DRAFT Minutes of the meeting of THE SCOTTISH ARCHAEOLOGICAL FINDS ALLOCATION PANEL 11am Thursday 28 March 2013 NMS, Chambers Street, Present: Dr Evelyn Silber (Chair), John Urquhart, David Connolly, Neil Curtis, Jennifer Siswell (MGS), Jilly Burns In attendance: Stuart Campbell (TTU), Natasha Ferguson (TTU), Andrew Brown (QLTR Solicitor). Ms Ferguson took the minutes Apologies: Mr Richard Welander 1. Chair Remarks The Chair thanked Andrew Brown, SAFAP member John Urquhart and Unit staff for their contribution to the consultation draft paper of the Treasure Trove Code of Practice. She also thanked the rest of the panel for their comments and suggestions to the draft. No other matters arising. 2. Minutes of Last Meeting The minutes were accepted as an accurate record of the meeting held on Thursday 25 October 2012. 3. QLTR Business The potential of an external meeting of SAFAP held outside was discussed with the aim of allowing stakeholders to engage with the panel and encourage dialogue. Code of Practice Review Panel assessed Code of Practice draft consultation document with the guidance of QLTR solicitor. Final comments and suggestions were made by panel members to be incorporated into final document. It was agreed that the document should attract comment from as wide a group of stakeholders as possible.

AP: A list of potential stakeholders for consultation on the COP review to be drawn up by the Treasure Trove Unit. SAFAP Skills Matrix The Chair discussed the skills matrix (previously circulated) for SAFAP members to ensure a wide knowledge and experience base of panel members. The matrix was devised to identify skill gaps and aid future recruitment of panel members. It was viewed as essential that SAFAP should continue to have membership with practical expertise of excavation. When considering future recruitment it was agreed that individuals should be appointed to advise the QLTR rather than represent the interest of a particular sector. It was agreed that the matrix should only show the skills of SAFAP and not the TTU. Suggestions on developing the matrix to be forwarded to ES. 4. Treasure Trove Unit Report SC to the panel on recent operations and activities to take place within the Unit over the last 6 months. SC reports the success of the TTU outreach activities, including finds days, talks to local societies, attendance at metal detecting rallies and increased digital visibility on social media. This scheme will be strengthened and refined for 2013. The success of this outreach can be measured by a significant increase in the reporting of archaeological objects, as well as the number of objects claimed as Treasure Trove. SC reported on a recent meeting with the Government which included appraisal of budget, staff and operation of the Unit for the next financial year, 2013-2014. SC outlined the specific tasks and objects of the Unit for 2013-2014 as agreed at this meeting. 5.
