Hodge was at the bar with his girlfriend, Kathryn L. Flock. Aaron assisted Kathryn after she was assaulted. Aaron was bitten on the back of his neck. Kathryn suffered a bloody mouth/lip. Kathryn was issued a municipal citation for Disorderly Conduct. She was released with a non mandatory court date scheduled for at 8:00 a.m. in the Rock County Courthouse.

DISPATCH INFORMATION At 2:35am on I was dispatched to Ryders Inn 721 Center Ave to assist Ofc Bier in the investigation of a disturbance. A male reported to dispatch he'd been bitten by an unknown male. He was refusing EMS. ARRIVAL OBSERVATIONS Upon arrival Sgt Norem and Ofc Bier were already on scene. I began speaking with three subjects standing near the rear parking lot. STATEMENT OF MERRI N PASS I identified an adult female standing near the rear parking lot with a Wisconsin photo drivers license as Merri N Pass. Pass was wearing a yellow winter jacket and jeans. She had dark brown shoulder length hair. She was intoxicated. Pass told me she didn't fully know what happened in the bar. Her main recollection was seeing a female identified as Kathryn Flock yelling and shouting. This disturbed Pass. Pass denied being physically attacked or injured in anyway. STATEMENT OF THOMAS A STEPHENS Next I spoke with a subject named Thomas A Stephens. I recognized him from past professional police contacts. Stephens was wearing a winter jacket over a black Wisconsin Badgers sweatshirt, jeans, baseball cap, and had long hair in a ponytail. Stephens told me he was a relative of the bartender Vanessa. Stephens told me everything was going fine at the bar until it was closing time. At closing time Flock became upset and starting throwing punches at numerous people, pulling hair, and swinging pool cues around. Stephens then attempted to get her out of the bar because of her being out of control. He got her out the door of the bar and held the door so she couldn't get back in. Flock circled around the outside of the bar and tried to reenter at the other entrance. Stephens described that when he was trying to get Flock out

7 Detail Report for Incident JV Page 7 of 14 of the bar she punched him about 11 times but he denied being injured or having any marks on him as a result. He didn't report elements necessary for a battery charge but did tell me he was disturbed by Flock's behavior. STATEMENT OF AARON E WHITE Next I spoke with Aaron E White who I identified from prior booking photos. White told me he wanted to stay out of this and declined to give a statement. He was wearing jeans and a dark colored hooded sweatshirt. CONTACT WITH BARTENDER For the bartender's statement please see Ofc Schmall's supplemental report. Video needs to be reviewed to determine if there are other suspects who need to be arrested in this incident. DISPATCH INFORMATION On at 2:35 a.m. Aaron W. Hodge called 911 to report a disturbance at Rider's Inn bar; 721 Center Avenue. There was a male fighting with several subjects inside the bar. Aaron was bit by one subject. He denied being in need of EMS services. Aaron left the bar and went to his Chevrolet Silverado in the parking lot. There were approximately 10 subjects inside the bar. Aaron was a designated driver tonight. Someone threatened to stab him in the face. Aaron did not see any weapon. Aaron lost his glasses during the disturbance. He described the inside of the bar as being "out of control." ARRIVAL AT RIDER'S INN BAR When I arrived; I parked in front of the Rider's Inn on the south side of the street facing east on the curb. I could see the front door of the bar open. A female was pushing another female out of the bar. There were two males who appeared to be yelling at the female being pushed out the front door of the bar. I was able to separate the females from each other. The two male subjects yelled towards the female I escorted away from the bar. I recognized one of the subjects from prior contacts as Aaron White. CONTACT WITH KATHRYN L FLOCK The subject I escorted away from the bar was identified with a WI identification card as Kathryn L. Flock. I saw Kathryn was bleeding from her mouth. I photographed the injury and downloaded the photographs into the squad photos folder at the Janesville Police Department. Kathryn denied being in need of EMS services or an ambulance multiple times. I could smell a strong odor of intoxicants coming from Kathryn's person when I spoke with her. I also noticed her speech was slurred.

