Proposed Mural Design for 457 James Street Project Description The proposed mural would measure approximately 28 feet wide by 17 feet tall, and would be located on the northeastern side of the main building at 457 James Street, facing the parking lot, and visible from James Street. Myself and my wife are the owners of this property. The mural will be a tradition illustration capturing the image of "The Rose of No Man's Land:" a Red Cross nurse featured in a World War I song of the same name. 1 She will be the central design image, with a banner reading "The Rose of No Man's Land" below her. The nurse is a reference to neighboring St. Joseph's Hospital. She will be flanked on either side with the U.S. and U.K. flags. The two flags are symbolic of the alliance between these countries during the war, but have additional meaning for myself (an Englishman) and my wife (born here). There will also be an American Bald Eagle above her, symbolizing patriotism. I believe that this mural will enhance not only the diversity of the city s portfolio of public art, but also lend character to the Prospect Hill neighborhood. I have drawn the illustration based on a nonproprietary design created by W.R. King in approximately 1927. It is a highly replicated design with multiple variations executed by a number of artists over the last 90 years, and is representative of one of several art styles that I have worked in over the last two decades. My resume is attached. For a representative sample of my work, please see www.paulroe.com. The proposed mural would be executed by local artist Elliott Mattice, who s mural painting credits include (among others): Lewis County General Hospital Onondaga Free Library Dinosaur Barbeque (multiple locations) Restmour Adult Care Home Labrador Mountain Ski Center. For his full portfolio and art credits, please see www.elliottmattice.com. Mural Illustration and Scaled Site Plan 1 The Rose of No Man s Land, Jack Caddigan, James Alexander Brennan, 1918.

Timeline and Budget Work is anticipated to begin as soon as possible, pending approval, and is estimated to required two weeks to complete, at a total cost of $4,000.00, to be assumed by myself and my wife. We hope to have this project completed before winter. Community Support Attached is an email, documenting support for this project from Mr. Viraj Patel, owner of the Quality Inn and Suites, located directly across from 457 James Street. In addition, I have had positive conversations with Kathy Gutowski, of the neighboring Century Club, and the Marketing and Communications Director at St. Joseph s Hospital, which faces the back of 457 James Street, regarding this project, both of whom have expressed their enthusiasm for this project. Formal letters of support from the General Manager of the Century Club and the Vice President of Administration at St. Joseph s Hospital are pending at the time of application.
