6 Text 1. Scope This standard specifies the safety and technical requirements of cosmetic products, including the general requirements, requirements on bidden and restricted components and inspection and evaluation methods etc. This standard is applicable to the cosmetic products developed, produced and sold within the territory of the People's Republic of China (excluding the products only eign sales). The regulations on the safety and technical requirements of oral products are otherwise provided 2. Terms and explanations The following terms and explanations are applicable thereto. 2.1 Cosmetic products: refer to the products by means of application, rubbing, spraying or other similar methods to be distributed on human body surface (skin, hair, fingernails and lips etc.), teeth and oral mucosa the purpose of cleaning, protection, beautification, modification and maintaining them in a good state. 2.2 Cosmetic products with special purpose: refer to the cosmetic products used hair cultivation, hair dye, hair perm, depilation, breast beautification, body beautification, deodorization, freckle removing and sunscreening. Cosmetic products hair cultivation: refer to the cosmetic products that facilitate the hair growth, and reduce depilation and broken hair Cosmetic products hair dye: refer to the cosmetic products that aim to change the color of the hair, after the use of which the original hair color cannot be recovered after hair washing. Cosmetic products hair perm: refer to the cosmetic products that change the hair curvature and maintain it relatively stable Cosmetic products depilation: refer to the cosmetic products that reduce and eliminate the hair. Cosmetic products breast beautification: refer to the cosmetic products that contribute to beautify the breasts. Cosmetic products body beautification: refer to the cosmetic products that contribute to beautify the body. Cosmetic products deodorization: refer to the cosmetic products that contribute to the body deodorization. Cosmetic products freckle removing: refer to the cosmetic products that reduce the epidermal chromatosis or contribute to the skin whitening. Cosmetic products sunscreening: refer to the cosmetic products that change the absorption of ultraviolet rays and relive the skin damages caused by solarization. 2.3 Cosmetic products with non special purposes: refer to the cosmetic products with the purposes other than hair cultivation, hair dye, hair perm, depilation, breast beautification, body beautification, deodorization, freckle removing and sunscreening. 2.4 Raw materials of cosmetic products: the ingredients used in the mula of cosmetic products. 2.5 New raw materials of cosmetic products: the natural or artificial raw materials that are used the first time in PRC.

7 2.6 Forbidden component: a substance that cannot be used as the raw materials of cosmetic products. 2.7 Restricted component: a substance that can be used as the raw materials of cosmetic products under the restricted conditions. 2.8 Preservative: a substance that is added to the cosmetic products the purpose of inhibiting the growth of microorganisms in cosmetic products 2.9 UV filter: a substance that is added to the sunscreen cosmetic products the purpose of filtering some ultraviolet rays by the utilizing the principle of light absorption, reflection and scattering to protect the skin from some harmful effects induced by specific ultraviolet rays ant: a substance that is added to the cosmetic products the purpose of developing a color in the cosmetic products or their application site by utilizing the principle of the absorption or reflection of the visible light, excluding the hair dyes specified in Table 6 of Annex I Hair dye: a substance that is added to the cosmetic products to change the hair color by utilizing the principle of the absorption or the reflection of the visible light Rinse off cosmetic product: a cosmetic product that is immediately rinsed off after use on human body surface (skin, hair, fingernails and lips etc.) the purpose of cleaning (including immediate rinse off hair conditioner) Leave on cosmetic product: a cosmetic product other than the rinse off cosmetic products Eye cosmetic product: a cosmetic product claimed to be applied on the skin in the vicinity of the eyes and eyelashes.2.15 Lip cosmetic product: a cosmetic product claimed to be applied on the lips Body cosmetic product: a cosmetic product claimed to be applied on the body skin (excluding the head skin) Skin cosmetic product: a cosmetic product claimed to be applied on the skin Cosmetic product children: a cosmetic product claimed to be used in the children (including the infants) 2.19 Professional use: operated and used at a specialized site by personnel who have received professional training Packaging materials: the materials that have direct the raw materials of the cosmetic products or the packaging container of the cosmetic products Substances with safety risks: the harmful substances brought in by the raw materials of cosmetic products, generated or brought in during the production and that may cause potential harms to human health. 3. General requirements on the safety of cosmetic products 3.1 General requirements Safety risk evaluation should be done on the cosmetic products, and they should be guaranteed to create no harm to human health under the normal, reasonable and predictable use conditions The production of cosmetic products should conm to the requirements of hygiene standards of cosmetic product manufacturing enterprise. The production

