February 06, 2014 Dear Friends, CHAIRMAN S MESSAGE The last fortnight of January brought good news to the Industry & the exporting community as the Government decided to restore the benefits under the Incremental Export Incentivization Scheme to exports of Cotton Yarn vide a Notification. dated 23rd January 2014 & also increased the Drawback rates on Knitted Fabrics with Lycra-content of 5% and more based on representations from Texprocil. These measures will certainly go a long way in increasing the exports of Cotton Yarn and in achieving the overall export target for Cotton Textiles for the current fiscal year, besides strengthening the confidence of the exporting community in the responsiveness of the Government to logic based suggestions. COLOMBIATEX FAIR 2014 TEXPROCIL India Participants at the Colombiatex Fair 2014 held at Medellin city, Colombia from 21 to 23 January This is one of the MAI events with the financial support from Government of India. We have also taken up the need to restore the benefit of Focus Market Scheme to exports of Cotton Yarn, increasing the value cap on Dyed Fabrics under the Duty Drawback Scheme, grant of additional benefit unto 5% under the Focus Product Scheme for Home Textiles products, considering the GSP+ benefit given to Pakistan by the European Union (EU). We are pursuing these matters & have been assured of favorable response. At the same time concerns are growing in the Exporting Community regarding the accumulating duty drawback claims as also delays in disbursal of TUFS installments.

TEXPROCIL E-NEWSLETTER, FEBRUARY 06, 2014 CHAIRMAN S MESSAGE CONTINUED FROM PAGE 1 In this connection, the Council has written to the Hon ble Minister of Textiles that the government payables should be expedited. The profit margin in the Industry is low between 2%-5% & given this reality a 4 month delay in receiving Government payables exceeds a full year s profit. While the official reason for the inordinate delay is an attempt by the Government to control the fiscal deficit, we have tried to impress on the Government that unlike other industries which have marginal exports and high profits and can withstand the delay, the textile industry which has small profits and a very high percentage of exports cannot withstand the withholding of very high Government receivables. Friends, we are following up on the matter & hope that the Government will appreciate the logic in our arguments and release the pending claims. On the export promotion front the Council successfully organized participation in COLOMBIATEX, Medellin, Colombia from January. This Fair is equivalent to TEXWORLD, Paris and unlike the Paris event provides limited access to Asian Suppliers mainly with a view to protect the domestic producers. The persistent efforts of the Council with excellent support from the Indian Embassy in Bogota have led to the Organisers permitting Indian Exhibitors to participate in the event. India is the third largest supplier of Textiles to Colombia with a market share of 11.28%. In the Cotton Textiles segment, India has a higher share of 20.75% in the total imports into Colombia. While India has a share of 60% in the imports of Cotton Yarn, our share in imports of Cotton Fabric is just 3.50% and in Made ups, it is 6.72%. The report suggests that there was very good demand for Denims (including Printed & Stretched) Knitted Fabrics, Fine Count Yarns, Fashion Fabrics. We need to continue our engagement with the Colombian market and in fact the entire LAC region. As part of our strategy to engage deeper with the Latin/Central American Region, we are also organizing a Buyer-Seller Meet in Guatemala & El Salvador in the 3rd Week of March (17th-21st). Members should consider participating in large numbers as good opportunities are discernible in Yarns & Fabrics. As you are all aware, recognizing the importance of exploring new markets, the Council has commissioned a study on Potential & Strategies to enhance Export of Indian Home Textiles to JAPAN & South KOREA. The Council has also collected primary market information from some of the major manufacturers of Home Textiles and importers in China. Appreciating the huge potential in these markets for home textiles and to create awareness amongst the Members about market demand, business practices, quality standards and strategies to be adopted in increasing export from India to these countries, the Council had organized workshop at Mumbai on 4th February 2014 at the Council s Seminar Room. The attendees present at the Seminar benefited immensely from the vital information on the market trends in Japan, South Korea and China. This included analysis of domestic production, import and export of Home Textiles, Consumer preference in color, design / pattern, standard sizes of various home textile products, quality standards and approval processes, business culture and the existing marketing and distribution structure. The meeting also suggested a marketing strategy to be adopted by Indian exporters to penetrate these markets. The second in series of these Seminars will be held at Coimbatore on 11th February 2014 at Seminar Hall, SIMA. The Council also organized participation in Tex-Trends Fair held at New Delhi from 20th to 22nd January Unfortunately, the participation proved to be a waste, as no Buyers of any significance came to visit the Textiles pavilions. Some of the leading Companies who participated at the behest of the Council felt deeply let down at the very poor response & turnout. While the idea of having a Composite Textile Show in India is well taken, it needs to be properly conceptualized & implemented in a more professional manner. Expecting Companies to participate in shows organized in a halfhearted manner only leads to a waste of time, energy and money. We hope to be more guarded in our response to such requests in the future. There is also a great