Prisoners in the ustody of the 5 Sttes, the Distrit of Columi, nd the Federl Government ounted for two-thirds of the inrerted popultion (1,355,748 inmtes). The other third were held in lol jils (665,475). On June 3, 22, 1,426,118 prisoners were under Federl nd Stte jurisdition, whih inludes inmtes in ustody nd persons under the legl uthority of prison system ut held outside its filities. During the 12-month period ending June 3, 22, the numer under Stte jurisdition rose y.9%, while the numer under Federl jurisdition rose y 5.8%. Rhode Islnd (up 17.4%), New Mexio (up 11.1%), nd West Virgini nd Mine (oth up 8.7%) hd the lrgest perentge inreses. Nine Sttes hd dereses, inluding Illinois (-5.5%), Texs (-3.9%), nd New York (-2.9%). At midyer 22 lol jil uthorities held or supervised 737,912 offenders. Ten perent of these offenders (72,437) were supervised outside jil filities in progrms suh s ommunity servie, work relese, weekend reporting, eletroni monitoring, nd other lterntive progrms. The numer of inmtes in ustody in lol jils rose y 34,235; in Stte prison y 12,44; nd in Federl prison y 8,42. In the lrgest Stte prison systems, the totl numer of inmtes delined: Texs (down 6,334), Cliforni (down 3,65), nd New York (down 2,27). At midyer 22 A totl of 3,55 Stte prisoners were under ge 18. Adult jils held totl of 7,248 persons under ge 18. Stte nd Federl orretionl uthorities held 88,776 nonitizens, up from 87,917 (1.%) t midyer 21. There were 113 femle inmtes per 1, women in the United Sttes, ompred to 1,39 mle inmtes per 1, men. An estimted 12% of lk mles, 4% of Hispni mles, nd 1.6% of white mles in their twenties nd erly thirties were in prison or jil. Lol jils were operting 7% elow their rted pity. In ontrst, t yerend 21 Stte prisons were operting etween 1% nd 16% ove pity, nd Federl prisons were 31% ove their rted pity. Privtely operted prison filities held 86,626 inmtes (down 6.1% sine yerend 21). Texs reported the lrgest drop (from 16,331 to 1,764) mong inmtes in privte prisons. 2 up Prison nd jil popultion exeeds 2 million inmtes for the first time On June 3, 22, 1,355,748 inmtes were in the ustody of Stte nd Federl prison uthorities, nd 665,475 inmtes were in the ustody of lol jil uthorities. In the first 6 months of 22, the Ntion s prison popultion inresed 24,521 (1.9%). This inrese offset the deline of 4,39 inmtes (-.3%) during the lst 6 months of 21. These dt were olleted in the 22 Ntionl Prisoner Sttistis progrm nd the 22 Annul Survey of Jils. (See Methodology, pge 11, for desription of dt olletions.) Tle 1. The rte of inrertion in prison nd jil in 22 ws 72 inmtes per 1, U.S. residents from 69 t midyer 21. At midyer 22, 1 in every 142 U.S. residents were in prison or jil. Stte prison popultion inreses in first 6 months of 22 fter deline in the lst 6 months of 21 Between July 1 nd Deemer 31, 21, the numer of prisoners under Stte jurisdition dropped -.3%, deresing y 3,217 inmtes (tle 2). In the first 6 months of 22, however, the numer of prisoners rose 1.2% (inresing y 14,911 inmtes). The net gin in the jurisdition ount for the 12-month period ws 11,694 (representing.9% growth sine June 3, 21). During this period, responsiility for housing sentened felons in the Distrit of Columi ws trnsferred to the Federl system. At yerend 21, when the trnsfer ws ompleted, the Federl system held 6,93 inmtes from the Distrit of Columi, up from 4,486 on June 3, 21. More thn qurter of the growth in the Federl system in the 12 months ending June 3, 22, ws the result of this trnsfer of responsiility. During this 12-month period, severl Sttes lso experiened sustntil growth, inluding Rhode Islnd (17.4%), New Mexio (11.1%), nd West Virgini nd Mine (eh 8.7%). Nine Sttes, inluding severl lrge Sttes, experiened deline in their prison popultion. Prison inrertion rtes ontinue to rise The inrertion rte of Stte nd Federl prisoners sentened to more thn 1 yer ws 474 per 1, U.S. residents on June 3, 22, up from 472 per 1, on June 3, 21. The rtes sine 21 reflet the impt of shifting to the 2 deennil ensus popultion estimtes. Midyer inrertion rtes prior to 21 were sed on estimtes from the 199 Census of Popultion nd Housing. Using estimtes from the 2 Census, the revised inrertion rte for midyer 2 ws 47 sentened prisoners per 1, Inrertion rtes per 1, U.S. residents on July Census 2 Census Stte Federl Totl* Stte Federl Totl* *Totls my not dd due to rounding. Twelve Sttes led y Louisin (799 sentened prisoners per 1, Stte residents), Mississippi (728), nd Texs (685), exeeded the ntionl rte. The Distrit of