1 VOLUME: II ISSUE: I & II JANUARY-JUNE, 2012 National Workshop on Tribal Arts and Crafts & Fair A 10-Day National Workshop on Tribal Art & Crafts and Fair was organized in t h e p r e m i s e s o f S C S T R T I i n collaboration with Indira Gandhi Rastriya Manav Sangrahalaya (IGRMS), Bhopal, Madhya Pradesh from 1st June 2012 to 10th June The main objective of the workshop was to preserve, promote and popularize the traditional tribal arts and crafts and help t h e t a l e n t s t o l o o k f o r b e t t e r opportunities to develop their skill through cross-cultural interactions in contemporary market driven economy. The National workshop was inaugurated on 1st June, 2012 at AM by Prof. Prasanna Kumar Nayak, Chairman, NKCDS in the presence of other dignitaries, like Sri SK Popli, IFS, Director, ST & SC Dev. Dept., Odisha Shri R.K. Misra, Former Director, National Commission for ST, Prof. P. Panda, Director, SCSTRTI, Shri R.K. Bhatt, Asst. Keeper, IGRMS, and many other tribal art lovers, guests and visitors. In this auspicious occasion, Tribal Museum Exhibition Guide in English, Hindi and Odia was released and Touch Screen Kiosk was unveiled. The organization of the National Workshop/installation of the Touch Screen Kiosk in the Tribal Museum was the first of its kind hosted by SCSTRTI in the capital city. As many as 72 tribal artists from 23 Tribal communities of 8 States such as Andhra Pradesh, Chhattisgarh, Madhya Pradesh, Maharashtra, Manipur, O d i s h a, R a j a s t h a n a n d T a m i l n a d u h a d a c t i v e l y participated in the National Workshop. The guests, dignitaries and d e l e g a t e s p r e s e n t i n t h e inauguration function visited different stalls and interacted with the tribal artists. The Guests were of the opinion that though commercialization of art leads to loss of original identity; this workshop would help provide a suitable platform in development, value addition and promotion of tribal art and crafts. To study the processes of social, cultural and economic change and development among ST and SC communities of the State. To prepare Action Plan and suggest effective measures for development intervention. To serve as a centre for providing data and advisory services to Govt. on the problems and development of ST and SC communities.

2 SCSTRTI Newsletter January - June, Exhibition on Tribal Painting of India: An Exhibition on tribal painting of India was organized during the period from date to at Tribal Museum Bhubaneswar. The Exhibition was inaugurated by Prof. (Dr.) Laxman Kumar Mohapatra, Retd. Prof. and Former Head of P.G. Dept. of Anthropology, Utkal University, Vani Vihar and Former Vice Chancellor, Sambalpur University, Odisha in presence of Prof.(Dr.) K.K. Basa, Utkal University, Vani Vihar as Chief Speaker and Sri Biswar Kumar Nayak, IAS, Joint Secretary, ST & SC Development Department, Govt. of Odisha and Former Director of SCSTRTI, Bhubaneswar as the Guest of Honour, Prof. (Dr.) Premananda Panda, Director, SCSTRTI, Bhubaneswar and Trilochan Sahoo, Deputy Director. The Paintings of different tribes of India depicting different rituals and social aesthetic values of tribal people were displayed in the exhibition. A few pieces of incredible paintings displayed in the Exhibition are as follows: Story of Husband & Wife Warli, Maharastra Saora man painting a wall of their house, Saora, Odisha During the Exhibition an one-day competition on Tribal Paintings among the students from Primary level, H.S.C and Graduation level was organized by st SCSTRTI on 31 January, A total n u m b e r o f 4 3 T r i b a l s t u d e n t s participated in the Tribal Painting competition. Among them 6 Tribal talents were awarded in the valedictory function. 3 3 SCSTRTI Newsletter January-June, 2012 RESEARCH Research study on "Implementation status and gap between provisions & practices of PESA Act" in three states (Andhra Pradesh, Jharkhand and Odisha) has been taken up. Field study, data processing and editing have been completed in Odisha. The writing of report is in final stage. Scrutiny Committee Meetings held in the offices of RDCs at Berhampur, Sambalpur and Cuttack for disposal of Fake Caste Certificates cases. EXCHANGE OF VISIT Invited by MoTA, Government of Odisha sent two tribal people i.e. one Man from Bonda (PVTG) and one Woman from Didayi (PVTG) with the escort officer Sri A. K. Gomango. DD, SCSTRTI, Bhubaneswar to witness 26th January 2012 Republic Day Parade at New Delhi. Besides that they visited Qutub Minar, Parliament House, Lotus Temple, Taj Mahal etc. 1) A two days (Jan 4-5, 2012) orientation training programme on FRA Act and Rules was conducted and no of participants were 25. 