potential for Indian fabric exporters in the Vietnam & Cambodia markets. Realising this, the Council is organizing Buyer Seller Meet in Ho Chi Minh City, Vietnam (17/18 February 2014) & Phnom Penh, Cambodia (20/21 February 2014). The BSM is being organised with the support of the Consulate General of India in Ho Chi Minh City (HCMC) and Vietnam Chamber of Commerce and Industries (VCCI) and the Embassy of India in Phnom Penh and the Indian Chambers of Commerce, Phnom Penh. This will be followed by similar events in Poland (26/28 February 2014), China (3/5 March 2014) and Korea (6/7 March 2014). Friends, a number of opportunities are opening up for our export products and we should make all out efforts to make the most of them. There are some policy areas where we do need support and we are confident of getting it as we re-double our efforts to achieve the formidable target of US$12billion set for our sector during the current fiscal year. COVER STORY TEXPROCIL at ColombiaTex 2014 Medellin City, Colombia (21-23, Jan. 2014) Realizing the importance of Colombian market for Textiles in the Latin American region, the Council organized a group participation in ColombiaTex held at Medellin city, Colombia from 21 to 23 January This is one of the MAI events with the financial support from Government of India. About Colombia Colombia imported USD 2.32 Billion worth of Textile & Clothing during the 12 months period November 2012 to October 2013 (latest data available). Of the total import of T & C, import of Textiles was valued at US$ 1.59 Billion and Clothing was US$ 0.73 billion. India is the 3rd largest supplier of Textiles to Colombia with a share of %. Of the total import of US$ 546 million worth of Cotton textiles into Colombia, share of India was 20.75% (US$ 113 million). During this period, Colombia imported US$ 142 Mn worth of Cotton Yarn (India s share 60%); US$ 342 million worth of Cotton Fabrics (India s share 3.50 %) and USD 62 million worth of Home Textiles (India s share 6.72 %). While import of Cotton Fabric account for 62% of total import of Cotton Textiles, India s share is higher in Yarn and considerably less in Fabrics, thereby indicating a vast scope for Indian exporters to increase export of Fabrics to this market. ColombiaTex 2014 ColombiaTex is the premier Fair for Textiles held every year during 3rd week of January at Medellin city, Colombia, mainly to showcase Textile products of Latin American Countries targeting visitors from all over American continent. This Fair is equivalent to Texworld of Paris. Participants profile, stall designing, display, fashion shows by individual companies and country pavilions were at par with International Fairs. This is one of a very few Fairs in the World providing limited access to Asian suppliers to exhibit, mainly due to fear of competition to domestic suppliers. With the persistent efforts of the Council and with the support of Indian Embassy in Colombia, group participation of Indian exhibitors was allowed for the past two editions of ColombiaTex. Remarks by the Vice Minister at the opening ceremony The Fair was inaugurated by Ms. Maria Palau, Vice Minister of Business Development, Ministry of Trade, Industry & Tourism of Colombia. In her address, she advised the Colombian companies to focus more on Creativity, Product Development, sharpening their competitiveness and International Trade. She also expressed her deep concern on low prices of imported clothing and footwear thereby making the domestic production uncompetitive. During her visit to India Pavilion, the Council extended an invite to her to lead a Textile delegation to visit India to understand the strengths of Indian textile sector and she has shown keen interest to lead a delegation at a mutually convenient timing. The Council will pursue the matter through the Indian Embassy in Colombia. Exhibitor Profile Total 559 exhibitors from 19 countries participated in the 26th edition of ColombiaTex.

Other countries include Turkey, Mexico, Peru, USA, Italy, Ecuador, Portugal, Hong Kong, Venezuela, Pakistan, Singapore, Panama, UK, Austria and Thailand. Product Profile at ColombiaTex The wide range of products at the fair include: Cotton grey yarns, dyed yarns, fancy yarns, OE and RS yarns; Polyester filaments; Denims; Grey fabrics, prints, Yarn dyed fabrics and piece dyed fabrics; Fashion fabrics / Apparel fabrics; Terry Towels, Bed Linen and Curtains; and Accessories and garment finishing machineries. Visitor Profile It is reported that 9,168 domestic buyers and 1,760 international buyers visited the Fair over the 3 days period. Total number of visitors to the Fair including buyers and others was 26,149. Dear Texprocil, :: PARTICIPANT SPEAKS :: Colombia Tex (Texprocil) was a wonderful event organized by the Council. Samar Khanna / Esspee Clothing Co. (via. 5 Feb ) Business generated at the Fair It is reported by the organizers that, US$ million worth of business was negotiated during the three days at the Fair. Highlights of Indian participation There were 23 Indian exhibitors. Products exhibited by the Indian exhibitors include: Grey Yarns, Grey Fabrics, Denim Fabrics, Yarn Dyed Fabrics, Piece Dyed Fabrics, Polyester filaments, Suiting Fabrics, Value added Knitted Fabrics, Bed linen, Bath linen etc. Feedback from the Indian participants The Indian participants felt as the target customers for Yarn themselves were exhibitors at this Fair to sell their finished products, the Indian exhibitors of yarn had to meet the major importers at their respective Stands in different Halls. Quality of the buyers for Denims and Fashion Fabrics was very good. It is felt that a one day BSM in Ecuador or Peru to coincide with next edition of ColombiaTex will be useful. Conclusion: Considering the market demand and nature of the event, emphasis need to be more on promoting export of fabric to this market (in addition to Yarn).
