PURPOSE: The North County Fire Authority is a professional organization that takes pride in the appearance of its employees. When conducting Fire Department business it is important to have our people standout from the general public and be recognized as the authority having jurisdiction in matters regarding fire and life safety. This procedure outlines what clothing makes up the Fire Department Uniform and when the uniform is to be worn. POLICY It is the duty of each member to purchase all listed items. Personnel shall purchase (unless otherwise provided by the Department), uniforms and work clothes, as indicated in this policy. Exceptions are garrison hat badge, breast badge, nameplate, belt buckles and work boots which are supplied by the department. Items shall be maintained in whole, clean, un-faded and repaired condition at all times. Modified garments such as cut off sleeves, are not permitted. Upon initial hire employees are required to obtain the following uniforms. Daly City employees may purchase all authorized uniforms and must pay for them. Uniform allowance will be forthcoming per Daly City policy. Brisbane employees may purchase up to $500.00 of station uniforms and the billing shall be sent to the Department for payment. Any purchases over the $500.00 allotment shall be paid by the employee. Pacifica employees may purchase three station pants and three station shirts, one belt and one hat. The invoices are to be turned in to the Department for payment. In no case will the Department pay for alternations beyond cuffing the pants. It shall be the duty of each member to purchase a dress uniform within thirty (30) days after completion of their probationary period. Employees may, however, purchase a dress uniform immediately after appointment to the Department. PROCEDURE: DRESS UNIFORM The dress uniform shall be worn only during sanctioned functions. uniform. The dress uniform shall be worn for occasions such as City Council meetings, Homeowners Association meetings, public meetings or presentations, and funerals. At the discretion of the Fire Chief, the modified work attire for Chief Officers and Safety Inspectors shall be worn when conducting business in City Hall, or any other function where appropriate. WORK UNIFORM 0800-1630 hours: The work uniform shall be worn while on duty. The outer shirt may be removed at the discretion of the employee while in station. The outer shirt will be worn when the public is in station, i.e., school tours or other formal contact, and for meetings at Fire Administration. The outer shirt will be worn while employees are on apparatus and in all public contact. An approved blue Tee Shirt must be worn under the outer shirt. Only the top button on the outer shirt shall be unbuttoned. An approved nameplate will be worn above the right breast pocket. Approved sweatshirts may be worn in station, but they are not to be worn in public during the daytime hours (0800-1630 hours). * Exception: If an employee is wearing only a Tee Shirt, or Tee Shirt and approved sweatshirt in station, and an emergency call is received, the employee can respond to, work the incident and return from the emergency in the Tee Shirt and or approved sweatshirt. All other public contact during business hours requires the outer shirt to be worn. 1630-0800 hours: While in station, the outer shirt may be removed exposing a plain blue Tee Shirt. If it is necessary to appear in public for reasons other than emergencies, the outer shirt will be donned or a turnout coat will be worn over the Tee Shirt. Service Stars Star Placement Sequence: The first star will be centered on each sleeve as specified above by rank. The second star will be positioned in line ½ inch to the front of the first star. The skirt shall be straight with a back zipper, back pleated slit (kick pleat) and two slant pockets, one on each side starting at the waistline. The skirt hem shall be at the top of the knee. Skirt will be worn without a belt. Black closed-toe pumps with heels less than 3 inches may be worn with women's dress uniform. Hosiery shall be skin colored when wearing dress uniform with skirt. Items provided by the North County Fire Authority are required to be returned upon separation from service. If any issued equipment is missing or damaged, the employee will be billed at the current replacement cost. The only exception to this policy will be by MOU or at the discretion of the Fire Chief. An individual completing their career with the North County Fire Authority, upon retirement, will be allowed to purchase the following items at the specified cost: Firefighter s helmet @ $1.00 Helmet Shield @ $1.00 Breast badge @ $1.00 Belt buckle @ $1.00 If, during an individual s career their helmet becomes unserviceable, due to fire or other type of accident, the individual will be issued a replacement helmet and the unserviceable helmet will be either destroyed or (at the discretion of the Fire Chief) be sold to the employee for $1.00.