2) Orientation training programme on PCR & POA Act and Rules for two days (Jan 6-7, 2012) was organised with 25 participants. 3) Two (three days each) training programmes during Feb 23-25' 2012 a n d M a r c h ' o n C o n s t i t u t i o n a l S a f e g u a r d a n d Protective Legislation for educated tribal youth and president / secretary of SHGs was taken up and no of participants was 33 & 18 respectively. T R A I N I N G 4) Three (three days each) training programme between May 3-5, and 24-26' 2012 on PESA for newly elected PRI members was imparted and no of participants was 19, 15 and 34 respectively. 5) Three (two days each) orientation training programmes during June-19-20, and '2012 was organised for PAs of ITDAs, SOs of Micro Projects and PRI Members on POA Acts & Rules and no of participants was 29, 19 and 19 respectively. PLANNING & EVALUATION STUDIES During this period the following studies have been undertaken 1. Assessment of ground situation in respect of PESA of Odisha. 2. ST and other Traditional Forest Dwellers- Recognition of Forest Rights Act implications and good practices. 3. Evaluation of PCR Act-1955 and POA Act-1955 & POA Act-1989 in Scheduled Caste concentrated pockets of Odisha. 4. Evaluation of Girls Hostels under ST & SC Development Department of Odisha. LIBRARY During this period 87 number of costly books have been added to our library collections exhausting the fund amounting Rs.4,00,000/- allotted for the purpose under CSP A Bluestar Water Cooler with Aqua Guard has been installed in the First Floor of the Library Building to supply fresh & purified drinking water to readers in the reading room. One new arrival of Display Board having capacity of displaying 30 books have been procured. Digitalization of old / rare documents of the library started again after obtaining expert views of the OCAC on the matter. Sixth phase digitalization of old / rare documents of Library has been taken up. In this phase different Annual Reports of the ST & SC Development Department will be covered.

4 SCSTRTI Newsletter January - June, TRIBAL MUSEUM Tribal Museum is an internationally recognized Museum for display of art and crafts, shrines, heritage huts, and activities of different tribal communities of the state relating to museum movement. Its major attractions are i) Artifacts with Touch Screen Kiosks and life-size Tribal Statues, ii) Tribal Sacred Shrine Crafts, iii) Tribal Habitats, iv) Museum Movement- Interactive programmes including Film shows on Tribal Life and Culture. During the period the Tribal Museum had organized a special interactive programme, titled Exhibition on Tribal Paintings of India in collaboration with Indira Gandhi Rashtriya Manav Sangrahalaya, Bhopal. MUSEUM VISIT As many as 9182 esteemed visitors including 1152 foreigners had visited the Tribal Museum during Jan-June The Director, Multimedia, Govt. of India visited the Tribal Museum on 29th March, Sj. 5 5 SCSTRTI Newsletter January - June, 2012 National Workshop on Tribal Arts and Crafts & Fair 2012 Interaction Sessions from 1st June to 10th June, 2012 Every day two sessions were organized in the workshop. The first session was interactive, and it was held from Am to 1.00 PM where about 45 Resource persons from different fields interacted with the tribal artists and extended their suggestions for betterment of the art and crafts of the artisans. The second session starting from 4.00 PM was devoted for live demonstration of the art and crafts as well as exhibition and sale of the products and that continued till 7.00 PM. Besides the two sessions, all the artists had enjoyed the film shows on life and living of different tribes of Odisha and also a visited a Heritage village named Raghurajpur in Puri district and shared their ideas with that of the artisans of the heritage village. Govt. of Odisha as the Chief Guest, Shri Madhusudan Padhi, IAS, Commissioner-cum-Secretary, ST & SC Dev., Prof. A.B. Ota, IAS, Collector & District Magistrate, Balasore and Shri Biswar Kumar Nayak, IAS, Special Secretary to Govt., Board of Revenue as Guest of Honour and Prof. K.K. Mishra, Director, IGRMS, Bhopal, Madhya Pradesh and Prof. P. Panda, Director, SCSTRTI, as the host of the workshop. 