Beck, Ph.D. BJS Sttisticins At midyer 24 the Ntion s prisons nd jils incrcerted 2,131,18 persons. Prisoners in the custody of the 5 Sttes nd the Federl system ccounted for two-thirds of the incrcerted popultion (1,41,44 inmtes). The other third were held in locl jils (713,99), not including persons in community sed progrms. On June 3, 24, 1,494,216 prisoners were under Federl nd Stte jurisdiction, which includes inmtes in custody nd persons under the legl uthority of prison system ut held outside its fcilities. During the 12-month period ending June 3, 24, the numer under Stte jurisdiction rose 1.6%, while the numer under Federl jurisdiction rose 5.1%. Minnesot (up 13.2%), Montn (up 1.5%), Arknss (up 8.9%), nd Kentucky (up 8.5%) hd the lrgest percentge increses. Twelve Sttes hd decreses, including Alm (-6.7%), Connecticut (-2.5%), Ohio (-2.3%), nd New York (-2.%). At midyer 24 locl jil uthorities held or supervised 784,538 offenders. Nine percent of these offenders (7,548) were supervised outside jil fcilities in progrms such s community service, work relese, weekend reporting, electronic monitoring, nd other lterntive progrms. Locl jils held totl of 7,83 persons under ge 18. Stte nd Federl correctionl uthorities held 91,789 noncitizens, up from 9,566 (1.4%) t midyer 23. In oth jils nd prisons, there were 123 femle inmtes per 1, women in the United Sttes, compred to 1,348 mle inmtes per 1, men. An estimted 12.6% of lck mles, 3.6% of Hispnic mles, nd 1.7% of white mles in their lte twenties were in prison or jil. Locl jils were operting 6% elow their rted cpcity. In contrst, t yerend 23 Stte prisons were estimted to e t cpcity to 16% ove cpcity, nd Federl prisons were 39% ove their rted cpcity. Privtely operted prison fcilities held 98,791 inmtes (up 3.4% since yerend 23). The Federl system reported the lrgest increse mong inmtes in privte prisons (up 2,641). 2 Incrcertion rte for Ntion reches 726 per 1, residents On June 3, 24, 1,41,44 inmtes were in the custody of Stte nd Federl prison uthorities, nd 713,99 inmtes were in the custody of locl jil uthorities. In the first 6 months of 24, the Ntion s prison popultion incresed 24,79 (1.7%). These dt were collected in the 24 Ntionl Prisoner Sttistics progrm nd the 23 Annul Survey of Jils. In the 12 months efore midyer 24, the numer of inmtes in prison nd jil rose n estimted 48,452 inmtes, or 932 inmtes per week. The rte of incrcertion in prison nd jil in 23 ws 726 inmtes per 1, U.S. residents C up from 716 t midyer 23. At midyer 24, 1 in every 138 U.S. residents were in prison or jil. During this time, the percentge chnge in the first 6 months of ech yer stedily decresed, reching low of.6% in 21, nd then rose to 1.5% in 24 (tle 2). The percentge chnge in the second 6 months of ech yer showed similr trend, resulting in n ctul decrese in Stte prison popultions for the second hlf of 2 nd 21. 3 Some of the Federl growth since 1999 hs een the result of the trnsfer of responsiility for housing sentenced felons from the District of Columi. The trnsfer to Federl fcilities ws completed y yerend 21. Since then, the Federl system hs continued to receive sentenced felons from DC Superior Court. In solute numers, the totl increse of 3,19 Stte nd Federl prison inmtes etween July 1, 23, nd June 3, 24, ws significntly lower thn the growth during the previous 12-month period (44,26 inmtes). The percentge chnge from midyer 23 to midyer 24 (2.1%) ws lso smller the 22-3 increse (3.1%). The verge nnul growth from 1995 to 24 ws 3.4%. At midyer 24, 12 Sttes led y Louisin (814 sentenced prisoners per 1, Stte residents), Texs (74), nd Oklhom (684), exceeded the ntionl rte. Nine Sttes, including Mine (149), Minnesot (169), nd North Dkot (189) C hd rtes tht were less thn hlf of the ntionl rte. Overll, the Stte incrcertion rte rose out 14% etween yerend 1995 nd midyer 24, from 379 to 433 prisoners per 1, U.S. residents. At the sme time, the Federl incrcertion rte rose lmost 66%, from 32 to 53 prisoners per 1, U.S. residents. Since yerend 1995 the totl numer of sentenced inmtes per 1, residents hs risen from 411 to 486. During this period prison incrcertion rtes rose the most in the Midwest (from 31 to 378), followed y the West (from 358 to 421) nd the South (from 483 to 543). A qurter of inmtes in privte fcilities held for Federl system In the first 6 months of 24, the numer of prisoners held in privtely operted fcilities incresed from 95,522 to 98,791, n increse of 3.4% (tle 3). Overll, privte fcilities held 6.6% of ll Stte nd Federl inmtes, up from 6.5% t midyer 23. The Federl system (24,56), Texs (16,96), Oklhom (5,675), nd Tennessee (5,121) reported the lrgest numer of inmtes in privte fcilities t midyer 24. 