9 Detail Report for Incident JV Page 9 of 14 Kathryn said she came to the Rider's Inn bar with her boyfriend; Aaron Hodge, around 11:00 p.m. Kathryn said she became angry. She could not tell me specifically what caused her to be upset. Kathryn was punched in the mouth area by a female. She could positively identify who struck her. Kathryn was upset with the Aaron White and the other male subject. She was also upset with the bartender. I asked Kathryn multiple times what occurred tonight and what caused her to be angry. She could not provide me with a statement about this incident. Kathryn said she was punched and did not provide any other relevant information. Kathryn denied multiple times being in need of medical treatment. I took photographs of her mouth and downloaded them into the squad photos folder at the Janesville Police Department. CONTACT WITH AARON W HODGE I spoke with Aaron in the parking lot of Rider's Inn; 721 Center Avenue. Aaron has been in a dating relationship with Kathryn Flock for about a month. He was the designated driver for her. Aaron denied consuming any alcohol tonight. I could not smell an odor of intoxicants coming from his person. His speech was clear and concise. I did not notice any sign of impairment with Aaron. Aaron and Kathryn were at Hammy's bar earlier. They came to the Rider's Inn bar around 2:00 p.m. Things were fine until around 2:20 a.m. Aaron was at the bar with Kathryn. A feet from them there was a disturbance. Aaron did not see what caused the disturbance. There were several subjects inside the bar when this incident occurred. Someone punched Kathryn. Aaron went to her aid. A male subject grabbed onto Aaron. Aaron's sweat shirt was pulled up to his head. The male subject bit Aaron on his neck. The subject told Aaron he would use a knife and stab him in the face. Aaron did not see a weapon. Aaron was bit on the back of his neck. He was not able to identify a suspect at this time. I saw fresh injury to the back of Aaron's neck. The neck had fresh blood. I took photographs of Aaron's injury and downloaded them into the squad photos folder at the Janesville Police Department. Aaron was physically forced out of the bar. He was repeatedly told he had to leave. Aaron lost his glasses in the disturbance. He kept saying he needed his glasses as he was being pushed outside. Someone told him he had to go and his glasses would be brought out to him. Sergeant Norem returned Aaron's glasses to him. Aaron looked at all subjects who remained. subject. He was not able to identify the KATHRYN L FLOCK ARRESTED FOR DISORDERLY CONDUCT Officers Biddick and Schmall along with Sergeant Norem assisted with this incident. See their supplemental reports for additional information. I arrested Kathryn for a municipal violation of Disorderly Conduct. I issued her citation number CM817LCTPM. I verbally told Kathryn she was under arrest for the municipal violation of Disorderly Conduct. I explained to Kathryn she has a non mandatory court date scheduled for at 8:00 a.m. in the Rock County Courthouse. I personally gave Kathryn her copy of the citation. VIDEO REVIEW NEEDED The surveillance was not available when I investigated this incident. In addition; the bartender was intoxicated. The video needs to be reviewed to verify the information provided to officers and make additional arrests if the video surveillance identifies a suspect(s). ELEMENTS OF DISORDERLY CONDUCT On Kathryn L. Flock was inside the Rider's Inn bar at 721 Center Avenue,

Kathryn started an argument inside the bar with multiple patrons. She instigated this disturbance. Kathryn suffered an injury to her mouth, which caused her mouth to bleed. Upon my arrival other Officers were on scene and already had the situation calm. I interviewed Vanessa Stephens in regards to the disturbance. No follow up is needed. CONTACT WITH VANESSA STEPHENS Upon my arrival at Riders Inn, Sgt Norem asked me to interview the bartender for further information regarding the disturbance that had occurred. I went into the bar and spoke to a female bartender identified as Vanessa Stephens. Stephens told me earlier a group of people got into an physical altercation. She said she was able to calm the situation and get those involved to leave the bar. One of them being Katherine Flock. Stephans said everything was calm until bar time and Flock came back into the bar. She said Flock came in and her mouth was bloody and she was missing her coat and purse. As Stephens was attempting to get people to leave she said Flock did not want to go. She said she did push Flock toward the door. This caused Flock to resist and fight back. As Stephens attempted to get the door closed, Flock hit Stephens in the face with her fist. Stephens is unsure which fist. She said Flock grabbed her hair and started to pull at it, causing handfuls of hair to be pulled out of Stephens head. Stephens said it did cause her pain, but she did not want to "push" reporting it. As I talked to Stephens, I could tell by her behaviors and slow, deliberate speech that she had been consuming alcohol. Stephens told me she did have 2 or 3 shots that night. She consented to a Preliminary Breath Test that had a result of. Stephens could not recall anymore about the disturbance other than there were "fists" flying everywhere. End of report

