Prisoners in the ustody of the 5 Sttes nd the Federl Government ounted for two-thirds of the inrerted popultion (1,38,776 inmtes). The other third were held in lol jils (691,31). On June 3, 23, 1,46, prisoners were under Federl nd Stte jurisdition, whih inludes inmtes in ustody nd persons under the legl uthority of prison system ut held outside its filities. During the 12-month period ending June 3, 23, the numer under Stte jurisdition rose y 2.6%, while the numer under Federl jurisdition rose y 5.4%. Vermont (up 12.2%), Minnesot (up 9.4%), Mine (up 9.1%), nd Mississippi (up 6.5%) hd the lrgest perentge inreses. Nine Sttes hd dereses, inluding Rhode Islnd (-3.4%), Arknss (-2.2%), nd Montn (-2.1%). At midyer 23 lol jil uthorities held or supervised 762,672 offenders. Ten perent of these offenders (71,371) were supervised outside jil filities in progrms suh s ommunity servie, work relese, weekend reporting, eletroni monitoring, nd other lterntive progrms. An estimted 12% of lk mles, 3.7% of Hispni mles, nd 1.6% of white mles in their twenties were in prison or jil. Lol jils were operting 6% elow their rted pity. In ontrst, t yerend 22 Stte prisons were operting etween 1% nd 17% ove pity, nd Federl prisons were 33% ove their rted pity. Privtely operted prison filities held 94,361 inmtes (up 1.3% sine yerend 22). The Federl system reported the lrgest inrese mong inmtes in privte prisons (up 1,181). In the 12 months efore midyer 23, the numer of inmtes in prison nd jil rose n estimted 57,61 inmtes, or 1,18 inmtes per week. The rte of inrertion in prison nd jil in 23 ws 715 inmtes per 1, U.S. residents C up from 73 t midyer 22. At midyer 23, 1 in every 14 U.S. residents were in prison or jil. Stte prison popultion lrgest inrese sine 1999 The rte of growth of the Stte prison popultion slowed etween 1995 nd 21 nd then egn to rise. During this time, the perentge hnge in the first 6 months of eh yer stedily deresed, rehing low of.6% in 21, nd then rose to 1.3% in 23 (tle 2). The perentge hnge in the seond 6 months of eh yer showed similr trend, resulting in n tul derese in Stte prison popultions for the seond hlf of 2 nd 21. The trnsfer to Federl filities ws ompleted y yerend 21. Sine then, the Federl system hs ontinued to reeive sentened felons from DC Superior Court. The 2.9% growth represents the lrgest growth in the prison popultion sine the 12-month period ending June 3, However, it remins lower thn the verge nnul growth of 3.2% from 1995 to 23. Prison inrertion rtes ontinue to rise The inrertion rte of Stte nd Federl prisoners sentened to more thn 1 yer ws 48 per 1, U.S. residents on June 3, 23, up from 476 per 1, on Deemer 31, 22. At midyer 23, 12 Sttes led y Louisin (83 sentened prisoners per 1, Stte residents), Texs (6), nd Mississippi (688), exeeded the ntionl rte. Nine Sttes, inluding Mine (148), Minnesot (15), nd North Dkot (175) C hd rtes tht were less thn hlf of the ntionl rte. Overll, the Stte inrertion rte rose out 14% etween yerend 1995 nd midyer 23, from 379 to 429 prisoners per 1, U.S. residents. At the sme time, the Federl inrertion rte rose lmost 6%, from 32 to 51 prisoners per 1, U.S. residents. Sine yerend 1995 the numer of sentened inmtes per 1, residents hs risen from 411 to 48. During this period prison inrertion rtes rose the most in the Midwest (from 31 to 377), followed y the South (from 483 to 541) nd the West (from 358 to 416). The Federl system (21,372), Texs (16,714), Oklhom (5,573), nd Tennessee (5,79) reported the lrgest numer of inmtes in privte filities t midyer 23. The numer of men rose 2.7%, from 1,324,574 to 1,36,818. At midyer 23, Cliforni, Texs, Florid, nd the Federl system housed 4 of every 1 femle inmtes. Sine 1995 the nnul rte of growth in the numer of femle inmtes hs verged 5.2%, higher thn the 3.4% verge inrese of mle inmtes. Women ounted for 6.9% of ll inmtes t midyer 23, up from 6.1% t yerend Reltive to their numer in the U.S. resident popultion, men were out 15 times more likely thn women to e inrerted in Stte or Federl prison. At midyer 23, 34,456 Federl inmtes were nonitizens, representing over 2% of ll prisoners in Federl ustody. Cliforni (18,559), Texs (8,72), New York (8,37), Florid (4,739), nd Arizon (3,67) held lmost 8% of ll nonitizens onfined in Stte prison. Nonitizen prisoners ounted for over 1% of the prison popultions of Cliforni, New York, Arizon, nd Nevd. During 22, 589,844 sentened prisoners were relesed from Stte prisons, up from 569,599 in 2 C n inrese of 3.6% (tle 7). Admissions to the Federl prison system inresed 1.1% etween 2 nd 22 (from 43,732 to 48,144); releses inresed 2.1% (35,259 to 42,339). Although releses rose fster thn dmissions, the numer of dmissions to Federl prison in 22 exeeded releses y more thn 5,8 inmtes. Overll, Stte prison relese rtes dropped from 37 per 1 inmtes in 199 to 31 per 1 in 1995 nd then remined nerly unhnged (rehing 32 per 1 in 22). However, s result of inresing totl prison popultions, the solute numer of releses inresed 3% (from 455,139 in 1995 to 589,844 in 22). Numer of prole violtors returned to prison stle sine 1998 Prior to 1998 growth in prison dmissions refleted inresing numers of offenders returning for prole violtions. Between 199 nd 1998, the numer of returned prole violtors inresed 54% (from 133,87 to 26,152), while the numer of new ourt ommitments inresed 7% (from 323,69 to 347,27). However, sine 1998 prole violtors returned to prison inresed less thn 1%, while new ourt ommitments rose 13%.