8 process of the cosmetic products should be scientific and reasonable, and the safety of the products should be guaranteed Bee marketing, relevant risk evaluation should be permed on the cosmetic products, and the inspection methods include relevant physical and chemical inspection methods, microbiological testing method, toxicological test methods and human safety test methods etc The cosmetic products should conm to relevant requirements of product quality safety and can be released after inspection qualification. 3.2 Requirements on mula The bidden components of cosmetic products listed in Table 1 and Table 2 in Annex I hereof should not be used in the mula of the cosmetic products. If it cannot be technically avoided that the bidden components are brought into the cosmetic products as impurities, the national regulations on the limit should be satisfied; if there is no national regulations on the limit, safety risk evaluation should be carried out to ensure that no harm is created to human health under the normal, reasonable and predictable use conditions The preservative, UV filter, colorant and hair dye used in the mula of cosmetic products must correspond to substances listed in Tables 3 to 6 in Annex I hereof, and the use requirements should conm to the regulations in the tables If the raw materials in the mula of cosmetic products are included in the substances listed in the cosmetic product restricted component tables in Table 7 in Annex I hereof, the use should conm to the regulations in the tables. 3.3 Requirements on microbial indexes The indexes of microorganisms in cosmetic products should comply with the limit specified in Table 1. 9 3.4 Requirements on limit of harmful substances The harm substances in the cosmetic products should not exceed the limit specified in Table 2. Table 2 The limit of harmful substances in the cosmetic products Harmful substances Limit (mg/kg) Remarks Mercury 1 Excluding the eye cosmetic products containing organomercury preservative Lead 10 Arsenic 2 Cadmium 5 Harmful substances Limit (mg/kg) Remarks Methanol 2000 Dioxane 30 Asbestos not detected* Note: the limit of asbestos means that it should not be detected 2.5 Requirements on packaging materials The materials of containers that have direct the cosmetic product should be safe in use, should not have a chemical reaction with the cosmetic products, and should not contain or release the toxic substances that may create harms to the users. 3.6 Requirements on labeling As all the raw materials used in the cosmetic products, if the use conditions and precautions are required to be printed on the label according to the requirements hereof, the requirements should be specified Other practices should conm to relevant laws and regulations as well as the requirements of rules and standards. 3.7 Requirements on cosmetic products children The cosmetic products children should meet the safety requirements on normal cosmetic products in terms of the mula, the production process and the quality safety control etc. In addition, specific requirements should be met to ensure the safety of products For the cosmetic products children, the applicable objects should be specified in the label. 3.8 Requirements on raw materials Safety risk evaluation should be done on the raw materials of cosmetic products, and they should be guaranteed to create no harm to human health under the normal, reasonable and predictable use conditions The requirements on quality and safety of raw materials of cosmetic products should conm to the corresponding national regulations, and correspond to the level reached by the production process and detection techniques The contents of technical requirements of raw materials include the name of raw materials of cosmetic products, registration number (CAS No. and/or EINECS No., INCI name, latin name etc.), use purpose, scope of application, specifications (purity or content), detection method

10 (qualitative and quantitative detect methods, and impurity detection method), the substances with safety risk that probably exist and the corresponding control measures etc The processes of packaging, storage and use etc. of raw materials of cosmetic products should not create pollution to the raw materials of cosmetic products. The materials of containers that have direct the raw materials of cosmetic products should be safe, should not have a chemical reaction with the raw materials, and should not contain or release the toxic substances that may create harms to the users. The raw materials that have special requirements on temperature, relatively humidity or others should be stored according to the specified conditions The basic inmation of the raw materials of the cosmetic products should be traced through the labels (including but not limited to the Chinese name of raw material standard, INCI name, CAS No. and / or EINECS No.), name of manufacturer, purity or content, production batch No. or production date, shelf life and other Chinese signs. For the raw materials of cosmetic products belong to the hazardous chemicals, the signs should conm to the regulations of relevant national departments The raw materials of cosmetic products from animals and plants should have the inmation of explicit source and use site etc. As the raw materials of cosmetic products from animal organ tissues and blood products or extracts, the source and quality specification should be ascertained, and such raw materials are not allowed to be used, if they are not approved to be used in the country of origin The use of new raw materials of cosmetic products should conm to relevant national regulations.
