Box 812 Charleston, WV 25323 Case No. 07-0774-4PWB-30B June 15,2007 Dear Ms. Squire: In response to the inquiry from Mr. Ronald Robinson, Staff Attorney, Southwestern Water submits the following: As we are all aware, maintaining an older water system presents many challenges. Routine maintenance as well as unanticipated repairs ("emergency" maintenance) is essential to minimizing water loss. The District actively and aggressively works to detect and repair leaks within the 110 miles of water line system. On a continuous basis; the district's staff performs both routine and emergency maintenance and repairs. The attached leak repair summary, details the leaks which have been detected and repaired during the past 18 month period. The district plans to continue to detect and repair water leaks as they are detected and estimates that the detected and repaired leaks in the past 12 month period will demonstrate an approximate 5% decrease in the current water lossage between 2006 and 2007. To assist with the detection process, test meters have been installed at various locations along the system to allow the district's staff to iiioiiitor water usage, peaks and declines in specific areas of the system. During the past 18 month period, the district entered an arrangement with a leak detection professional to assist in locating leaks in "targeted areas" on the system. These "target areas" were pre-determined by the test meter readings. The professional detect service was able to assist the staff in locating small leaks, in the targeted area, which were immediately repaired; however, the district's board and staff have found it more efficient and cost effective to utilize the district's owns leak detection equipment to continue the leak detection process. In an effort to further reduce water loss, the district has retained the Thrasher Engineering firm to assist in developing a proposal for how the district can repair and upgrade its existing system as well as expand its service to all areas of the district to provide customers within the district who are not currently receiving water service, access to water service. The proposal presented by Mr. Randy Watson of Thrasher Engineering, recommends several areas of the existing system be upgraded completely. By replacing large targeted sections of the water system, the Thrasher proposal anticipates a great reduction in future water loss. The district is hopeful that with the continued efforts of its staff and the proposed upgrade and expansion by Thrasher Engineering that the overall outcome at the completion of the upgrade and expansion will result in sigiiificaiitly lower water loss levels.
