, gold for Chief Officers and white for other staff. Pants: Same material and color as the jacket with two side pockets, one on each side and two rear pockets. No cuffs. Shoes: Black shoes, plain toe, low style boots. Shirt: Flying Cross Tropical style 6600 or Elbeco white uniform shirt. Operations Battalion Chiefs will wear blue uniform shirts consistent with line personnel. Style #14373, (long sleeve) 100% wool. 4. Style #14237, (short sleeve) 100% wool. Two shoulder straps and two breast pockets. Breast badge, issued by Department, worn over left breast pocket. Approved nameplate above the right breast pocket. Blue Tee Shirt with blue rounded neck to be worn under blue shirt. INSIGNIA REGULATIONS SHIRT COLLAR RANK INSIGNIA PINS Fire Chief: Dress Jacket: Gilt metal solid rounds with five (5) crossed trumpets, bells outward toward point of collar, and 1 1/8 inch in diameter White Shirt: Gilt metal with five (5) open trumpets crossed, bells outward, and 15/16" in diameter. Blue Shirt: Gilt metal solid rounds with five (5) crossed trumpets, bells outward toward point of collar, and 15/16" in diameter. (This shirt may be worn when in the field.) Deputy Fire Chiefs: Dress Jacket: Gilt metal solid rounds with four (4) crossed trumpets, bells outward toward point of collar, and 1 1/8 inch in diameter White Shirt: Gilt metal with four (4) open crossed trumpets, bells outward to point of collar, and 15/16" in diameter. Blue Shirt: Gilt metal solid rounds with four (4) crossed trumpets, bells outward toward point of collar, and 15/16" in diameter. (This shirt may be worn when in the field.) Battalion Chiefs: Dress Jacket: Gilt metal solid rounds with two (2) crossed trumpets, bells outward toward point of collar, and 1 1/8 inch in diameter White Shirt: Gilt metal with two (2) open trumpets crossed, bells outward toward point of collar, and 15/16 in diameter. Blue Shirt: Gilt metal solid rounds with two (2) crossed trumpets, bells outward pointed toward point of collar, and 15/16" in diameter. (Training Chief and the Assistant Training Chief can wear this shirt when conducting field training.) (Training Chief and the Assistant Training Chief can wear this shirt when conducting field training.) CAPS Officer's cap will be white garrison style, round, approximately 10.5-inch diameter. Chief Officers will wear a department approved metallic-like gold (Navy Style) chinstrap matching the sleeve lace. Captains and Safety Inspectors will wear a department approved white nylon vellum braid (Navy Style) matching the white sleeve lace. Engineer-Operators' and Firefighters' will be Metcalf Serge #386,16-oz., garrison style with paton leather chinstrap. Fire Chief: A gilt metal solid round with five (5) trumpets crossed, bells centered down, and 1½" in diameter. Visor shall have gold embroidery (S.F.F.D. style for Chief of Department). Deputy Fire Chiefs: A gilt metal solid round with four (4) trumpets crossed, bells centered down, and 1½" in diameter. Disaster Preparedness Chief: A gilt metal solid round with five (5) pointed star, two points centered down,and 1½" in diameter Battalion Chiefs: A gilt metal solid round with two (2) trumpets crossed, bells centered down, and 1½" in diameter. Captains: A silver metal with the word CAPTAIN engraved Safety Inspectors: A silver metal with the word FIRE INSPECTOR engraved. Engineer-Operators and Firefighters: A silver metal Maltese Cross with Fire Department insignia in center. All cap insignias to be affixed to the center front of cap. Optional Jacket: Navy blue nylon shell with gray fleece lining (Game, Model #9400) with elastic cuffs and waistband and two zippered pockets. Approved Fire Department logo on the left chest area. Style #17008, dacron/rayon (long sleeve). 2. Style #18675, dacron/rayon (short sleeve). 3. Style #14373, (long sleeve) 100% wool. 4. Style #14237, (short sleeve) 100% wool. Shirts shall have the large white buttons down the center and small white buttons on pocket flaps, shoulder straps and sleeves. The station/work trouser shall be "Elbeco" (all in dark navy blue): 1. Style #2E514, 75% polyester / 25% wool. 2. Style #28507, 100% wool 16 oz. Note: Detailed specifications are on file at Fire Administration. Black belt will be worn with station/work uniform. It shall be smooth style, 1-7/16" wide, with chrome rectangular 1-3/4" x 2-3/4" Fire Department buckle. Blue Tee Shirt with blue rounded neck to be worn under shirt. An approved Fire Department Logo is required on Tee Shirts should outer shirt be removed. Breast badge as issued by the Department. Approved nameplate worn above right breast pocket. APPROVED AND PROVIDED BY THE FIRE DEPARTMENT Boots Suspenders Regulation Helmet Gloves Hood Turn-out Coat Turn-out Pants Considerations upon Retirement, Promotions or Separation from Service: All uniform attire will be purchased by the employee, except for OSHA required safety equipment, breast badge, Fire Department belt buckle and dress hat pin badge. Items provided by the North County Fire Authority are required to be returned upon separation from service. If any issued equipment is missing or damaged, the employee will be billed at the current replacement cost. The only exception to this policy will be by MOU or at the discretion of the Fire Chief. An individual completing their career with the North County Fire Authority, upon retirement, will be allowed to purchase the following items at the specified cost: Firefighter s helmet @ $1.00 Helmet Shield @ $1.00 Breast badge @ $1.00 Belt buckle @ $1.00 If, during an individual s career their helmet becomes unserviceable, due to fire or other type of accident, the individual will be issued a replacement helmet and the unserviceable helmet will be either destroyed or (at the discretion of the Fire Chief) be sold to the employee for $1.00.