Columi, totlly urn jurisdition, held 55 sentened prisoners per 1, Distrit residents t midyer 22, signifint drop following the trnsfer of responsiility for sentened felons to the Federl system. Sine 1995 the numer of sentened inmtes per 1, residents hs risen from 411 to 474. During this period prison inrertion rtes rose the most in the Midwest (from 31 to 371) nd West (from 358 to 413). The rte in the South rose from 483 to 531, nd the rte in the Northest rose slightly from 31 to 33. The numer of sentened Federl prisoners per 1, U.S. residents inresed from 32 to 49 over the sme period. Privte filities held fewer inmtes t midyer 22 In the first 6 months of 22, the numer of prisoners held in privtely operted filities dropped from 91,953 to 86,626, derese of 6.1% (tle 3). The drop ws minly due to the deline in inmtes held in privte filities for Texs uthorities (from 16,331 t yerend 21 to 1,764 t midyer 22). Overll, privte filities held 6.1% of ll Stte nd Federl inmtes, down from 6.8% t midyer 21. The Federl system (2,293), Texs (1,764), nd Oklhom (6,773) reported the lrgest numer of inmtes in privte filities t midyer 22. 5 Florid Femle inmte popultion rose t fster rte thn mle inmte popultion in lst 12-month period From July 1, 21, to June 3, 22, the numer of women under the jurisdition of Stte nd Federl prison uthorities grew from 94,336 to 96,99, n inrese of 1.9% (tle 4). The numer of men rose 1.4%, from 1,311,195 to 1,33,19. At midyer 21 Cliforni, Texs, nd the Federl system housed nerly 4 of every 1 femle inmtes. Sine 1995 the nnul rte of growth in the numer of femle inmtes hs verged 5.4%, higher thn the 3.6% verge inrese of mle inmtes. Women ounted for 6.7% of ll inmtes t midyer 22, up from 6.1% t yerend Reltive to their numer in the U.S. resident popultion, men were out 15 times more likely thn women to e inrerted in Stte or Federl prison. On June 3, 22, the rte for inmtes serving sentene of more thn 1 yer ws 6 femle inmtes per 1, women in the United Sttes, ompred to sentened mle inmtes per 1, men. Tle 4. Eleven Sttes reported more thn 1 prisoners under ge 18 t midyer 22, led y Connetiut (366), Florid (36), Texs (23), New York (21), nd North Crolin (2). Three of these Sttes reported deline in their popultions during the 12 months ending June 3, 22 (down 22.5%), New York (down 17.3%), nd North Crolin (down 5.7%). Mihign reported the lrgest inrese (up 1%), followed y Cliforni (up 17.9%). Three Sttes (Kentuky, Montn, nd West Virgini) hd no inmtes under ge 18 t midyer 22. Twelve other Sttes reported 1 or fewer inmtes under ge 18. Overll, 6.9% of Stte nd Federl inmtes t midyer 22 were not U.S. itizens. At midyer 22, 33,873 Federl inmtes were nonitizens, representing 25% of ll Federl prisoners in Federl ustody. Cliforni (19,418), New York (8,36), Texs (8,2), Florid (4,526), nd Arizon (3,412) held over 8% of ll nonitizen Stte prisoners. Nonitizen prisoners ounted for over 1% of the prison popultions of Cliforni, New York, Arizon, nd Nevd. Sine midyer 1999, there hs een little hnge in the numer of nonitizens held in Stte nd Federl prisons. In the yer ending June 3, 22, the numer of nonitizens held in the Federl system delined (13 inmtes), while the numer in Stte prisons rose (872 inmtes). 6 n Growth slows s rising Stte prison releses outpe dmissions Underlying the derese in the rte of growth sine 1995 in Stte prison popultions hs een rise in prison releses. During 21, 591,837 sentened prisoners were relesed from Stte prisons, up from 544,864 in 1999 inrese of 8.6% (tle 7). At the sme time, totl dmissions to Stte prison rose 3.3% (from 575,415 in 1999 to 594,429 in 21). Admissions to the Federl prison system inresed 7.5% etween 1999 nd 21 (41,972 to 45,14); releses inresed 2.6% (31,816 to 38,37). Although releses rose fster thn dmissions, the numer of dmissions to Federl prison in 21 exeeded releses y more thn 6,7 inmtes. Overll, Stte prison relese rtes dropped from 37 per 1 inmtes in 199 to 31 per 1 in 1995 nd then remined nerly unhnged (rehing 33 per 1 in 21). However, s result of inresing totl prison popultions, the solute numer of releses inresed 3% (from 455,139 in 1995 to 591,837 in 21). Prior to 1998 growth in prison dmissions refleted inresing numers of offenders returning for prole violtions. Between 199 nd 1998, the numer of returned prole violtors inresed 54% (from 133,87 to 26,152), while the numer of new ourt ommitments inresed 7% (from 323,69 to 347,27). The numer of prole violtors returned to prison in 21 totled 215,45; the numer of new ourt ommitments, 365,714.