6 SCSTRTI Newsletter January - June, A total of 450 nos of Art and Craft items such as textiles, embroidery, pottery/ terracotta, bamboo craft, Siali fiber craft, wood carving, bead and metal Jewellary, paintings, paddy craft and Dhokra were produced by the artists of 9 different tribes of Odisha such as Santal, Bonda, Bhottada, Mahali, Dongria Kondh, Chukutia Bhunjia, (PRINT MEDIA COVERAGE) Diana Sahu, Express News Service - Bhubaneswar Tribal Museum Complex, tribal artists, 08th June :23 PM 85 tribal artists belonging to 24 ST communities from 11 states are demonstrating live 12 different kinds of art forms at the Bhubaneswar-based Tribal Museum Complex as a part of a workshop. Besides Odisha, tribal artisans have come in from neighbouring Andhra Pradesh, Chhattisgarh, Madhya Pradesh, Rajasthan, Assam, Manipur, Nagaland, Tamil Nadu, M a h a r a s t r a a n d G u j a r a t. Produce and sale in the workshop: Mankirdia, Kutia Kondh, Desia Kondh of Odisha and 14 tribes like Saheria, Saora, Bhil, Warli, Muria, Chiru, Maring, Kuki, Koirang, Kom, Thadou, Hmar, Toda, Kota from 7 other states such as Rajasthan, M a d h y a P r a d e s h, M a h a r a s h t r a, Chhatisgarh, Andhra Pradesh, Manipur, Tamilnadu during the 10 days Live * News & Views Demonstration Programme. The total sale proceeds amounts to about Rs.50,000/-and approximately 2500 visitors visited the workshop stalls and purchased their choice of craft items from the artisans. The artists were provided raw material free of cost and they contributed some of their creations to the tribal museum for demonstration purpose. 8 SCSTRTI Newsletter January - June, DATA BANK and Statistical Cell The following activities have been carried out during this period. 1) A booklet namely Micro Projects Profile has been prepared during January 2012 to June ) D r a f t C o n s e r v a t i o n - c u m - Development Plan for 12th Plan Period ( ) was prepared during January 2012 to June 2012 and submitted to Government of India. 3) Quarterly News Letter for the quarter ending December-2011 has been published. 4) Focus Area Plan for ITDAs has been prepared covering 10 years prospective plan for different sustainable programmes. 5) P r e p a r a t i o n o f I n t e g r a t e d Development Plan for Micro Projects is under progress. 6) A survey on income basket and expenditure pattern of 13 PTGs in 17 Micro Projects has been taken up during April 2012 covering 42 villages of Micro Projects. Two days training- cum- workshop for Special Officers and their staff was organized at SCSTRTI on June ) Data on Product Diversification, value addition, design change and quality packaging of product of PVTGs of the State under different income generation schemes was collected. 8) Supplementary Budget for 11th CCD Plan was prepared and submitted to Government of Odisha. 9) Preparation of MPR & QPR has been carried out on regular basis. I am delighted to note that the 3rd i s s u e o f t h e N e w s l e t t e r o f S C S T R T I i s getting released. Through this Newsletter of the Oldest Tribal Research Institutes of the Country an humble attempt has been made to offer the readers the important events that have taken place in the institute and the achievements that have been accomplished during the last six months. The credit goes to the esteemed members of this institute who by their concerted efforts have successfully made commendable achievements for this prestigious institute by way of carrying out empirical research and evaluation studies, formulating perspective plans and programs, bringing out many original publications on the pristine culture of the tribal communities of the state and imparting large number of From the Director's Desk training programs for different kinds of stakeholders engaged for development of the tribals. We deal with studies on Scheduled Castes and Scheduled Tribes and on particularly Vulnerable Tribal Groups (PTGs). Our state has the unique distinction of housing as many as 62 number of Scheduled Tribe Communities(of whom 13 groups are PTGs) and 93 Scheduled Caste Communities. Various research studies and training programs as well as workshops which are organized find place in this Newsletter which gives information to the researchers and academicians to keep track of the detailed research studies and documentation that the institute prepares during the period under report. The institute has a Tribal Museum in its campus which is regarded as one of the best Tribal Museums of the Country and this finds place in the map of the Museums of the World prepared by UNESCO. The collections of Arts and Artifacts in this Museum are quite unique in nature and they have been fully digitized and displayed in a systematic manner. We have a few documentary films displayed through touch screen at the museum. The Oldest Tribal Research Institute of the Country has one of the richest Libraries of the country with wide ranging books on Tribal related issues. This Library is accessed by researchers from different parts of the state and also nation. I am sure that this Newsletter will rich out to wider audience and will act as an information bulletin for the academicians, researchers and those who are concerned with tribal development and related issues.