5 Femle inmte popultion continues to rise t fster rte thn mle inmte popultion From June 3, 23, to June 3, 24, the numer of women under the jurisdiction of Stte nd Federl prison uthorities grew from 1,384 to 13,31, n increse of 2.9% (tle 4). The numer of men rose 2.%, from 1,363,813 to 1,39,96. At midyer 24, Cliforni, Texs, Florid, nd the Federl system housed 4 of every 1 femle inmtes. Since 1995 the nnul rte of growth in the numer of femle inmtes hs verged 5.%, higher thn the 3.3% verge increse of mle inmtes. Women ccounted for 6.9% of ll inmtes t midyer 24, up from 6.1% t yerend Reltive to their numer in the U.S. resident popultion, men were lmost 15 times more likely thn women to e incrcerted in Stte or Federl prison. On June 3, 24, the rte for inmtes serving sentence of more thn 1 yer ws 63 femle inmtes per 1, women in the United Sttes, compred to 923 sentenced mle inmtes per 1, men. Tle 4. The numer of minors held in Stte prisons peked in 1995 t 5,39, nd hs since decresed every yer. Overll,.2% of ll Stte prisoners were under ge 18. Eight Sttes reported more thn 1 prisoners under ge 18 t midyer 24, led y Connecticut (321), New York (225), Florid (214), nd Texs (21). Three of these Sttes reported n increse in their under ge 18 popultions held in prison during the 12 months ending June 3, 24, while the rest experienced declines. Six sttes reported no inmtes under ge 18, nd nother twelve sttes hd fewer thn 1 inmtes under ge 18. Overll, 6.5% of Stte nd Federl inmtes t midyer 24 were not U.S. citizens. The noncitizen prisoner popultion incresed etween 1998 nd 1999, nd since then hs remined nerly stle, incresing out 3.4% etween midyer 1999 nd midyer 24. At midyer 24, 34,422 Federl inmtes were noncitizens, representing over 2% of ll prisoners in Federl custody. Cliforni (17,89), Texs (9,48), New York (8,27), Florid (4,834), nd Arizon (3,924) held over 75% of ll noncitizens confined in Stte prison. Noncitizen prisoners ccounted for over 1% of the prison popultions of Arizon, New York, Nevd, nd Cliforni. 6 Growth continues s rising dmissions outpce releses From 2 to 23 dmissions to Stte prison rose 9.1% (from 581,487 in 2 to 634,149 in 23). During 23, 612,185 sentenced prisoners were relesed from Stte prisons, up from 569,599 in 2 C n increse of 7.5% (tle 7). Admissions to the Federl prison system incresed 19.6% etween 2 nd 23 (from 43,732 to 52,288); releses incresed 25.2% (35,259 to 44,135). The numer of dmissions to Federl prison in 23 exceeded releses y more thn 8, inmtes. New court commitments on the rise Prior to 1998 growth in prison dmissions reflected incresing numers of offenders returning for prole violtions. Between 199 nd 1998, the numer of returned prole violtors incresed 54% (from 133,87 to 26,152), while the numer of new court commitments incresed 7% (from 323,69 to 347,27). However, since 1998 prole violtors returned to prison incresed y less thn 2%, while new court commitments rose 15.1%. At midyer 24, 94% of jil cpcity occupied In the 12 months ending June 3, 24, fewer eds thn inmtes were dded to the Ntion s jils. At midyer 24 the rted cpcity of locl jils ws estimted t 755,63 eds, n increse of 19,132 in 12 months (tle 11). The growth in jil cpcity during the 12-month period ending on June 3, 24, (22,572) ws less thn the verge growth of 25,128 eds every 12 months since midyer 1995, ut ws more thn the growth in the numer of eds during 21 (21,522) nd 22 (14,59). As of June 3, 24, 94% of the locl jil cpcity ws occupied.* As rtio of ll inmtes housed in jil fcilities to totl cpcity, the percentge occupied decresed y 1 percentge points from 199 to 24. The jurisdiction with the lrgest increse in jil popultion ws Clrk County, Nevd (up 2.5%). Other jil jurisdictions with sustntil popultion increses were Fulton County, Georgi (up 2.2%), Ornge County, Cliforni (up 2.1%), Milwukee County, Wisconsin (up 16.5%), nd Bltimore City, Mrylnd (up 15.4%). Although incrcertion rtes drop with ge, the percentge of lck mles ge 45 to 54 in prison or jil in 24 ws n estimted 4.5% C more thn twice the highest rte (1.7%) mong white mles (ge 3 to 34). Femle incrcertion rtes, though significntly lower thn mle rtes t every ge, revel similr rcil nd ethnic differences. Blck femles (with prison nd jil rte of 359 per 1,) were 2½ times more likely thn Hispnic femles (143 per 1,) nd nerly 4½ times more likely thn white femles (81 per 1,) to e incrcerted in 24. The remining jurisdictions were strtified into two groups: jurisdictions with jils holding t lest one juvenile on June 3, 1999, nd jurisdictions with jils holding dults only.
