Cleaned and maintained Stavinoha ditch near Ward Bend Rd. 8. Cleared trees, brush and debris on Tomlinson Rd creek starting at HWY 36 and continuing North towards Sealy. Additional Responsibilities Pct. 4: 1. Mow, trim trees and maintain the County Park in Wallis. 2. Mow grass and spray around park equipment at Furlow Hewitt park on Cemetery Rd. in Wallis. 3. Box 754 Wallis, Texas 77485 Telephone: Office (979) 478-7121 Cell (979) 398-1143 E-Mail: clking@austincounty.com Austin County has had several significant weather events, it began with the Memorial Day Flood of 2015, a disaster declaration was filed and Texas Department of Emergency Management (TDEM) and Federal Emergency Management Agency (FEMA) both came out after the floods had occurred and assessed the County and got the ball rolling on assistance and writing Project Worksheets (PW's) so funds could be awarded to the County for repairs to be made. The projects were approved and signed off and funds were released to the County for Precincts 1, 2 and 3. The one Precinct that did not receive its funds upfront was Austin County's Precinct 4. The project specialist wrote the damages up into two large projects and by large projects that means the total was over $121,600. These were the PW's for the roads in this precinct and two bridges that received damage. This was discovered shortly after realizing we had not received any funds and several calls were made to the Texas Department of Emergency Management and the County was informed that I had large projects and that you do not receive the funds upfront to do the repairs, you have to complete the repairs first and then submit all supporting documents (invoices, copies of checks and time sheets) along with summary sheets showing cost of labor, equipment and materials and a request form for reimbursement. Once the paperwork and supporting documents are submitted it is reviewed and if approved you only receive 75% of what you requested. We were also informed that I would also need to submit quarterly reports and they had to be filed on time or you risked losing all funding. The battle began at that moment, as nobody had ever been made aware that this was how the projects were going to be processed and on top of that only one of the PW's was completely written, they were still working on the bridge PW because they didn't feel comfortable with what the initial award amount was. The project involved the Sowa and Tomlinson. After extensive meetings, numerous phone calls and visits from several groups involved with FEMA, the bridge PW was finally completed in November 2016, over a year later. We had been working on road repairs and working with FEMA on the project simultaneously and working on other projects that would come up and need attention when in 2016 the County suffered two more floods, there was a Tax Day flood and another Memorial Day flood. We had roads that were already damaged by the 2015 flood become re-damaged by the 2016 flood and we also had a subdivision go underwater. There were people that lost their homes, personal items and vehicles. The Precinct 4 crew and I were picking up debris from homeowners in both of these disasters. Currently those PW's are still being written as the County has gone through numerous project specialists during this ordeal. In May 2017, parts of the South end of the County was hit with a rare Microburst and once again, my crew and I stepped up to help the citizens in Precinct 4 with their storm debris removal by going around and picking the debris up for them and getting dumpsters to some of the locations. We also assisted TDEM with the preliminary damage assessment by taking representatives around the area. There still is a lot of work that needs to be done but a lot of it depends on the weather conditions. The Sowa project is complete, and the Tomlinson is almost complete. We were also hit with Hurricane Harvey at the end of August 2017 and I have roads damaged and a subdivision that flooded again. We are beginning the process again. With all the events that have happened this Road & Report has been put together with what we have done in between the multiple disasters and this is also why the filing of this has been delayed.
