2 Letter From The Chair? Let s make this a summer worth remembering and never forget the wonder of what we do. I really know that summer is here when I have a new Father s Day tie around my neck and Lightning Bugs are floating magically through my yard being chased by kids with jars trying to catch them between blinks. It s bittersweet seeing my oldest son losing interest in the light show outside our door and finding more interest in the Xbox while my youngest is discovering the joy of chasing our yearly visitors. It s inevitable and makes me really appreciate the wonder and excitement that can be plainly seen on my younger kids faces. Sorry. I may be a little emotional and I just saw the movie Inside Out so I m not in the right state of mind to think about my kids getting older! This summer has a lot to offer SCC members and I hope you take advantage of them. First, I would really like to thank Katie Gralton for stepping up and organizing our fabulous Long Island Winery Bus Tour. Everyone who went had an amazing time sampling from the fruits of Bacchus (and, rumor has it, there may have even been other types of drinks sampled as well!) We are hoping to do another trip next year. Next up, we have our LISCC Family Picnic on July 18 at Heckscher State Park. If you haven t been to a Family Picnic, you are definitely missing out. It is maybe the best bargain in entertainment you can find! We will feed you all day from 10:30 AM - 6:00 PM and provide entertainment for you kids from start to finish. This year s theme is a Luau, so get your grass skirts and coconuts (I can neither confirm nor deny that if the chair will be wearing any such things) out for some fun playing in our volleyball or cornhole tournaments or spend the day dancing with our live DJ before competing in our hula-hoop contest. We have free ice cream all day and lots of prizes at the end of the day. We may need to keep some of the adults out of the bouncy house, but I m not going to be the one to tell you not to go in. Kids under 17 are free for all of this fun!!!! August23 has our annual fishing trip leaving from Captree State Park and Ruby has guaranteed that you will catch more than a cold! This is a great day for members and family/friends are all welcome to join in on the fun! We will feed you and provide you with drinks for the day as you relax on a boat searching for Jaws on the 40th Anniversary of the movie. I hope we don t end up on Amity Island from the movie! 5 Tom Vichroski On Monday, April 21 st, Sen. Dianne Feinstein (D-CA) and Sen. Susan Collins (R-ME) co-sponsored the introduction of S1014, the Cosmetic and Personal Care Products Safety Act. The Act is supposed to modernize federal safety standards and preempt state level legislation. The bill would amend the FD&C Act to: 1) require manufacturers to report adverse product effects, 2) grant FDA mandatory recall authority, 3) require FDA to develop standardized GMPs for cosmetics (FDA s Draft Guidance for cosmetic GMPs is available at - nceregulation/guidancedocuments/ ucm htm), 3) require registration of all cosmetics facilities, products and ingredients, 4) establish annual registration fees based on gross revenue, and 5) establish a review process requiring FDA to determine the safety of at least five ingredients per year and allow FDA to impose restrictions or labeling requirements based on those determinations. (The first five ingredients would be diazolidinyl urea, lead acetate, methylene glycol/methanediol/formaldehyde, propyl paraben, and quaternium- 15.), You can review the Act for yourself at c/index.cfm/files/serve/?file_id=445 a de0-89f9-4caf577099f2. Among the new concepts introduced for the first time in the USA, marketers of products in the EU will recognize Responsible Person and United States agent. The PCPC and several large cosmetics marketers quickly expressed their support for the bill. PCPC noted that it is currently tracking more than 250 local lawmaking proceedings that would become moot if the new bill is enacted. ICMAD, on the other hand, was quick to voice its opposition: The bill places too large a burden on small business, stifles innovation in the cosmetics and personal care industry, and does not provide appropriate and significant national uniformity. Senator Collins said: By improving FDA oversight of the ingredients in cosmetics and personal care products, this legislation aims to protect consumers while also providing regulatory certainty for manu-facturers, enabling them to plan for the future, California's Office of Environmental Health Hazard Assessment has added bisphenol A to the Proposition 65 list of chemicals, known to the state to cause reproductive toxicity. The Environmental Working Group said that the decision is a huge victory in the fight to protect people from this harmful hormone disruptor. The action brought an immediate response from the American Chemistry Council because it is not supported by the extensive scientific record and is completely contrary to explicit input provided by the US Food and Drug Administration, In April, the FDA s acting chief scientist had submitted a letter to California stating that the results of the FDA s research do not support BPA as a reproductive toxicant, and added that the European Food Safety Authority has clearly and unequivocally stated that BPA is safe as used in food contact materials and other consumer products. Businesses have twelve months to comply with warning requirements after a chemical is listed. The Danish EPA wants methylisothiazolinone (MIT) to be banned in the EU in cosmetics. The EPA s study showed that most MIT exposure comes from leave-on cosmetics. MIT s use is currently permitted up to 100 ppm. MITs use in paints, adhesives and cleaning products would get new, limiting regulations as well. The PCPC has lent its support to the Microbeads-Free Waters Act of Ex-VP John Hurson told the House Energy and Commerce Subcommittee on Health that the Act should set appropriate and pragmatic phase-out dates, appropriate definitions of synthetic microbeads, and the inclusion of over the counter drugs containing plastic microbeads. Japan's Ministry of Economy, Trade and Industry (Meti) has introduced a support tool to help companies produce safety data sheets (SDSs) and labels for chemical mixtures. On 1 April, a requirement for companies to make reasonable efforts to provide the SDSs and labels came into effect. The problem is that at this moment (mid-june) is difficult to use and not just because it s in Japanese only. That s supposed to change soon. There is already an updated instruction manual which describes the classification system used in English. The current SDS system requires entries in tabseparated-value format. A conversion system from Excel documents is available. In the almost thirty years that I have been contributing Regulatory Update to the SCC Newsletter, what has happened for this issue has happened only once before: It was a slow news eight weeks. Filling out the column with significant items has been difficult. The last time it happened, it was for the Summer issue too. However, the importance, significance and possible impact of that first story, the Cosmetic and Personal Care Products Safety Act, cannot be over stated. The reactions of the PCPC and ICMAD are both valid. Both views should be accepted and steps to change the Act to incorporate these positions and objections must be accomplished. Regardless, cosmetic marketers, and cosmetic chemists, must take this legislation seriously and work to both change the portions of the Act that need to be changed and plan for the future and the impact of this legislation legislation which will happen in some form sooner, I think, than later. Taking the time to read through the proposed Act at the link provided above would be worth any cosmetic marketer s or any cosmetic chemist s time.

Astronomers at the Parkes radio telescope in Australia were working to discover a source for perytons. Perytons are transient, 250-millisecond bursts of radio signals detected at observatories in Australia and Switzerland. The scientists were pretty sure they were of human origin because perytons occurred on weekdays during office hours. Then they linked the perytons to other transient signals around 2.3 to 2.5 gigahertz, a microwave frequency. That led to a set of tests led by Emily Petroff of Swinburne University of Technology, in Australia, that involved heating mugs of water in microwaves at the Parkes Observatory. But perytons didn t appear when scientists just ran the ovens. But when someone opened a microwave door before the timer ran out the source of perytons was conclusively identified. Don t open the door while the microwave is running. Astronomers the galaxy over get upset!