13 Detail Report for Incident JV Page 13 of 14 SUPPLEMENTAL NARRATIVE : Supplement number: 6 Name: FUHRMANN B Date: 04:03:13 03/17/ Janesville Police Department Supplement Report Date, Time: 3/16/2016 at 7:30PM Reporting Officer: BENJAMIN FUHRMANN Arrested: (PREVIOUSLY) FLOCK, KATHRYN L., FEMALE, WHITE, Charge: MUNICIPAL ORDINANCE: DISORDERLY CONDUCT Court Date: 4/12/2016 at 08:00AM Citation: CM817LCTPM Photos Taken: NO Taser Video: NO Interview Video: NO SUMMARY: On 3/13/2016 at 6:30PM I reviewed video surveillance of a fight that occurred at Rider's Inn Bar, 721 Center Avenue, on 3/5/2016. From video surveillance, I observed a main male agitator involved in the fight with Kathryn Flock, who was subsequently arrested by Officer Bier. I printed out a color photograph of this main male agitator and left it for Officer Bier to attempt to identify him. In the event Officer Bier is unable to identify the male, I am recommending this case be closed with no further follow-up. The video surveillance is poor quality and I do not believe media assistance will help in identifying the suspect. VIDEO SURVEILLANCE: I reviewed video surveillance of the fight that occurred at Rider's Inn Bar on 3/5/2016. The video is currently on the I-Drive of the Janesville Police Department and was also tagged into evidence. From the video, I observed a male seated at the southeast corner of the bar next to a female that was identified by Officer Bier as Kathryn Flock. It does not appear the male and female came to the bar together. At 2:11AM, the male and female get into a verbal argument in which they both are in each others faces. The male strikes the female with his right hand in her face causing her to fall backwards. At that point, several other patrons in the bar intervene and try to separate the parties. There was approximately 6-10 other patrons involved in the disturbance. For the most part, the patrons appeared to be separating the parties, however there is minor scuffling between all parties. The male and female are separated for a few minutes. At 2:14AM, the same female, Kathryn Flock, walks back into the bar. She strikes the male in the face with her right arm. The male responds with a punch from his right arm. The female drops to the ground as a result of this punch. At that point, another male patron starts to grapple with the male suspect and they go into the bathroom. As approximately 2:15AM the female, Kathryn Flock, is escorted from the bar. At about the same time, the two males in the bathroom are separated. At 2:18AM, there is some minor pushing and shoving outside of the south entry door and Officer Bier arrives shortly after. After watching the complete video surveillance, I identified two main agitators from the incident. One of the agitators was a female already identified and arrested by Officer Bier as Kathryn Flock. The other agitator is a white male described below. SUSPECT DESCRIPTION:

14 Detail Report for Incident JV Page 14 of 14 The main male agitator suspect in this case is a white male with brown shaggier hair. He has a white and grey colored long sleeve plaid button up shirt along with blue jeans. He also has a silver colored hooded jacket. During the altercation, the male's plaid shirt was torn at the back near the bottom. Additionally, from video surveillance there was a large dark colored mark on the suspect's stomach. The video surveillance quality is poor therefore I cannot identify whether it is mud or a tattoo. It is a dark colored mark, approximately the shape and size of a shoe print. ATTEMPT TO IDENTIFY A SUSPECT: The video surveillance quality at Rider's Inn Bar is poor quality. I printed off a colored photograph of the mail male agitator at the bar who needs to be identified. Due to the quality, I do not believe the media would be any assistance in identifying this suspect. I did, however, leave a photograph for Officer Bier in the event that he recognized a suspect from his contact with patrons at the bar. FOLLOW-UP: At this time, I am recommending no further follow-up in this case. Video surveillance quality is poor and therefore I do not believe media assistance will help in identifying the suspect. I did, however, give a photograph of the suspect to Officer Bier in an attempt to identify him. If Officer Bier is able to identify this suspect, this case can be reopened and he can be arrested for disorderly conduct. End of report. Follow-up: NO KML COPY TO: DC OLSEN
